christie smith is live in san francisco to explain this law. this is good news for people who love the beach, chrisdy. >> you come to a place like ocean beach in san francisco and it's easy to take beach access for granted. it's wide open. this is aimed at property owners where beach access isn't as clear cut, or the access is being blocked for people who just want to spend their day out on the sand. the new law gives the california coastal commission power to levee fines for the first time since it was created in 1976. they can go to court and have that owner explain or defend why they've blocked access to the coast, and if a judge rules the owner did indeed block access and violate the rules of the coastal commission, they can be fined. so the burden is now on the owner instead of the commission. tony atkins created the original bill, this is narrowed down, it's a big change. according to a study last year, it found 2 dozen violations statewide, 30% of those focus on blocked access. enforcement, a real hurdle, this dramatically changes things
