we're here with jeff toobin and christiane amanpour.ould it take a landmark supreme court ruling to change anything? >> you know, i'm sorry to give you a vague answer here, but this 2008 opinion, the heller decision, which was about handguns, that has not really been extended -- no one exactly knows where it goes from there. >> right. >> if obama has more appointments and if the conservatives don't have the power that they do now, that could be contained. it could be applied only to handguns. but if president romney had had the opportunity or president paul ryan in a few years gets the opportunity to appoint justices to the supreme court, that could be expanded. the limits of the second amendment are not clear at this point. the supreme court has not really spoken on it. that's one of the reasons why it's so important, who appoints whom to the supreme court. >> at what point is gun violence in america a public health threat, right? you talk about the freedom, the freedoms we have in this country where the public health risk, 30 some tho

cory booker, christiane amanpour, and others will join us. it got heated. here is our special, "guns in america." cory booker, let's start with you. it just is heartbreaking. it's agonizing. you can't say anything to make it any better. what is the answer? >> first of all, this is not as rare as people might think. there is a virginia tech, so to speak, 30 to 34 americans die every day due to gun violence. what gets me most frustrated, i guess, is we all agree in america. in fact, if you look at gun owners, i work with a coalition of mayors called the coalition against illegal guns. a republican pollster polls gun owners and nra members and you get from 70% to 90% depending on the commonsense issues we can do to make our country safer. let me give you one example. roughly 40% of guns sold in america are sold in what is called a secondary market, in other words, private sales where there's no federal registration at all. where people with criminal backgrounds -- you could get someone on the terrorist no-fly list who can't get on a plane, but they can go to m

christi christiane amanpour has been looking into this.scott was not willing to lay out anything that was reasonable or rational. >> it was remarkable that politicians like that were not willing to give you an answer after many, many attempts. and all you wanted was an answer. other countries have faced some similar incidents in 1996 in scotland, children the same ages as those in sandy hook were massacred. 16 children were killed, and today they are lighting candles for the children being buried. they have done more than that. the government took on what were already tough gun laws and strengthened them. they banned the easy access to handguns and put in a buy back scheme and backed that up with penalties and fines for any violations. the fact is, that worked. it didn't not work it worked. there is a cause and affect, and the crime, while it sort of stayed somewhat stable for the first couple of years after that, between 2002 and 2011, that gun-related crime went down 4%. in 1996 in australia, there was a mass murder. after that, the aust

i'll bring in christiane amanpour. tell us what the significance is.en elect laekted as president of a asian countries but this has a legacy to divide the korean people. what is this about? >> her legacy is decisive. it raises a huge number of memories and many dark for south koreans. her father was south korea's long-time dictator. he was assassinated in 1979 and succeeded in pushing the country towards economic growth and economic liberalization. he also had a very dark record on human rights, and that was a very bad time in south korea's history. so this is obviously many, many years later. she had to leave that palace after her father was assassinated. now she's won her right to enter the presidential palace again, and she's making all the right noises. trying to reach out. she also, obviously, is going to reaffirm the close ties with the united states and, of course, what south korea does with north korea is going to be of vital importance and interest not just to the region but also to the u.s. >> christiane on another sunlt and fascinating story
