ambassador to arrive, christopher hill. toassador hill, bring us up speed on the political stakes and what it means for iraqi prime minister nouri al-maliki. guest: obviously the stakes are huge here. first, just organizing the election has been quite an effort. the iraqis have had the help of un officeffice -- the of the american and other embassies. it is different when you do not have 50,000 american troops on the ground, which was the case in the last election. this will really be a test to the iraqi security forces and certainly since the last few years especially, since the outbreak of violence in syria, there has been a spillover of that violence into iraq. there is a lot of disquiet about prime minister malki. the security environment has been very tough in the run-up to the elections. one of the big questions will be whether the sunnis, who live in some of these parts of anbar province, under al qaeda control, are going to be able to vote. they have worked out arrangements for some of the displaced people to vote.

let's talk about this increasingly tense situation with christopher hill, he's former u.s. denver. ambassador hill, thanks so much for joining us. we reported just a few moments ago that the u.s. is going to start military exercises in poland and estonia. nato allies, of course, bordering ukraine, they're relatively small in nature, about a company each, 150 each, but i'm told by this western official they're meant to be rotational, in other words, they won't be a one-off. how significant a show of support for nato allies in the region do you think this is? >> i think this is very important. it's not so much important for deterring the russians. i don't think the russians are going to attack poland again, but i think it's very important for the polish people to know that membership in nato really means an attack on them, it's an attack on all, and that they can count on our support. and, you know, this goes back 75 years in september when britain and france had an agreement with the poles and when the germans attacked them, they dutifully declared war on germany, but nothin

i'm joined by christopher hill, he's the dean of international studies at the university of denver ando iraq, south korea and poland. welcome, ambassador. were you able to hear nick payton walsh's report? >> yes, i did. and that is a very common pattern, you move a u.n. convoy through the -- clearly these things are organized, but they are very much locally organized with some help from outside. and probably from the russians themselves. and it's also a very poor part of eastern ukraine and probably there are indeed people there who feel they would have a better economic future in russia than in a pure past of eastern ukraine that does not trust kiev. one of the narratives we have had is that ukraine wants to join the west, because that's where a better economic future is, but in fact there are these parts of eastern ukraine, where they actually believe there is a better future with russian. >> but puts the ukraine in a tough spot. there's going to be a meeting tomorrow in geneva with all the parties. >> i think it's very good news that our president is in touch with vladimir putin, i

want to bring in now christopher hill, former u.s. special envoy for kosovo and former u.s.ador to iraq, south korea and poland. you've handled tricky diplomatic situations. what is the best move you think to calm the situation in ukraine? >> well, this is a real tough one. and it's gone pretty far down the tracks right now. ukraine has had a lot of crisis in its 23 years, but this is really the worst. obviously people need to be in stuch with each other. i' not sure mao the phone lines are working in moscow right now, but clearly that statement by the russian ambassador to the u.n. offered really not a lot of room for hope. there wasn't a lot to work from there. so i think what we can hope for is there lsh some calls to putin himself, to the russian side to make sure they don't move into ukraine, because i think it's pretty clear, the ukrainians are going to fight back at this opponent. >> what do you think putin's end game is in ukraine? >> i'm not even sure he knows, but it is quite possible that he's hoping 20 cleave off eastern ukraine. i don't think it's anything the i
