jon: let's get back to our panel, christian whiton and blaine holt.nk about the oligarchs. if you cause enough pain to the oligarchs who generally support vladimir putin. might they lean on him to end this catastrophic war? >> it's a possibility. some of these oligarchs already are somewhat separate from putin. he has been on the outs and fought fought with putin for some time. it doesn't come from moscow or lenin grad. it comes from the russian middle class. they tend to hate the oligarchs as much as people in the west do. it may help put some pressure on putin but it probably isn't going to cause collapse in his popular support. >> one thing that might put pressure on putin is if the world stops buying his oil. senator joe manchin was asked about that. i want to play this for you and get your reaction. >> i would gladly pay 10 cents more per gallon to support ukraine. >> gas prices are already up significantly. we could be look at a dollar or more a gallon as a result of this war. is that an effective strategy going after putin's oil revenues, gener
