joining me is chris van hollen, democratic from maryland and ranking member of the budget committee.r being here, sir. congressman, a final vote could happen on sunday giving congress only two days to avoid a government shutdown. a new national journal poll soez 63% oppose shutting down the government to debufund obama ca but there could be equal blame for president obama and republicans if the government does shut down. >> i think everybody loses, most of all the country and american people. so i'm hoping people will come together to work this out. in fact that's what we should be focused on, trying to work this out rather than trying to figure out who gets the blame. right now in the senate, you see republican senators who are turning on senator cruz. i mean they have made statements saying, for example, that it's the dumbest idea they have ever heard. that it's silly. senator mccain called it irrational. so senator cruz is rapidly losing support for his approach because it's so extreme. because it says that he's going to shut down the government if you don't end the affordable car

joining us now live is democratic congressman chris van hollen in maryland. before we talk about that proposal, congressman, i want your reaction to the fact that the senate foreign relations committee passed a resolution 10-7, bipartisan vote, both for and against, and while doing it, they added an amendment from senators mccain and coons that would make it u.s. policy to change the momentum. that is, in effect, increasing the authority of what the u.s. should do, whereas your legislation is hemming it in quite a bit. does this make it more difficult for you to pass something in the house that would align with what passed in the senate committee today? >> so the issue, jake, is whether that legislation that the senate foreign relations committee put in this bill authorizes the president to use military force for those purposes that he said was to try to change the balance. that is not the purpose that the president has articulated so that should not be the purpose of the authorization. what i don't know, because i haven't seen the whole thing is whether it's

as i mentioned, chris van hollen on more than one occasion to talk about the budget, it creates a jobs proposal, yes, it would have cuts. some of them relate to the farm bill, some of them relate to special interests, special tax breaks for big oil that are part of the current situation. it reduces the deficit in a balanced way. down. this is written it has existed for a while. i will get you a copy of it, we have to,oes say in a balanced way, reduce spending. you have to make judgments. when you make a judgment you are going to throw kids out of head start, you are not saving any money. economists will tell you nothing brings more money to the treasury than investments in education, from earliest childhood, k -- 12, higher education, posted red and lifetime learning. grad and lifetime learning. this is a missed opportunity for them. we have a slogan in california. parentsldren learning, earning. kids are engaged in the that way, learning, so parents can be earning. you cut off the funding for head start, not only are the kids to private, the parents do not have that option of kids bei

let's turn to congressman chris van hollen, ranking member. what is the game plan here? >> well, chris, we don't know what speaker boehner is going to do at this point. he has been very close-lipped about it. the question is if he will try to attach another unrelated provision to the bill to keep the government running, whether it is related to obama care or something else. if he does that, it will be a clear signal that he is really working hard to shut down the government. and remember, ted cruz has gotten himself a little isolated on the senate side. but over here in the house, you have a lot of ted cruz es, and so far -- >> they kind of wrapped their arms around him and gave him an atta-boy. >> of course in the senate, he is a minority where there is a minority party. but in the house, the ted cruzes, they have their hands on the steering wheel so far. that is why speaker boehner has not told us what he is going to do because he has not checked with the tea party caucus. as you mentioned, he is moving to double down on the debt ceiling which would create huge damage t

. >> reporter: senior house democrat chris van hollen is filing a lawsuit to force the irs to enforceaw as it's written. >> the law is very clear. if you want to be a tax exempt organization, you should be exclusively involved in social welfare activities. >> reporter: robert maguire tracks these groups for the center for responsive politics. >> they're pushing the limits of what they should be able to do in order to influence the outcomes of elections. it's very difficult to figure out what the irs is actually thinking when it comes to how they evaluate these groups. >> reporter: that's because the irs doesn't seem to know itself. so when confronted with a barrage of new applicants for new tax exempt status, some agents began a clumsy investigation into the exact mission of some groups. culling the names that sounded decidedly political like tea party or progressives or patriot. it blew up. >> this is a problem of the irs being too large, too powerful, too inclusive and too abusive. >> reporter: some remain convinced that the irs was abusing its power. others say it was just dumb. fo

but the other thing is chris van hollen, the congressman everyone maryland said the other day it's almostng of the party that nothing is more important than killing obama care, and so they keep playing to that base now 41 times. that's more than most players have home runs in major league baseball. >> it's absolutely true. and you're right. when you break down obama care, 61% favor allowing young adults to stay on their parents' insurance plans until age 26. 72% want to require companies with more than 50 workers provide health insurance for their employees. 82% want to ban insurance companies from denying coverage to people with pre-existing conditions. both social security and medicare weren't popular with conservatives in the '30s and the '60s. try getting ridded of that would be political suicide today. so when you break it down, just like we grew into where we are understood social security was necessary and where we understood that we needed medicare, i think that is what is going to happen here because when you break down this bill, when you break down the affordable care act, peop
