christia christiane amanpour is standing by and just spoke with the leader of the ukrainian jewish community. first, nick, tell us what you know about the leaflets? >> reporter: the reports of their posting two or three days ago three were posted on synagog synagogues here. they were not for long and the jewish synagogues here released a statement and saying they believe the talk is a provocation. pictures have been posted on social media. it's not entirely clear if these leaflets were distributed broadly or photographed and posted on social media or ever existed as leaflets at all. all sides involved say this is basically designed to provoke violence or trouble. i've just spoken to dennis, the self-declared chairman of the people's republic in the building behind me. it's accused his activists handed them out. he categorically denied them and says it's a provocation on our side and said that's not my handwriting and not the handle he's given himself for this particular government. all sides say this is to provoke violence or concern. there is little and limited concrete evidence of widespre

joining us now from london is our chief international correspondent christiane amanpour. are the 40,000 russian troops right across the border from ukraine along that border, they are still inside russia? some are suggesting that that is such intimidation and that's to blame for the inaction. what do you think? >> well, those troops are there precisely to bring pressure on the ukrainian authorities in this political transitional period. their elections are coming up and russia's president putin wanting to get maximum coverage in terms of decentralization in the east. that's what they're threatening, saying they could invade if they have to. what is incredibly important are these pictures that the ukrainian government has provided. also cnn's arwa damon last week got accession to the state security offices who showed her passports they have captured of russian military officers they said along with weapons and ammunition, also western intelligence operatives. so nobody really who knows this story believes that the systemic taking of buildings and sites inside eastern ukrai

general philip breedlove tells cnn's christiane amanpour, the russian troops along ukraine's easternrder are poised to move and could do so in as little as 12 hours. phil black is live in moscow. phil, just a few days ago, it seemed that vladimir putin was trying to pull or planning to pull those troops back, but still high alert this morning that an invasion could be imminent. what has changed? >> reporter: christine, i guess that's the point, nothing has changed. it has been a significant week diplomatically with russia pushing a possible diplomatic solution, russia suggesting a partial withdraw of forces from that area near the ukrainian border. the nato assessment of russia's capability in that area hasn't changed, that remains, 40,000-plus soldiers at a high state of readiness with all the logistics and support necessary to move into ukraine with pretty much no warning. now they've put a figure on it. in less than 12 hours, which in military terms is really nothing, they say they have seen no evidence of a significant drawdown of forces at that border area. russia's position pub

. >> because there have been suggestions -- we spoke to christiane amanpour the other day here on cnnthe back when boko haram kidnaps these schoolgirls, they sell them eventually as sex slaves. is that what's going on? >> i don't think we know exactly what's happening. that certainly does happen, but also young girls are married off. married into families of boko haram members and supporters of boko haram. it's a horrific humanitarian rights or humanitarian situation and human rights situation that i think does cause the united states and others to pay attention to this. >> so what can the u.s. do? what can the u.s. military do? >> well, first of all, wolf, i think as recognition, this is not simply or exclusively a military or security problem. there is a military component to it, to be sure. address the underlying causes of a largely disenfranchised population in the northern part of nigeria. the u.s., africa command is guided by the same principle as the u.s. government. we want to help the government. i think that doesn't mean, and should not mean u.s. boots on the ground seeking

let's turn to our chief international correspondent christiane amanpour. she's watching this story very, very closely. it's not every day that a russian plane effectively buzzes a u.s. warship in the black sea. that u.s. warship has every right to be there. >> i think it's absolutely imperative for us to understand that all the aggressive moves are coming from russia even though in the security council in their press they're accusing the west of being the aggressors and the authorities in kiev of being the aggressors. but from the moment this has started the russians have been the aggressors. some say they're testing, testing to see what the response from the west will be. as you know it's sanctions tomorrow but the top commander of nato is set to report to nato alliances what he recommends in terms of upped military proposals to confront russia including, he told me, the possibility of putting ground troops inside nato countries to give russia a very strong signal. >> but the key question right now, and it's a source of significant debate in washington, s

joining us now to discuss, cnn's chief international correspondent, christiane amanpour.ning. a lot of fast moving developments today. we have to keep our eye on the ground, quite honestly. from what you can see, an ultimatum set, a deadline passed? no real change in positioning. do you think ukraine is on the brink of civil war? >> i'm not going to say that because i think it's really crossing a major red line. and i think the whole world wants to make sure that doesn't happen. but as barbara said, one of the most incredibly difficult things here is because we don't know what's in president putin's mind. so when you have a diplomatic track, you have to know what the other side wants to have diplomacy. nobody does right now. when i interviewed the commander of nato who confirmed to me there were 30,000 russian troops on that border that could move within 12 hours of getting an order. he said, either they're there to be positioned to move in. or, to be positioned to keep the pressure on ukraine and on the west until russia gets what it thinks is a reasonable and acceptable

let's fwling cnn's chief international correspondent christiane amanpour for more on this.il's piece we're seeing some violence, some activity. you talk to ukraine's ambassador to the united nations about these raids. what does he say? >> well, everybody is wondering when are they going to happen. he said they are happening in a limited way and indeed some movement has been reported in this regard. what he told me yesterday is that we are trying to do it in a correct way. we don't want to explode any more violence and bloodshed. we don't want to be responsible for russia saying, hang on, you're causing violence. we're going to come in and protect them. >> feared by everyone. >> what ch is what russia is trying to do, stirring up, stirring up the trouble. and it is setting itself up potentially for a pretext to make an incursion. but inside these buildings that ambassador told me are women and children as well. outside the buildings are what he described as peaceful demonstrators as well as the militants. and therefore it is very difficult for the ukrainians because you've g
