with me now from capitol hill, chris murphy from connecticut, member of appropriations, foreign relations and health committees. lots to talk about. thanks for joining us. let's start with taxes. tell me what is in this tax plan you like that you can work with? >> the overall idea of tax reform is a good one if you're really serious about especially on the corporate side, whittling out the deductions and credits to lower the rate, that makes us more competitive, but that doesn't seem to be what this tax plan is about. they eliminated almost no deductions, credits or loop hopes. it is a massive tax cut for the wealthy reduction, top rate from 39 to 35, increase in bottom rate from 10 to 12. there's not a lot to like in the plan that they've laid out, it just seems like another big trickle down tax cut, paid for with deficit financing. if they're serious about simplifying the tax code as part of this, democrats will be at the table. but doesn't seem like that's what they're talking about. >> the argument from paul ryan is while that low rate is ticking up, you have bigger deductions, people

i want quick reaction from senator chris murphy of connecticut.ember of the foreign relations committee. i assume you're pretty happy about susan collins and her decision to vote against this legislation. >> of course susan collins is voting no on this legislation. any rational human being would vote against this monstrosity. it's got a 20% approval rating in the american public because it essentially is the equivalent of health care arson. it's pretty amazing that this is where we are. that republicans were even considering voting on a bill without a cbo score that nonpartisan estimates suggest would reduce the number of people with insurance in this country by 30 million. would raise rates by 20%, and would get rid of the one part of the affordable care act that even republicans liked, which was the protection for people with pre-existing conditions. that's gone in this version of the bill. it got worse in the latest version. i don't completely share phil's optimism or his analysis that this is a done deal. rand paul was a no on the first bill b

senator chris murphy is a democrat from connecticut. are you surprised that your republican colleagues seem so eager to embrace roy moore? >> i am surprised, i'll be honest. only a few years ago this was a party who was creating distance between it and todd akin, who said that there were forms of rape that were legitimate. they called for him to drop out of the race, they refused to give him money. so it wasn't that long ago when republicans realized that sometimes the end doesn't always justify the means. i guess the difference now is that they are truly desperate and they're desperate because the end that they're trying to achieve is deeply, deeply unpopular. nobody wants the repeal of the affordable care act. very few people, other than gary kohn and his friends, want a big tax cut for the rich. so they have to go to unique and extraordinary lengths, like endorsing people like roy moore, in order to get the numbers to pass something that nobody in the public wants. i guess i can say i was surprised at the level of enthusiasm for a gu
