joining us our chief international specialist, christiane amanpour. and fred flight one of the western journalists. christiane amanpour, what do you think what we've heard from the president. obviously he remains very cautious at least publicly right now. >> well, clearly saying that they have the evidence and they are not mincing any words that a chemical attack happened and it was a assad regime but clearly saying it will be a limited response once he takes the decision. i have spoken today to the former head of israeli military intelligence who says that they did have the evidence, if israel had it they would have given to it the united states and they want to see a robust enough response that really significantly degrades syria's military capabilities. they fully know it won't be a ground invasion or anything of that manner but it has to be something robust and the israelis say they don't feel they will be retaliated against despite the rhetoric in the region as long as assad doesn't feel that he's going to be tossed out of power. clearly the unit

also, christiane amanpour. john king, and michael hayden, general hayden has run the cia and nsa and is a principal with the chertoff group and serves on the boards of several defense firms. christiane amanpour, you've talked to a number of folks around the world. what is their reaction to this, and in particular, britain, which is capable of launching a tomahawk missile? are they saying that they want the u.n. to actually publish a report before they're willing to make a decision about whether or not to have military action? >> well, the very latest, in fact, from great britain is precisely that. they have said now they will not join any action against syria until there is a report from the u.n. inspectors. we don't know all the details what the british mean about that, but it seems to be putting the brakes on what seemed like a lot of momentum from britain today, with that draft u.n. resolution, which was under the chapter 7, which mean under the use of force mandate. that got nowhere, there was not even a u.

>> christiane amanpour joins us now from france. before we talk about the options and what's likely to happen, let us remind ourselves what president obama said last year, and this very important term being used, the "red line." >> we have been very clear to the assad regime, but also to other players on the ground that a red line for us is we seeing a whole bunch of chemical weapons being moved around or utilized. that would change my calculation. >> how does the u.s. accomplish its goals to disable assad from unleashing another chemical attack and bring him to the negotiating table for a political settlement with the syrian rebels without being drawn into this larger regional conflict? >> i think that's an incredibly difficult line to tread really. what is happening right now is that president obama and his allies, france here, president holland, and david cameron in england, are really bringing kicking and screaming on having to make good on that statement about not being able to cross the red line if impunity. if you remember, i

let's bring back christiane amanpour. ter berg, international security analyst is joining us as well. that kind of -- those kind of words, christiane, they play well here in the united states. but if they're watching and we're being seen live around the world right now including in damascus, if bashar al assad and his top leaders are listening to the president of the united states basically telegraph to them, get ready for some sort of military action, but it will be very limited, not a major operation, no boots on the ground, what does that say to the syrian regime? >> well, it's definitely a mixed message. it will be received in a mixed way. frankly, this has been the message that has been telegraphed over the last several days of this discussion and public statement. that it would be limited. that it would only go after certain targets. that it wouldn't last very long. that it's not a war like iraq or afghanistan. so we have heard and we even had you speaking to the professor who'd been speaking to contacts inside syria
