chris pallone has the latest. >> reporter: investigators worked all day at the scene of a fatal hot air balloon fire and crash. it happened before 8:00 saturday morning in a pasture in lockhart, texas. margaret wiley was one of the first people to call 911. >> i looked off over there, you saw a fireball going up. >> reporter: the balloon carrying 16 people caught fire and crashed near some high capacity power transmission be dead. the faa, ntsb, and fbi evidence team are investigating the crash. >> it's like a crime scene. you only get one chance at it. we want to make sure we do everything correctly. >> reporter: the balloon is owned by the heart of texas balloon rides of san marcos, texas. a facebook page says the company offers breath taking hot air balloon flights. investigators will be looking at many factors including weather conditions to see if they factored into the crash. >> earlier in the morning it was foggy. the balloon went down i didn't see that much haze. >> reporter: a local balloon pilot from austin tells nbc news that he believes power lines were a factor in the accid
