i will say, we have worked mostly with chris nelson in your water supply and treatment division manager and helping us with this. it certainly impacts, you know, the work that you do on your metres, and your launching of the metres on the verification and all those types of things. that will be an ongoing effort. that is not an easy one, but it will be necessary to make -- meet the requirements of this law. there's a reason why we don't do those things anymore. [laughter] so, last week, the board adopted the work plan for fiscal year 2018-2019. it essentially took all of this information and put it into an action plan. we did a lot of case studies with this analysis and try to look at other water utilities throughout the state and elsewhere to say, how did they meet these requirements? what are different ways to implement these programs? we brought that into what we are going to do. the first one is a residential indoor, outdoor water use study. the legislation requires a certain residential efficiency, and then we have to do the outdoor efficiency. we, in our region, have not done a st

chris: republicans should not be feeling better about the situation in florida. look, bill nelson knows he's got a tough race on his hands. that's not a secret to anybody. but you mentioned the amount of money that rick scott has spent and we expect him to spend a lot of money. rick scott has got a ton of money. that's kind of what he's known for. spending his own money to try to get himself elected. and if you look at his prior races, what's interesting is that in each case, he dramatically, dramatically outspends his opponents. but won by just one point. and i want to emphasize this, those were both in election years that were very good for republicans. around the country. so spent a ton of money in really good years for republicans. and just barely scraped by. now he's -- now rick scott is facing bill nelson who is beloved in florida. and it's a year when clearly the energy and momentum support the democrats. and then there are the issues. i mean, when rick scott first ran for governor, he said he was going to accept the medicaid expansion plan. then he reneged on his promise a

to the president or how he wanted kerstin nelson to take a more senior post and may have been his goal and motive but maybe to protect us from not having chris kobak in the seat. is there an argument to say the spth the root of this? >> of course there is. i've been critical of john kelly as white house chief of staff on a number of different occasions but that is four-star general in his 40-plus career -- 40-year plus career in the united states marine corps, there was never a negative word spoken about john kelly ever. this was someone known for his probative, rectitude, excellence, commitment to the country. and of course, working for donald trump has stained all of that for this man. the source of the chaos is donald trump. it is not john kelly. we know as a retired marine corps four-star general that the chaos must be anethma to him. the dysfunction in the white house as chief of staff he partly owned it but the driver, the cause of it is the president of the united states. not the staff secretary. not the chief of staff. not the deputy chief of staff. it's a completely unprepared, completely incompetent, extremely emotional president o
