let's talk to our correspondent chris morris who in the estonian capital tallinn where president obama spoke earlier. we'll be speaking later on wednesday. chris, what was president obama getting at when he talked about complacency in europe about nato? >> it has been a long running cause for concern in washington that some european countries haven't been spending enough on defense and haven't been playing their role in keeping nato ready for any eventuality. i think that's something we shared here in eastern europe towards the borders with russia, estonia is one of those few nato countries that lives up to the nato pledge of spending 2% of gdp on defense. and in helping nato be ready. so that's one thing i think which will be a continuing conversation. but the president's main message is really political, i think. he said there has to be -- we have to make sure we continue to impose costs on russia as long as it continues to violate international law. and at the same time, we have to step up our readiness, which is why he announced that he was hoping to send further air force units in

our correspondent chris morris is also there following this. chris, the president was basically saying that there had been complacency about nato's capability. >> yeah, that's been a long-standing american complaint, that there are many countries in europe who aren't spending enough on defense, who aren't taking nato commitment seriously enough. and i think that's something to which he said he found a welcoming audience here in eastern europe. i think the overall picture in countries like this, in estonia, the baltic states, in poland, is that west european countries don't get what is happening in eastern europe, the nature of the threat they face from russia. yes, they can talk about it, but they don't feel there is enough understanding of how much pressure they feel under. that's one of the reasons barack obama has come here. don't forget this used to be part of the soviet union. a city run from moscow. and the president said his primary purpose of coming here was to remind everyone that nato is an alliance based on mutual defense and attack o

chris morris just spelling out the degree to which the association agreement can be implemented. frustrated that there has to be a delay on implementing some of the key areas in terms of free trade? >> not at all, to be honest. the ultimate goal that we are trying to reach is our integration into european union, and the ratification of the association agreement is a legal factor, it's not a political commitment. it's a legal obligation of ukraine to move towards europe. this is where russia was objecting it. as regard to economy, we will benefit significantly from this autonomous tariffs established by european union that will allow export of ukrainian goods and services to the european market. >> so i suppose the argument might be that what you lose is any immediate impact on some of the key areas, and you have a battle, a political battle. you talk of it as -- obviously it's a legal deal, but it's a political battle to persuade the people of ukraine, east and west, that this is the right direction to take. >> we are not a democratic country. indeed, there will be a political de

let's go live now to our correspondent chris morris in brussels to get the latest on announcements. of all, bring us up to date on who's getting what job. what does that mean they'll have the responsibility to deliver? >> sure. it's a complicated set of people really. there are 28 commissioners, one from each member state. what he has done is reorganize the commission a bit to reflect changing priorities. he's putting in a set of vice president who is have overall responsibility to certain policy areas. most of them are recent prime ministers. he's got a political team here. then he has below that specific commissioners doing specific tasks. for example, the former french finance minister will be in charge of economic affairs particularly affairs affecting t eurozone. the british commissioner will be running financial service ises and particularly the way the banks so banks supervised and regulated. many say the aftermath and continuation of crisis in the euro zone. then commission of energy union. that's a big issue because of concerns of gas supplies from russia and ongoing confli
