as news4's chris gordon reports, there's mixed reaction in annapolis. >> reporter: governor martin o'malleye of the state is strong but lawmakers must continue to make tough choices in spending cuts to continue to move out of an era of recession by creating more new jobs. the governor says maryland has some of the worst traffic in america. he says a transportation funding plan can no longer be delayed. >> the best remaining option, in my view, is to repeal the current sales tax exemption on a gallon of gasoline, phasing it out by 2% a year, with a braking mechanism to protect consumers in the event that the price of gas spikes. >> reporter: the governor's plan to apply the 6% sales tax to gasoline phased in over three years could many that maryland motorists pay 21 cents a gallop more and republican lawmakers plan to push back against the gas tax increase. >> citizens can't afford to pay their bills right now. when you raise the cost of gas, you raise the cost of food and goods and the services across the board. this governor doesn't seem to care. >> reporter: montgomery and prince georges
