christie smith is live in san francisco to explain this law. this is good news for people who love the beach, chrisdy. >> you come to a place like ocean beach in san francisco and it's easy to take beach access for granted. it's wide open. this is aimed at property owners where beach access isn't as clear cut, or the access is being blocked for people who just want to spend their day out on the sand. the new law gives the california coastal commission power to levee fines for the first time since it was created in 1976. they can go to court and have that owner explain or defend why they've blocked access to the coast, and if a judge rules the owner did indeed block access and violate the rules of the coastal commission, they can be fined. so the burden is now on the owner instead of the commission. tony atkins created the original bill, this is narrowed down, it's a big change. according to a study last year, it found 2 dozen violations statewide, 30% of those focus on blocked access. enforcement, a real hurdle, this dramatically changes things

nbc bay area's christie smith with more on this problem. chris christie. >> reporter: they say they didn't take their allegation enough, and now there is a task force. these uc berkeley juniors say the hard issue of sexual assault is a big topic in college. >> a lot of us aren't really educated as to what do in those situations. >> reporter: today uc berkeley president jan napolitano says there's a new tactic to address sexual assault on all the campuses. >> president obama talked about it too, that our administration doesn't take care of these issues as well as on many other campuses so her doing that is a step in the right direction. >> reporter: earlier this year 32 students filed complaints against them. there are over 50 universities under investigation. a spokesperson says berkeley is engaging students and survivors. the task force, though, is separate, but does answer federal concerns. >> the short answer is yes it addresses it and it has been addressing it, but this is not a static problem. this is not something where you write a fan

christie smith is there live tonight. we understand that lombard just reopened? >> reporter: day one of the closure is over. haven't seen any cars roll down just yet. but for six hours, the crooked street here in san francisco was the crookedest hiking trail in san francisco. a lot of tourists saying they like the chance to walk down the center of the street. some of them, of course, say they did want to drive. residents are the only ones allowed to drive. they told us getting out was more of a challenge than they ever expected. the world famous crooked street closed from noon to 6:00 to cars as part of an experiment for the next few weeks today. people could only walk or ride bikes after residents on lombard complained about the amusement park type atmosphere outside at all hours. they said it would take 20 minutes to get home sitting in a line of cars. tourists wanting to bike the street. one resident said she thought it was worse than she expected trying to get out of her driveway. normally she said people walk on the sidewalks. but today, she was just trying

nbc bay area's christie smith is live at the location. tell us what's going on. >> reporter: good evening. we're five hours into this closure of lombard street. and it's spilling out into other streets. lombard is the block down there. we're parked over here because we couldn't get any closer. there are tourists pouring into the streets on foot because that's what you get when you close a big tourist attraction like lombard street to cars. the world famous crooked street closed at noon today to cars. workers directed cars away from the street. afterwards, the tourists jumped in on foot. this is part of a pilot program over the next few weekends after homeowners complained about the amusement park atmosphere outside. now, one homeowner says that he's heard the arguments you're probably thinking but it's gotten much worse. >> you hear the comments about, well, you knew what you were getting into when you bought the place. well, first of all, 17 years ago, it wasn't anything like this. >> i like that we're walking it, to be honest with you.

nbc bay area's christy smith live in san francisco to explain. christy? >> reporter: good evening, the coastal commission is supposed to protect the coastline and the public's right to beach access. up until now, they didn't have the authority to issue a fine and they've been around since 197 of. what they would have to do is take violators into court and then get them to fight and they have very few resources to fight with. all beaches in california are considered open to the public, so owners have to provide access. but many have denied access and frankly, gotten away with it. so ab 976 gives teeth to this commission and puts the burden on the individual and not the commission if they're in violation. assembly speaker tony atkins carried the bill. this is a narrower version signed by the governor in the new budget. locally, there's the case of martins beach near half moon bay where the owner is accused of installing a locked gate to deny public beach access. a judge is deciding that one. nbc's bay area political analyst says the law wasn't designed for
