let's go first to chris jansing in council bluffs. that's where marco rube wroe is set to speak in the next hour. i know that rubio has made a pretty solid gain in the polls of late over this past month. what is the strategy now heading into the caucuses? >> build on it. that's what every candidate is doing this weekend. you look at the schedule. it's almost mind-boggling. mark wroe rube wroe has already had an event today. he has four all together, and he is also going to put out there a 30 minute ad. what he is calling a special tv event that's going to air on local television where there will be calls, social media. the whole idea here is what is always in iowa. turnout, turnout, turnout. who will be able to mobilize their voters. now, for marco rubio, this has become a real dog fight for second place. whoas going to position themselves as the alternative to the acknowledged frontrunner? just a short time ago in sioux city, listen to what marco rubio who has not in these town halls and in these gatherings generally gone hard agains

our senior white house correspondent chris jansing has just learned details about the president's action. chris, what does the plan do? >> reporter: president obama's biggest frustration has not been not getting any new gun laws on the books after the newtown massacre. so this afternoon he made it clear, this is a priority for his final year in office. his attorney general and fbi director among those in the oval office who gave their recommendations for the executive action that do not require congressional most important will narrow the gun show loophole, forcing more gun buyers to get background checks. and the fbi will add new employees to process them. now critics say the new measures would not have prevented recent mass shootings. his response -- >> it is not going to prevent every mass shooting. it is not going to keep every gun out of the hands of a criminal. it will potentially save lives in this country. >> reporter: beyond executive actions, president obama potentially set up another fight. he wants to hire 200 new atf agents and add $500 million to the budget for mental healt

i want to come back to you in a second, but i want to go quickly to chris jansing. hat are we hearing from the trump campaign with iowa and new hampshire just around the corner? >> reporter: they think that they won the debate last night. i talked briefly to donald trump this morning as he was heading into "morning joe." he hadn't slept, as you heard from him, all night. but look, this is not where anybody expected them to be. just let's take here in iowa, where this is tailor-made for tread cruz, right? i mean, last time, of the republican caucusgoers, 56% of them were christian evangelicals. so, his probably most popular surrogate is his dad, who's a minister. this should be his audience, and that trump has gotten so close really makes him almost taste it. you could tell talking to him this morning that he really felt that this was a possibility for him. so, the whole thing has been sort of thrown on its head. i saw him in aottumwa last weekend where the crowd was enormous. not even half of them could fit into the venue that they had. they stud in subzero windchill

chris jansing our senior white house correspondent has been watching along with us from the north lawn. we have seen the president certainly emotional on this topic before, chris. but not quite like what we saw the last few minutes. >> reporter: never like this, not the depth of this emotion. you'll remember that after newtown, he had said that was the worst day of his life. he was deeply affected by it. he was introduced by the father of a 7-year-old who was killed there. and when he brought up newtown and he brought up the deaths of those 20 children, first graders, you saw that frustration and that emotion come to the surface. this was never expected to be a detailed -- do we have that? let's show the president. so the president really was always expecting to make this about the common sense of this, to have an appeal to people, to we remember what it felt like after newtown when the people who had gone into a movie theater in aurora lost their live, when people who were in a lost their lives. but this was a deeply emotional appeal that i think takes this fight to a very different p
