. >> we want to go live back to the hill where you can see chris van holland speaking from maryland there, standing be side nancy pelosi. let's listen in quickly. >> they voted no. they voted to deny the house an opportunity to appoint budgets. what happened in the senate? i believe at least 15 times -- 18 times, 18 times majority leader harry reid and the budget chairman patty murray asked to appoint temporaries to work out the budget issues and 18 times people like senator lee said no. they blocked them. and i would point out senator john mccain said it was, quote, in sane for republicans to be blocking a negotiation on the budget since they spent all of last year calling upon the senate to have a budget. now the speaker of the house earlier this year said he didn't want to engage any more with the president or the white house on negotiation, that he wanted to go through the regular order. well the regular order means appointing budget negotiators. so the reason we are here today is that the speaker of the house refused to name budget negotiators, in the senate they blocked budget negot

i want to bring in chris van holland a ranking member of the house budget committee. congressman i want to start with you. over the weekend, the house passed a bill to give the furloughed federal employees back pay. but it looks as though that bill even though it passed the house unanimously has trouble in the senate the senate republicans have objections to it. what do you have to say as someone who represents a lot of federal workers? and second of all if you are willing to take up these bills for furloughed workers and paying the military, why not do other piecemeal things? >> no one should be punished for something that is not their fault. it was the right thing for the house to unanimously pass the legislation that said we will keep everybody whole. but actually what the house did also exposes the folly of their position. we didn't vote to say we are going to provide pay to worker at the food and drug administration or national parks. we said we will pay back pay to fall federal employees. it's inconsistent to say you want to pay everybody and say you are not goi

deal is appointing budget conferees, when i will tell you the ranking member of the committee, chris van holland, he has attempted to get paul ryan over ten occasions tried to get them to a point, budget conferees. and over the last couple weeks all we heard from them was we want to have a conversation, we want to go to budget conference. why now? we should have gone to budget conference at the beginning of the year. >> now when you look at the political cost that it has taken from the republicans, washington post poll, there's widespread disapproval of the republicans handling of the shutdown. i mean, from all circles. disapproval from a majority of independents, of young people, of seniors, of democrats, of white voters, of african-american people, of people making less than $50,000, of people making more than $100,000. people in the northeast, in the midwest, in the south and the west. even moderate republicans. the only groups that approve of this are conservative republicans. >> i think part of the issue is that some of my colleagues that came here when i came with the tea party in 2010, i

but on the budget, let me have our budget -- the senior person, chris van holland. >> look. we have said from the very beginning, as you know, that we're prepared to sit down with the republicans to talk about all of the issues. we've been trying to do that since last march when the house passed a budget and the senate passed a budget, we've been blocked three times on votes here in the house asking the speaker to name budget negotiators so they can have that negotiation between the house and the senate. and the senate, senator reid and senator murray have tried 18 times to try to appoint budget conferees. here in the house asking the they were blocked by senator lee and cruz and some of the tea party senators in the senate. they blocked that conversation to date. we welcome that conversation. the president has a budget with a big jobs package in it. he's got a balanced approach to reducing the long-term deficit. the republican budget takes the country in the entirely wrong direction. but we always wanted to have that negotiation. they stayed away from the negotiating table
