i want to bring in congressman chris van hollen, a democrat from maryland. congressman, always good to see you here. you know the headline on "the wall street journal" editorial today, obama student loan props. the president picks a phony fight over negligible differences. how far are both sides here? we were talking about this a second ago with our journalist panel. is this something that can be worked out? >> richard, i hope it can be worked out, but this should be clear, these are not just political differences, there are fundamental policy differences between the two proposals. and they are two big ones. republicans have proposed what amounts to a variable rate. so students would be on the hook and at risk for spiking interest rates. that means they'll have to pay a lot more and can't lock themselves into a stable interest rate, number one. number two, the republican proposal seeks to use the money from students, in other words, to hit students harder, in order to help reduce the ten-year deficit. the president doesn't do that. he has a deficit neutral t

joining me now, chris van hollen.r time today. >> good to be with you. >> let me read a portion of what speaker bain her to say in reaction to these numbers. he said there's good news in today's report but the president's policies still aren't providing the robust check growth and job creation the american people desperately need. focus on growing the economy rather than growing more government. your reaction, sir? >> first, the jobs numbers were good news. the unemployment rate ticked down. speaker boehner is right that we should be growing even faster. we're not growing faster because speaker boehner and others refuse to work with the president to replace the sequester. the sequester is placing an unnecessary break on economic growth, according to the nonpartisan independent congressional office. they are the referees. they say by the end of the year if the sequester remains in place, we'll have 750,000 fewer american jobs. while we created 165,000 jobs this month, between now and the end of the year and throughout

butorw i newsmakers, our guest is congressman chris van hollen, the top democrat on the house budget committee. he about how the administration and congress are adjusting the irs'targeting of conservative groups. >> the conduct was clearly unacceptable. we need to get to the bottom of it. we also need to recognize that after the citizens united case, you had about a dozen applications from groups for 501c4 tax status. there are lots of groups, republican leaning and democratic leaning, trying to get this kind of tax status to conduct political activities without disclosing donors. that's why the irs is having a tough time. they have to go through all these applications, decide whether the main purpose of an organization is a social or whether the main purpose is political. therly they went about it wrong way but we need to apply the law uniformly. in my view, if you require disclosure of donors for people for dissipating and political activities, you would actually eliminate the incentive these groups have to try to get this particular kind of status, whether on the right or left. >>

chris van hollen of the budget committee is our guest and he will be talking about congress' difficulties in tackling the debt and agree ong a budget as well as how the administration and the congress are responding to the i.r.s.'s targeting of conservative groups. here's a preview of him discussing sequestration. >> we need to deal with this on a comprehensive basis. and i do think it's a mistake for congress to try and deal with this piecemeal because congress rushed to take care of folks at the airports, including members of congress who were rushing out of town. but in doing so left behind kids on headstart who are losing their services, seniors who get meals on wheels. researchers who are doing important work in the discovering treatments and cures to cancer and other diseases. so it doesn't make sense to me just to take the issue that happens to pop up when there are all sorts of other problems resulting from sequester. now, the president has been crystal clear that when it comes to the major pieces of the sequester, so defense and nondefense, that he would veto any effort to try to

i would also remind the gentleman that chris van hollen ,le ranking member of the budget committee, offered an alternative which gets rid of the sequester which all sides agree is an irrational process in that it cuts highest priority and lowest priority the same. the sequester, as the gentleman knows, was put in a bill to force action with the specific belief and premise that the sequester was so bad, so irrational, he so lacking in common sense, so negative in its impact that it would never be adopted. sadly it was adopted. i want to say also the gentleman -- a lot of his colleagues like to mention this, the president's suggestion. with all due respect it's the jack lew brought it up, mr. reid, everybody's read about that. he brought it up, after, however, and the gentleman probably recalls this, after, days after sequester as a policy was included in the cut, cap, and balance bill for which 229 republicans voted for as a policy. i want to tell the gentleman just for his future information, on our side we oppose the sequester. we want to see the sequester change. mr. van hollen not only o

one issue is what i saw chris van hollen say the other day, we could pass out of this house one, two, three immigration bills that would be messaged to the senate. it might be an everify, guest worker bill. and once they got sent over to the senate, if the senate passes their amnesty bill, i'm concerned that house leadership could appoint a conference committee and that conference committee could produce from it some version of the amnesty bill that's in the senate and send it to the floor unamendable, one or down vote, in which case every democrat would vote for it, it would take a couple dozen republicans and we could be stuck with a very bad bill on the way to the president. i'm most concerned about that and i'll continue to talk about that. i've got confidence in bob goodlatte especially since i worked with him so closely. thank you so much for being here. thank you my members and colleagues. previous question, i will offer an amendment to the rule to bring up h.res. 174, representative chris van hollen's resolution telling the speaker to appoint conferees to negotiate a compromised budget agreement with the senate. it has been 55 days since the senate passed a budget. my republican friends made a big deal about the fact that we shouldn't be paid until the senate has a budget. house passed a budget. senate passed a budget. but my republican friends won't go to conference because they don't believe in compromise. to discuss the importance of the stymied budget negotiations with the senate, i yield five minutes to the gentleman from maryland, the ranking member of the budget committee, mr. van hollen. the speaker pro tempore: the gentleman from maryland is recognized for five minutes. mr. van hollen: i thank you, mr. speaker. i thank my friend from massachusetts. there's been a lot of talk on the floor this morning about the sequester and the negative impact it's having on the economy. i would remind my colleagues as my friend from massachusetts, mr. mcgovern did, that on four occasions

in terms of chris van hollen we have a representative very keen to these issues. his parents -- i was at the state department in the 70's and knew his mother, his father was in the ambassador -- he's very sensitive to these issues. but his office gets called into the same is true for senator cardin and mikulski. senator cardin is on these issues and mikulski is conservative to put yourself and social and economic issues and that's good, but i think she needs her feet to be held to the fire on these foreign policy issues. calls are important, letters to the editor are important, just a more active concern about what is happening in the international arena because frankly i think this country is sound asleep on these national security issues and we are paying a price for that. >> thank you for such a comprehensive overview of the subject. would you comment on the military aid that we give to countries around the world clean as having an influence on policy. >> i am a critic of military aid. if you look up the top six recipients of military aid, it is hard to see wha
