maryland congressman chris van holland is the ranking member on the house budget committee. an van holland. good afternoon to you. >> good afternoon to you, luke. >> i want to get your take on house republicans are panning the democratic budgets that will be voted on tomorrow. your budget, the black caucus budget, the progressive budget, various ones have no chance of becoming law. is there any worry that the idea that republicans are putting forward that our budget balances, our budget balances, a very good sound bite that can work in mid-term elections. whereas you guys' isn't balanced until about 2040. is there any worry that the message could take hold and cause problems for you in the 2014 mid-terms? >> no, luke, for this reason -- the republican budget, the ryan budget balances on the backs of middle income taxpayers. it balances by violating our commitment to our seniors, through the voucher plan. by gutting important investments. in infrastructure, in science and research, in education. things that are important to power the economy. our focus has been on jobs first.

joining me is chris van holland of maryland who was involved in a lunch late last week with the presidente house budget chair, mr. ryan. chris, good to have you with us tonight. appreciate it very much. you bet. how is ryan's budget to be considered a serious play when he is basing it on things that have been, and he will knows will be rejected in the future? >> well, that question in some ways answers itself. it cannot be a serious effort because there is no serious chance of it passing. in fact, there is virtually no chance of that passing. he repeals the part of obama care that will provide tax credits, that will allow more people to afford health care. he does keep the part of obama care that both he and romney campaigned against which was smart medicare savings that we achieved by eliminating overpayments to insurance companies. furl both congressman ryan and mitt romney said that that was going to somehow hurt seniors. >> yeah. >> it never was going to. but they are keeping that. they are keeping the very savings in medicare that they campaigned against, but they are cutting the tax

chris van holland doesn't talk about cutting the deficit but what government can do to expand this country, socially, economically, what tools we have. it's rich with ideas on how you can encourage things you want to happen. what would you call ryan's plan? it's more of a statement of what government can't do. how would you describe the message, the lyrics behind his budget? what's he saying about america and its government? >> ryan believes that what government fundamentally does, what the federal government does, at least at this point in history, is it stifles a basic individual creativity and the family and the community and the city and all these other units of association we have in american life. it is a very classically and fundamentally libertarian way of looking at what the government does and doesn't do. he's very explicit. >> he's cashing out. isn't he? >> i'm sorry? >> cashing out government, basically saying we're going to give people money back and get rid of the government? >> right. in doing that, the key move he makes, he says when he does that, when he cuts government, h

we heard democrat chris van holland describing the informal setting there. can it be? can it happen? well, in part what's going on is there is a weariness that members of congress have felt. there does seem to be a new window now, especially pastth election. the president's got his second term. part of the problem i've been told by senate republicans part of that dinner the other night is that the president and the people he's been meeting with all acknowledge there is a limited window. it's true for second terms. it's also true in the moment we're living in now, between continuing resolution fights, between debt ceiling. there's a period of a few months here where they believe they can get something done. i've told that the president will urge his emb, the department of office and management and budget to try to give some of the lawmakers here some structure to work with, to try to get them to buy in to work on a process, a way that would look a lot more like traditional legislating than we've seen over the last few years to try to work through some sort of a budget s

chris van holland and paul ryan. you're on a first-name base.here you have it. >> they're on my committee. >> you said the march 1st sequester was a deadline and they needed to focus on march 26 27th to avoid a shutdown. house voted on continuing resolution on wednesday. you voted against that. talk about that. why? >> first of all, what the continuing resolution did was kind of put in cement the sequester cuts. again, i don't think we need to be cutting -- it ended up being about $70 billion out of spending over the next seven months. this is dangerous in an economy that's still on the -- making a pretty good recovery. but we don't want to jeopardize that recovery. so, i didn't like the spending measures. the actual -- the agreement that was made back in 2011 was for $1.043 trillion in spending, discretionary spending. and this is, again, about $70 billion less than that. so, i just think it's damaging to the economy. ultimately, the senate wasn't going to pass that anyway, so i wanted to make a statement that this is not the right way to go ab
