christine jared was not sign since january 1991, and there was not enough evidence against her husband until now. fox 5s audrey barnes is live with the latest. >> reporter: he told police his wife walked away from the house in elk ridge after an argument in january of 1991. she was never seen again. acting on a tip, the police went back to the house and searched again where they found human remains buried under concrete. robert jarett had moved out of the house several months ago and his current wife was living there. the police just got permission to search the property again. and once inside the old shed, tucked in the back of the yard, they saw a new one and found -- they moved things around and discovered a hole filled with concrete covered by a wooden floor. they believe that the human remains in that hole are what are left of christine jared. >> this is one of the cases that really never was on a back shelf or put away. it was always suspicious, and we knew this young woman would not have walked away from her two young children. it resurfaced a number of times in the last two dec

christine jared's body was found feet from her home. now her husband is being charged with the murder. gigi barnett has more on the gruesome discovery. >> reporter: police say robert jared has always been their number 1 suspect in the disappearance of his wife years ago. but proving it was tough, until last night, when they searched his shed. >> in the backyard of this house on clear drive in elkridge, howard county, police make a decades-old discovery in this weather-beaten shed. they find the body of christine jared, missing for 21 years. >> that is crazy. >> there is rumors going around that she was in the pool back there. >> reporter: all this time, she was under the florida -- floorboards of the shed, buried in concrete. police say say her husband, robert jarrett did it. back in 1991, he reported his wife missing. he said that christine jarrett walked away from the house. after a heated argument. never to be seen or heard from again. >> this is someone who was really cared about in the community. she had a lot of friends and family

drive in elkridge appears no different from any other on the block, except it is the place where christine jared was last seen in january 1991. now 21 years later, police believe they have found her body buried under a shed in the backyard. >> they searched the house, went out to the backyard of the property, pulled of boards on the shed and found a concrete slab underneath with the body inside. >> christine l. jarrett was the young mother of two small children at the time she went missing. police have always suspected bell play and jared was suspected early on. -- jarrett was suspected early on. he had been living there off and on, but they are separated now. >> now robert jared is in jail, charged with first and second- degree murder. officers say he showed no emotion as they pick him up during a traffic stop. neighbors say he has been a fixture in the neighborhood and a lot of people did not even know the details of his wife's disappearance. >> he has been on the street before shoveling snow with us. he has been out here during the summer during cookouts, and everyone would have parties. >> i

an autopsy will be done to determine cause of death -- likely to be christine jared. >> where will the children go? that is the question on the mind of many city volunteers if funding is cut for after-school programs. a public hearing is now under way. >> no final decisions will come out of this meeting, but it is more an opportunity for students, parents, and teachers to voice their frustration and concerns about the possibility of budget cuts affecting some of those programs. take a look at some video earlier today of all these kids that gathered here at city hall. the laughter of the plane could be heard from the front lawn of city hall and nearby buildings. -- the laughter of their playing. they came out to demand increased funding for after- school and summer programs. they would suffer because of the city's budget woes. one resolution would double money to those programs and the other would use demolition money to teach former prisoners how to the contract vacant homes in an eco-friendly way. concern volunteers hope their voices will still be heard. >> if we cut after-school prog
