here with the 2016 power index, chris stirewalt. he is fox news digital politics editor. has moved up, who has moved down? tell us about this week's list? >> how about a little chris christie for you, tri-state resident. chris christie who had underperformed all expectations for as long, almost as he had been running for president, his mode felt like it was 2012, remember chris christie made early and large investment in new hampshire. he has developed deep ties with politicians there. he was there a lot as rga chairman. that gives him two spot bump in the power index. he moves up because new hampshire could be enough to keep him in this game. he could stay at table if only new hampshire will decide do for him what they did for john mccain in 2000, get him a seat at big boy's table. melissa: he moves up but still way down on the list. >> oh, yeah. melissa: marco rubio is somebody that people are watching. reuters reporting that marco rubio has $40 million in commitments from major donors. >> uh-huh. melissa: that is a lot of money. >> that is a lot of money but not really

chris stirewalt joins me now. we've got some movement. i think i know who it is about. governor chris christie up two is it. >> up two. he's been a cellar dweller for a long time at ten, up two spots. it doesn't get him into the top tier but it demonstrates that making an early choice, making an early commitment for a primary state -- we saw what rick santorum was able to do in 2012 with the support of iowans. chris christie is making a similar play with flp.new hampshire. he's started early, he's been back often. he's asking new hampshire to do for him what it did for john mccain in 2000. this weekend campaigning up there, there was a lot of positive response to his move. >> i'm going to get to governor rick perry in a moment but i want to bring your attention to this new poll that came out by quinnipiac just today where it asks whether or not people think that governor christie was aware that his aides ordered the traffic jam. that whole thing he's been cleared in several different investigations. but when you still go back to the people of new jersey 53% said they bel

chris stirewalt joins me now for the power index. so this week, chris welcome back by the way. >> happy easter. >> happy easter. we have ted cruz going down two spots but could that be because rand paul is moving up two? >> it absolutely is. rand paul and ted cruz are -- this is the death match. these guys will have to fight their way all the way through. while they have slightly different constituencies and they have slight disagreements on certain issues, especially foreign policy, the two of them are pursuing the same pool of voters who are fed up with the establishment. they want a clarion voice someone to shake up their party and shake up washington. and they'll be dueling all the way through. in most cases, what's good for rand paul is bad for ted cruz and vice versa. >> we saw ted cruz making his announcement a couple of weeks ago. rand paul will do it tomorrow. look at the gop endorsements so far of rand paul as well. a couple of congressmanmen. michigan weighing in. tom massie, mark sanford. what do you make of those endorse

chris stirewalt, what do you say?nd paul the irs, going against the irs, going against deficits calling for balanced budget amendment and going for term limits he hit three sweet spots. yes, red meat for the republican base. those things poll 75%, 80% of the electorate supports those positions. republicans too often deny themselves the opportunity in general elections to reach out to other voters because they don't talk, especially balanced budget amendment and especially term limits. those things are lightning in a bottle for republicans. rand paul is smart to bring it up. gerri: quick last word. >> populist themes. obviously american people are skeptical even though they like it because they have never seen a politician accomplish it. gerri: really good point. when you talk flat tax, any of this stuff, you have to think, can it get done. brad, chris, thanks for coming on the show tonight. great job. >> you bet. gerri: we'll look at the role washington should play or pay in the housing recovery. the warning about the

but first up chris stirewalt. when you see the times magazine anaheim ducks week chuck todd and even our own alam colmes coming out to say she needs to respond to this what does it tell you and what should we expect next? >> it wasn't too long ago we saw a similar cry when will hillary clinton answer questions about the server and the e-mails and there were too many doubts and senators democratic senators and others came up with a similar line that we read in "the new york times" and other places which is we're sure nothing wrong has happened here and all good intentions but the secretary needs to come clean and answer the questions. then she ended up coming out and doing that press conference not a pretty picture. but she did a press conference to answer the questions and say the important thing which was you ain't gettin' the servers. the e-mails are gone and you ain't gettin' anything. it's harder. you've got the house investigation well under way that started in benghazi goes to the e-mail servers and now we g

chris stirewalt is also fox news digital politics editor and he joins me now with the 2016 power index. so marco rubio about to make his announcement for president in a couple of hours. so you have him going up one place. is that why? >> well, that's partly why. sometimes announcing is good, sometimes announcing is bad. for rand paul, he announced some of it was unfair, some of it was self-inflicted. but net-net he finished his announcement week worse off than he started. he raised some concerns. he also demonstrated how much fire he draws. that's not to say that this is a permanent problem for him but marco rubio maybe -- let's think about this in a strange way. maybe being slightly overshadowed by hillary clinton is going to be helpful for marco rubio, that he can launch his candidacy, he can get going and not face the kind of media circus and kind of level of scrutiny that his fellow senator, rand paul, faced so witheringly. >> that's an interesting take on that. so do you think that rand paul -- how would you rate that? you put him down two slots. was it because of those interviews

chris stirewalt is with us. always a welcomed guest especially on a monday morning.is has to go through congress and will go through congress. i do not think that america will stand for this deal. >> when it comes to a question like a treaty with iran, the american people, that is why we have a republic. we out source that stuff. in the case of senator corker hill it is pretty tough. he would really have to have two vito doherty's. his legislation would be if the talks do not meet the right standards. another vote to go directly to that. this will fall into the category of congress trying to make it feel better. stuart: you do not inc. that we the people will be able to pass judgment on this deal. it is not a treaty, it is a deal. >> i think that this president does pretty much whatever he wants when he thinks he can. congress has taken itself out of the mix but the president is giving them the back of his hand. if we see any mushroom clouds, we will know that the deal was not any good. stuart: to you know who these votes are pushing mark two or three votes needed. w
