christien kafton has been following the story. >> reporter: late this afternoon, i got this 132 count charges of two suspects that terrorized families. the suspects targeted neighborhoods like this one at 21st avenue and 25th street. neighborhoods with large immigrant communities.. investigators say between march and november of last year robbers terrorized the city with a string of home invasions. demanding to come in, stealing electronics, jewelry and money all at gunpoint. >> victims from two years of age to 60 years of age. >> reporter: prosecutors have now charged morio simmons bayless and malerough. >> on the interviews we never got the answers to that. >> reporter: the district attorney says the three suspects collectively face more than 300 years prison time. but the case does not meet the standards to prosecute them with hate crimes. >> the hate crime statute has some components to it that require a certain element of proof. >> reporter: our investigator told me today that breaking down the language barriers between the victims and police helped them to connect all 24 cases.

ktvu's christien kafton visited the center this afternoon, and even after eight months of repair, there's still a lot of work to do. >> reporter: morgana is ready for a new home. for the first time since the fire ripped through the center, the adoption center is ready for visitors. >> this is the first kick off where we want to welcome people to come back in and see all the beautiful cats and in the future we have to have more and more dogs. >> reporter: investigators still have not figured out what sparked the fire. 15 cats died in that fire and there was severe damage. >> all of this has been extensively cleaned and fixed up, repainted, deodderrized and we're back able to dispense all of our medicine. >> reporter: a lot of the work has already been done like getting this operating room ready. but you can see this operating room is still dark. if you look over here you can see that it's still boarded up. what they need is more money to get this place running back at 100%. >> we're still in our plans stage. the initial amount we put out there was $4 million of what the total project will
