i completely share the logging of efforts of cisa and chris krebs team and the cybersecurity posture we've seen over the past four years. that said, there's a few places where i think we need to be candid that there have been missed opportunities. we are going to have to plan to go into this election with a clear eyed resilience based model and planning for some sort of failure to secure and then deciding what to do at that point. congress has not managed to pass a comprehensive bipartisan election security legislation. we've had some sort of bills that provided some additional funding here and there at the margins and this is a baffling thing. there's large bipartisan agreement on the court issues. this is one of the areas where republicans and democrats really do agree on the big stuff. somehow, we've not managed to get over the little stuff. i think that leaves us more vulnerable. the other thing i think we should note is that we are having a conversation right now that is fundamentally about deterrence by denial. whenever you're talking about nations state behavior and we're ulti

one area i would like to throw out for discussion later on, it connects back to what chris krebs was talking about, we live in a digital world we are all digital citizens and i am not sure what the level of maturity is for our government or citizens to operate in this environment but one thing that connects all critical info structure together is the electoral magnetic spectrum through which wi-fi signals and everything passes. it is a new domain that touches everything we will have to manage it as a domain. right now we handle spectrum on a basis through the federal communications commission and we have auctions to deal with spectrum like it is a property right but it's an enabling domain that connects all critical infrastructure together. i think we will have to get our arms around that to solve these problems because that is the connective tissue that ties everything together. thanks. >> thank you. catherine. >> one, again, thank you for inviting me. i absolutely agree with bob and thad. let me give a slightly different dimension. we talked about process and being able to collabor
