"today in the bay's" chris submit is live in martinez with more on the study and the impact it has on the folks who live in the east bay. good morning. >> good morning to you marla. this is not the thing you want to hear when you call the sheriff's deputies for help, that they are on their way but maybe not as fast as you think. the new study found average response time for top priority calls has doubled from a goal within five minutes to closer to 8:39. the contra costa county sheriff's department has lost 50 sworn officers in three years. this is one of the findings of the first county wide look at police agencies across the board that found many of them cutting special crime fighting units, doing things like closing substations and driving their cars longer just to keep patrol officers out on the street. the sheriff's department was forced to cut both patrol and special services. in a twist, crime rates, though, have actually declined in the county at the same time. the study also suggests, though, cities with unincorporated areas consider annexation. this could mean boundary shift
