chris sanchez is live with new data overnight, kris? >> reporter: laura, this is really not very good news, particularly if you have teenagers or young adults in your life. you may want to have a conversation with them because it could save them a lot of trouble down the way. if you look at the graph, it shows that there has been an increase in cases of gonorrhea i can't and syphilis, they nearly quadrupled since 2010 and often people don't even know it and can pass that bacterial infection on that causes pain and infertility and blindness and deafness and some cases even death. those three sexually transmitted infections are up particularly among younger people aged 15 to 25. the county cites online dating and also changing social networks but also a decrease in access to std clinics nationwide. they also say substance abuse is an issue as is survival sex, sex in exchange for shelter or food or drugs. the santa clara public health department tells me that they are working with jails and emergency rooms to improve testing in those locat

"today in the bay's" kris sanchez joins us live with what a new audit is revealing about the department. good morning, chris. >> it seems like 2017 was a year of both inside the san jose police department and also in their interactions with the community. the san jose independent police auditor is going to present his findings for the last year to the city council tonight. the ipa will present that at the city council meeting at 6:00 tonight. a refresher here, the independent police auditor reviewed citizen complaints after the inferternal affairs concludes their review. a lot of numbers in this report thbuiugh your screen. in 2017, the sjpd got 222 citizen complaints and that is 24% fewer public complaints than the year before. but of those complaints, 16% more were valid dated, that is those complaints were found to be valid, the highest since the independent police officer's office was created. there is a decrease in the use of force and arrest complaints from the public. but also an increase in officer discipline including as you mentioned the firing of two officers and the discipline of one officer for

"today in the bay's" kris sanchez is live at the dumbarton with a ballot initiative that would increase patrols once again. good morning, chris>> hi there, most of these cars are paying $5 today, $6 next year and $8 by 2025 if rm 3 passes in june. let's get to the reason why regional measure 31 blot. that one dollar toll increase on all bridges except for golden gate bridge would start in 2019 followed by another buck in 2022 and 2025, an effort to raise $4.45 billion in funding in order to relief traffic on highways through the addition of express lanes and improvements to highway 101 and other projects. it would raise money to improve transit from b.a.r.t. and c caltrains around the bay. who says yes? today mayors sam ricardo and shaft of oakland and mark farrell of san francisco will urge voters to agree to the toll hike. the silicon valley leadership group also supports it. others say it is bandaids to a bigger problem that would burden commuters financially. i did post polls both in my twitter feed and facebook page because we want to know how you're leaning at this point. so far it looks to be about 50/50 on twitter and

kris sanchez joins us with a inside look at the unit and deeper look at the dent this puts in the housing crisis. good morning, chris. >> reporter: hi there, laura. these are really beautiful little units, some look like little cottages and seniors can live independently at the much lower cost than it would cost if they were renting a tradition pafrmt. these are all spoken for. as soon as they were available, they were snapped up. here's a look inside one of those units here that rents to low income seniors from about $550 for a one bedroom to just $1300 for a two bedroom cottage. the project of the city of pleasanton and mid penn housing is now -- has been years in the making and some of this was existing housing and those residents got moved out for the construction then they got first priority. so when the other units opened up, mid-pen housing got more than 900 applications before they just had to shut down the waiting list after dwo weeks. 900 applications in two weeks. one senior who is also a veteran says he could not afford to stay in his home without affordable housing like this. >> on a retired pension i c
