hi. >> reporter: hi, christine. the storm is passing off shore and moving north very slowly at 9 miles per hour. like you said, it's going to be a problem for the carolinas and the national hurricane be center actually said just a few moments ago that it's going to be a hurricane soon today. so right now florida has gotten lucky here. we did experience squalls overnight. right now there's a lull at the moment, but what this storm has caused is an interesting problem. in prepping for a storm while also being in the middle of a pandemic. and i spoke to the volusia county director about that experience. we actually stood in a room, in their war room, which typically has up to 100 people there preparing for something like this. instead, it was pretty empty. i asked him how bizarre that experience is just preparing for a storm in the middle of covid-19. >> we're looking at the evacuation and transportation and solving the problems that come up. now we have to get on a computer, on a phone to get people to do those things

christine, laura? >> thank you so much for that. new overnight a potential coronavirus vaccine could be put together by doctors. early trials show the vaccine appears safe. it does induce an immune response. submitting the vaccine for approval could take longer depending on how much data scientists gather. >>> just last night dr. anthony fauci warned against emergency authorization for vaccines in the u.s. he says any vaccine must be proven safe and effective in large trials first. two sources say white house officials raise the question of emergency authorization before late stage trials are finished. >>> 450 deaths reported monday. the rolling average ticking down very slightly. only ten states showing an increase in cases. states like florida and california begin making progress, concerns are here in the midwest. this is getting stuck in the grass fields. we don't need to have a third wave in the heartland. >> meanwhile, 20 states are reporting cases of colleges and universities. now schools are cracking down on student parties.

>> the recovery is slowing, as christine romans said.terms of collecting this data. we simply can't collect data quick enough for how fast the health crisis is escalating around the country. this is a really important point. what this is saying to us is we're at an inflection point. we managed to add over 1.8 million jobs in the month of july, but then we need to take a step back. what we're seeing in some of the details is that even though we're talking about an unemployment rate of 10.2%, they're saying we have a misclassification error. if the number of them said that rather than said they were absent, we've got an 11.2% approximately unemployment rate. there are challenges here, too, in that there were 7.7 million people that simply didn't look wore fork. when you start to add the details in t you recognize we're still facing a huge jobs crisis in this country. next month could actually see a deterioration to the point where we're losing jobs. more frequent data is warning that we're seeing a reversal in the job gains. so this is not

i want to bring in cnn's chief business correspondent, christine romans. the student loan part of it, we haven't talked a lot about it i'm sure that will be well received and welcome. one of the things that stands out is that the president from the very beginning has been fixated on payroll taxes. there may be a deferment, but for that to have an impact, people have to have a paycheck. >> right, and this rewards employers and employees. it doesn't necessarily get people back to work. that's one reason why the republicans have been cool and the democrats have been cool on it because they don't want to mess around with social security. these are taxes that fund social security at a time when we are spending way more money than we have. so there hadn't been really any bipartisan support for the president's payroll tax holiday but he has been fixated on it and he would like to do it. one thing that's interesting is what the president announced or we're expecting him to announce, congress has the power of the purse. so one wonders how far he can really go here.

but christine, we're hearing $400 a week. that was the most recent proposal, if my memory serves, from republicans. democrats had been asking for the $600 a week enhanced benefit to continue. republicans initially countered with $200. came back with $400. >> the position from the white house, and we heard larry kudlow, the president's chief economic advisor say so many people, more than 60% of people getting unemployment benefits were getting more than they had in their paycheck and the white house was interpreting that data as, it's a disincentive to go back to work. but we don't have all the jobs back yet. the incentive to go back to work is when you have a safe environment and you have jobs -- there's still, you know, 5 million jobs open, 5 million job openings in the country right now, but 13 million people out of work. so, you know, this argument about the disincentive to go back to work, it's why the president and the republicans want to cut down on how much people get for unemployment. >> we don't have hard evidence th
