fox 29's chris o'connell live in queen village with details on this program. chris?reporter: that's right, iain much this could be very good news for those who have been ducking the philadelphia parking authority. a plan to virtually wipe out many of those old parking tick tickets. the city council today announcing the ticket amnesty program where ppa will eliminate all parking ticks issued before 2013. of course, there is a catch. you must first sipe up for the program on thursday. starting online. now, all current ticks from 2013 to 2018 they must be paid in full or you must start a two-year payment program. those who are way behind onp- their ticks but some say it's about time ppa cuts them break. >> then you can lose your car if you don't have enough money to get it so they make money off of that so that's good. >> it makes me sad that i paid all my tickets. [ laughter ] >> because i could have made out on that deal. >> reporter: now the plan comes after a city audit that said the ppa was not collecting a upwards of 77 mel i don't know dollars in unpaid fines. mo

fox 29's chris o'connell is live at the chester county courthouse tonight with their story. chris?> reporter: iain, let's be honest. not too many people absolutely love being called for jury duty. well, for 111-year-old, he can't wait to serve. unfortunating his summons came in the male about seven years too early. what came in luke fox's mailbox wasn't a birthday card but he thought it was just as good. >> i was like i can believe this. and i was really excited. >> reporter: the envelope the 11-year-old west chester boy got was a summons from the chester county court to appear for jury duty. >> luke came running in to me and he said, mom, mom, i got jury duty. i got the summons. , and i was like what? i was completely flabbergasted. >> problem in the state of pennsylvania you have to be 18 to serve on a jury. knowing that must have been a mistake the family went online to answer the summons. but on the jury questionnaire there was no space to say i'm only in fifth grade. >> basically said you have to still show up march 28th. >> we just didn't want, you know, the sheriff showing u

our chris o'connell is on top of this breaking news and live in our operations center. chris?reporter: iain, that 18-year-old suspect is now being identified by federal authorities as nicholas cruz. he is described as a former student at marjory stoneman douglas high school in broward county, florida. a shooting that has left multiple fatalities that number has not yet been confirm. the scene described as a horrible homicide al and detestable act. >> chaotic scene unfolding as police respond to an active shooter at marjory stoneman douglas high school in broward county, florida. >> there are numerous fatalit fatalities. it's a horrific, um, situation, um, it's just a horrible day for us. >> reporter: suspect now in custody police apprehending the man about a mile and a half from the school. he is being described as a former student. it's a fluid situation as officials try to piece together school in parkland, florida. officials say a gunman entered the school just after 3:00 o'clock and opened fire prompting an immediate lock do down. >> there's a lot of blood. people were dea

our chris o'connell joins live in warminster tonight with more on this story. >> reporter: iain it certainly was a scary couple of hours for a couple bucks county women who were detained here last night by a man who they thought was an off duty police officer. well, after a couple hours, they find out the guy is a fake. he is in jail tonight and police are wondering if there are any other victims out there. >> it's scary. i mean it's upsetting. >> reporter: police in warminster say 26-year-old eric miller of bensalem was posing as an off duty police officer assigned as a u.s. marshall but his story was a hoax. >> horrible. it makes you not trust the real police. >> reporter: two women tell police miller started stalking them with binoculars at a hatboro 7eleven store and followed them to this parking lot in warminster. they say miller stop the women and accused them of having an expired inspection sticker and drug use. the women were detained for more than two hours wednesday night. police say miller driving this black honda without a badge or uniform blocked the victims car from leaving the
