chris. >> kelly, i just very quickly follow-up, and then i want to go to kristen. tell me logistically if they agree on something, you know, in the next couple of hours, can we get this voted and passed in the senate, voted and passed in the house, or are we almost inevitably kind of even if it's by a few hours going over the fiscal cliff at midnight? you know better than me the kind of inner workings of how this stuff goes? >> well, there are staffers ready to put any deal or handshake that might be agreed into legislative language? some pieces of that already exist. some would take time. think of it as writing a contract. the language is important. it needs to be specific. they need to commit to that. there would be people ready to do that. i was told earlier today that could take hours in and of itself. then let's say the senate were to meet to decide to pass it, and if they were able to pass it, then it goes to the house. we're being told that it might, in fact, be a case where the house would receive it, but actually cast a vote tomorrow on new year's day. the

chris, managing editor of post politics.com, and nbc, capitol hill correspondent kelly o'donnell. welcome both. chris and kelly, we've been through this before. we've seen this manufacture before, but now we are a couple of days before the christmas break, and both sides now, kelly, acknowledging that congress is going to go home for christmas without a deal. >> that's right. they are going to have to put this off in that period between christmas and new year's, and we have seen the movie that tells us deadlines are what reach results here. we're not quite on the deadline yet. all of it with staff and families and all the obvious reasons that people want to be home for christmas, maybe being home they'll hear feedback as well to get a deal. they're going to take that break. at least on the senate side, we know for sure. we don't have the house schedule just yet, but you would presume they would do the same thing. today the house vote on this so-called plan b, an alternative to the kind of grand bargain that the president and speaker boehner may be able to achieve, that's getting a

chris? >> now, kelly, one other quick question. you've been up there probably for the last 96 hours, maybe more straight. what's the mood? i know we've got this report that mcconnell and joe biden worked late into the evening and that there seems to be a little bit more positivity than maybe when people like me went to bed last night, a little early. so, is the mood moving in the direction of a deal? is that what -- because it seemed like pessimism sort of toward the late afternoon yesterday. where are we right now, quickly? >> reporter: it does fluctuate. there is exasperation and frustration, especially from members here waiting to vote on something but have nothing to look at. they are wanting to see something done. the people closest to it tell us they are still working at it, that they see there isn't one particular issue that would make this all fall apart, but they're not there yet. and so, they try to remain optimistic and say if they come to an agreement, they can do things quickly, but they're just not there yet. chris? >

kelly, new york governor. rather new jersey governor chris christie and andrew cuomo initially asked washington for about 79 billion dollars to rebuild their states and they are now thanking the president for his 60.4 billion dollars commitment and the white house wrote a letter to congress yesterday that says these are funds necessary to finance a needed recovery effort and to help the the region prepare for future challenges, including future severe storms and coastal flooding, swells impacts associated with a changing climate. but, amid the debt debate in d.c., there are questions how easy it will be to get congress to write such a big check and speaker boehner's spokesman says we will review it and al rogers says it's up to congress to help those hurt by sandy, but also our responsibility during these tight budget times to make sure that the victims of this storm are getting the most of every single recovery dollar, and to ensure that the disaster funds are timed and targeted in the most efficient and appropriate manner. the democratic senator from new york has acknowledged now that this is going to be a tough

kelly. >> merry christmas and happy, chris. >> thanks, dear. i think we're going to make it. have been saying this for a while. i think the grown-ups will be grown-ups. we have the former chair of the republican national committee and machines political analyst michael steele, also democratic strat chris kofinis. michael, do you think the two parties will agree to release people and their parties, the mott rads and the center left and center right to cut a deal and not require everybody to vote in lock step in the two parties? >> i do, chris. i think that's part of the strategy that boehner and the president, quite frankly, have been putting in place. from what i understand, the white house and boehner through the speaker's office have already begun to lay down that patchwork for nancy pelosi to bring some people to the center and for boehner to do the same. part of that, as kelly just mentioned, was the plan "b." we set the outliers, $1 million. the president raised his number from $250,000 to $400,000. they're feeling out where in their caucus then begin to pull those votes

chris, good morning. we wake up without a deal. what does that mean? what are you watching today? >> good morning, kelly. the thing i'm watching most specifically is the vix. i think the vix is the most distilled measure of risk that we have in the marketplace right now. we've noticed that the vix has gone from a fairly low range of 12 to 14. we're up over 20 now, which to me is an area of concern. if we begin to move higher, once again, i think we should watch out for market-based effects. >> we have, as you mentioned, started to see that outperformer. it's interesting in a year when the vix is tamed we haven't seen more volatility. in fact, as you look out at some of the longer dated contracts there, still pretty calm. what people are expecting seems to be mostly near term. >> well, i think the market has been very, very optimistic about this whole process all the way through, from the election on forward. and i'm beginning to think that the optimism has been misplaced. we'll have to see that. you know, we've seen some softness in the stock market, softness might be an underestimate. but things have be
