chris? >> kelly o'donnell, thank you. >>> now to the plea deal that's in place for the u.s. who made international headlines for running into north korea. i want to bring in nbc's courtney kube from the pentagon. sentencing set for september 20th. what can we expect? >> that's right, chris, in fort bliss in texas. this is for army private travis king. last summer he made headlines when he boarded a tour bus, went to the demilitarized zone, the dmz, the board are between north and south korea and as part of a tour group he fled into north korea into the arms of north korean authorities who detained him. that started off a weeks' long process, a diplomatic process that ultimately in september led to swiss officials going to north korea, taking him across the border into china where he was transferred into u.s. diplomatic official hands. since then he has been charged with 14 different counts in the military court. one of those is desertion, also conduct unbecoming and he also is charged with assault as part of a previous incident that had occurred while he was there stationed

joining us now, chris kelly, founder of kelly investment and general counsel at facebook and a meta shareholderu on this. from the topdown level, what is the bill aiming to do in terms of trying to perhaps constrain the development of a.i. or at least steer it in a particular direction and practically speaking what do you think its impact would be? >> it is aiming to do a good thing, which is to force companies to be aggressive in looking at the safety implications of the implementation of artificial intelligence. and it -- the problem is that it goes about it in a way that has a sort of two-lighted trigger for when it is more onerous requirements apply, and that overall it has to have a broader approach to allowing for innovation. it is both sort of too broad and too narrow in a number of different ways. it doesn't touch on all of the issues that need to be addressed over time. it is underinclusive in that way. and then it is overinclusive in that it is triggered by the power of compute power and spending levels on this a.i. which could not -- could miss a lot of things that could be potential

what it gets down to, chris, is so you pick kelly, he's a guy that represents a lot of experience because of what he's done in the senate, plus, you know, the fact that he's a veteran, astronaut, very interesting. shapiro, has been governor for a short period of time, but people like him, and the question is, who delivers you the most, you know, shapiro, pennsylvania's absolutely critical. so maybe you go with him because if you don't win pennsylvania, you probably don't win the election. so, i mean, it is a matter of who can help you win, who has got the experience, i think that's what it is coming down to. i don't think walz is really, i mean -- nobody has told me this, i don't think he's really in play. i think he's been the favorite of the progressives. so i think it is either kelly or shapiro. i guess if you were going to bet, you probably bet shapiro because of pennsylvania, but stranger things have happened. >> when you talk to folks, congresswoman, about this, they talk a lot about balancing the ticket. i don't know what you think balancing the ticket actually means. it is obvious

chris sununu is stepping down. -- kelly may come back into office. we will have to see. carolina, we have a governor stepping down, roy cooper, who is a potential vice presidential pick himself. that race is also competitive with the a.g., josh stein, running against the lieutenant governor, mark robinson. robinson has been inflammatory in many comments. on the other hand, they are both statewide elected officials. i want to caution everyone -- i think this is the issue that every year we talk about as being politically salient, much more than it is. every piece of evidence shows that people do not vote for the vice president. if you really dislike donald trump or vice versa, is it really going to sway your opinion that they picked a slightly better vice president and that number two person is going to be there? that is not mean you can't look at the optics of who they pick, does that affect their decision making, does it make it easier for them on the campaign trail? but really, electoral change, people talk about it as we will have that combine the strengths of donald

shapiro and kelly, the final three, since she met with three, both are going to draw protest at the convention. there was going to be a brush fire, not a lot. in some ways, you know, chrisout it in our own jobs. when you have a quick deadline, and you have to scramble to do something, there's a purpose, and everybody is almost sometimes running smoother and people are making quick decisions. there's no hemming and hawing and hand wringing which sometimes can bog the decision making process down. i think certainly the vice president is benefitting from this short time line. for instance, she hasn't yet taken, what, one question from the open press since becoming the head of the party. in some ways, she hasn't had time to do anything. she has been trying to put this campaign. so they have been -- they almost have to be disciplined or they wouldn't be able to make sure they got their ticket in place to make sure they make all the ballots. right? the short time line is forcing discipline, and the more disciplined campaigns usually win. trump has been an unusual person in that he's been undisciplined and still been able to pull off victories in the past. i think that's a uni
