phil. >> reporter: christine, good morning. some 1,400 iraqi soldiers graduated basic training with the help of the u.s. military personnel who designed the training plan. this is part of the iraqi government says will be the next step in combating isis. launching new offensive operations against them particularly here in the north of the country. the prime minister has said a big plan is already underway to retake that isis strong hold in the city of mosul to the west of where i am standing. it could begin within a few months. the timeframe will depend on events on the ground. that training in the iraqi military. the anbar province is where isis remains on the front foot and continues to claim ground. that is where last week they claimed the iraqi town of al bagdadi. from there, launched attacks to the nearby air base which is housing more than 300 u.s. military personnel at this time. now efforts to retake al bagdadi so far have not gone particularly well. the local sunni fighters on the ground helping the iraqi military need

christin? >> reporter: that's right. for months, the 100 car trains carrying highly volatile fracked crude oil through the city of richmond has been a source of anxiety for the people who live here. but we learned those trains have been stopped in their tracks because of the price of oil. environmentalists have called them bomb trains. they are full of the same volatile bakken crude oil that is fueling this explosion in west virginia. trains have been rolling through the city of richmond, by kpix5 learned that kinder morgan abruptly halted the trains. the last time a bakken crude oil train came in was november 22. >> they don't plan to have anymore crude coming in until the prices start rising. >> reporter: terry harris said kinder morgan told him, it is no longer feasible to transport the oil by rail. >> it appeases everyone. knowing it is not coming into the city. >> reporter: what harris doesn't find relaxing is what he learned today. the train cars that exploded in the west virginia derailment are the same cars that

christin ayers with the story. >> reporter: $3 million. that is what protests like this one have cost the city of oakland in police overtime so far. they budgeted $15 million for overtime this fiscal year. they have already spent all of it and then some. >> obviously, we are going to exceed the overtime budget for the year. >> reporter: shawn whent as opd could spend $30 million on overtime if the protests continue. an audit found since 2010, opd overtime has skyrocketed nearly 80% from $12 million to $22 million in 2014. the chief said staffing shortages and a slew of protests have made managing overtime tough. >> it is always a balancing act. we what we have to send officers out to deal with protests so we don't have the vandalism and looting issues that have cropped up at some of them. >> reporter: the chief says vacancies at the department sometimes help offset the cost. but if they don't this time around. >> if there is a shortfall, the money has to come out of the city's general funds. >> reporter: in oakland, christin ayers, kpix5.

christine lagarde, let me start with you. the world needs more easing. how difficult is it going to be for the fed to raise rates? >> the fed is probably going to raise rates this year. our expectations of the imf is that to happen in midyear than the end of 2015, contrary to what is expected. the fact that the fed is going to do that is good news in and of itself. it shows that two things are moving in the right direction. employment is up, unemployment down. and inflation is hopefully giving little signs of moving up in the right direction. with these two indicators, which have been extremely well communicated and identified by janet yellen, who has done a terrific job in communicating and giving the right anticipations to market operators, i think that it is good news in and of itself. the consequences will be a different story. clearly there will be side effects, spillover effects, and volatility as a result unavoidably. in terms of the sheer raising interest, it is clearly a good sign. it is clearly an indication that the u.s. is growing, that it is

. >> reporter: good morning john and christine. when it's all said and done cleveland isn't likely to be the leader in the clubhouse, especially when it comes to snowfall in this particular snowstorm. but like a lot of the cities and people being impacted it's the biggest snow fall already this winter season. it's a problem. the streets here are covered with snow. the snowplows have not been able to keep up with the rate of snow coming down. temperatures have been critical and will be critical in this storm. it had been hovering around the freezing point and that allows a lot of moisture to be in the air which creates a lot of snow. it's cooled down but the wind is picking up. that's a problem because it causes drifting and that too makes it a difficult issue when it comes to snowplows picking up. when it was sunday this is not a problem but now that it's monday it's a problem. especially for morning commutes and schools and air travel. air travel in cleveland about 40% of the flights have been impacted delayed, or cancelled. ironi
