. >> nbc bay area's christy smith is live there. what's the situation? >> i just arrived on the scene and had a chance to speak with firefighters. what they're saying is that this three alarm fire is now under control but they will be here for quite some time, keeping an eye on things. at the height, it was a dramatic plume of smoke near highway 101 in gill row. i'm -- gill roy. it's a recycling plant that firefighters say recycles things like plastic parts from computers. i am told that the business was not open at the time. they tell me that the fire quickly grew to three alarms. official concerns was that there may be hazardous chemicals involved. some people were advised to shelter in place. but i'm told that that concern turned out actually not to be the case so that shelter in place should be leftied fairly soon. several agencies, fire departments from the area responded to help out with this because it did grow so quickly. no injuries to report, though. at this point the cause is still under investigation, but they're saying again it is under cont

christy smith is live with the latest. if you were driving by it at the time, a scary sight. >> that's right. firefighters have been on scene all evening making sure this doesn't flair up. yes, at the height of it, you could see a big plume of smoke going down the freeway. 60 firefighters had to be called in to help. arriving firefighters saw a dramatic scene. dark smoke visible from highway 101. >> they found what's pretty much ground up plastic burning. this is a plastic recycling facility. they take stereo bodies and grind them up into small pieces. >> reporter: the fire was limited to mostly outside the building. there was immediate concern about potentially hazardous materials that may have been used in the past. >> they were using chemicals to separate the components. we thought there was cyanide here. >> reporter: firefighters were able to monitor the water and air quality nearby and determine the business no longer used hazardous chemicals. >> a shelter in place went out over santa clara out of abundance of caution

nbc bay area's christie smith joins us from vallejo where the students attended high school. christie, what are you learning from the families? >> reporter: well, tonight we've been speaking with one of the teens of brothers and his friends. and as you said, it's absolutely devastating for them that a day at ocean beach could end like this. that family member did identify one of those teens swept away as 16-year-old wayne ausa, a junior at vallejo high school who he says was part of the engineering academy there. wayne was described as very well like, personable, into fashion, one of four brothers who had moved here from the philippines. we haven't spoken with the other missing teen's family, friends also identify him as a 16-year-old student who is also in that engineering academy. the agency involved in the search, though, have not released names. the teens were part of a group of five who the coast guard says had linked arms in the surf at ocean beach late yesterday afternoon and was swept thought the water. known for its rip currents and rough conditions. three of the teen

nbc bay area's christie smith is live in san francisco where the messages have been discovered. christie tell us more. >> reporter: well, this is actually a different set of allegations of san francisco police officers. allegedly sending racist and homophobic text. the district attorney's office is looking night. we spoke with the police chief just a short time ache. he says that he reacted and dealt with it swiftly as soon as it came to his attention. but there are serious questions now being raised about how this could happen twice. of course a similar scandal came to light in 2014. there are differences between the district attorney and police chief about the timing of this. the police chief says he knew and acted on this late last year. the d.a., though, says that the text only recently came to his attention. but that according to the d.a.'s office, the five officers involved in this latest incident did refer to other officers previously being investigated for the same

first christy smith has the latest on the rescue mission. what do we know right now? >> reporter: we just got an update from the coast guard just a couple of minutes ago and san francisco fire department. what they're telltioning is us right now there are boats in the water and helicopters in the air. they have been searching for several hours for two 17-year-old young men. but it appears what they're saying is they will likely be suspending this search when it gets completely dark. you can see how dark it is now. they're thinking within the next 30 minutes or so. now, this started this afternoon at around 4:20. that's when distress calls started coming in requesting emergency help in the surf for five teenagers. what they're telling us is they friends locked arms and went in the water. and that's when they were swept out. they were about knee-deep or waist-deep. three of them made it out, 17-year-old and two 18-year-olds. they were taken to the hospital as a precaution. but then two 17-year-olds did not make it out. so the coast guard and fire rescue were out here fi
