i want to simply say, um, chris van hollen should get credit for proposing a budget. t always tempt -- it's always tempt anything a minority not to propose a budget and just to criticize, so i think it's important to recognize leaders for stepping up and actually making proposals. we did this when we were in the minority on the budget committee, i think that's a good process. and that leads me to the final conclusion which is the senate has announced for over a thousand days they're not going to bother doing a budget. budgeting is one of the fundamental, rudimentary aspects of government. if you're going to govern, if you're going to lead, you must budge. we have one of the most predictable economic crises in this country coming. it's a debt-driven crisis, and so we have an obligation -- not just a legal obligation, but a moral obligation -- to do something about it, to preempt this debt crisis. our budget is our attempt to take these core principles and preempt a debt crisis. we think the key components are to get spending under control, reform our entitlement progra

is two votes, the ones you mentioned, chris, 2:30 a budget championed by democrats written by chris van hollenhe one we heard from paul ryan. on the democratic budget puts more onus on taxing the wealthy in order the pay on the deficit, provide for programs, where the republican budget is more about entitlement reformation that you see in paul ryan's plan that has been criticized by a lot of democrats as being radical. those are the two things. what you're seeing is two votes that will come up around our favorite season which is the election commercial time. saying that so and so supported this budget which -- on the republican side which democrats are saying is the ryan romney budget and republican ads saying the democrats support this because it's more of the same of president ob's failed policies. both of them have no chance of becoming law because they would not get through the united states senate. what they allow is for both parties to posture and say what they are for. interesting thing to look at, though, for political junkies like you and i, the last time around the republican budget

>> i think as you may have known, i've given a number of speeches on the fact that chris van hollen has we need to solve our budget deficit and debt problem by balanced package. a balanced package that reflects something along bowles-simpson proposal where everything needs to be addressed. what we don't need to do is what republican budget does and what our budget does not do and that's destroy the guarantee that medicare will in fact be available. we need to make sure it's fiscally sustainable, absolutely. do we need to, however, put at risk the receipt of medicare and the insurance of medicare for our seniors and others? the answer to that is an emphatic no. our budget we put forward is a balanced package. it's like the president's badge. balanced in terms of revenue, cuts and moving forward to reduce the deficit. very frankly the alternative budget offered by the republicans today and tomorrow is not balanced. it will not bring down our deficit in the foreseeable future. and the cuts that it proposes simply shift from the middle class and poor, burdens to them, and wealth to the weal

chris van hollen and the progressive caucus budget came up, and i think mr. mulvaney came up with a budget proposal and they had a water- downed budget and we have been talking budget. when we talk about the budget, what we are talking about is the values and priorities of america. it's important to keep this in mind. what shows up in your budget is what you care about. what does not show up in your budget is what you don't care about. mr. speaker, i always caution people not just to take their family budget and the united states budget and assume that they are basically the same thing, one bigger than the other. that is not accurate. there are important differences and we shouldn't mix up the two. but in this way, they are similar in that they reflect what it is that people value. if you have a family and their budget -- you can look at their budget and spend a lot of money on entertainment, you can pretty much they value that. if they put a lot of money into food, you can definitely think that is a priority for them. you can go through the budget and see wh
