christopher lloyd told msnbc on advice of counsel he will not comment, but referred us to the policeort states in part that pitts initiated physical contact and was, "verbally and physically combative." the report does not mention the videotape, which manske says contradicts lloyd's account of who initiated physical contact. the new dolton police chief, john franklin appointed in spring 2013 says he's appalled at what he saw in the video. the school incident isn't the first time officer lloyd has exhibited violent behavior. 15 months earlier, lloyd shot and killed his ex-wife's husband. >> officer lloyd claimed he was threatened and he was using self-defense. he was never charged for the shooting death of that man. >> and four months after the incident with marshawn, lloyd is arrested for sexual assault. he pleads guilty to criminal confinement, a felony, and is given a suspended sentence. >> this was just a really bad apple. this was obviously something out of the norm, you know, most of those officers out there do great work and are great people. >>> coming up, sometimes it's not w

for more on this ipo and what it means for lloyd's, let's bring in christopher wheeler. at we heard from lloyd's, did it matter with your expectations or was it different? >> i think it might have matched four or five months ago. as it turned out there has been talk that only 25% would be i think it is a pretty good result. >> what do you make of the strategy? i know you think it is quite challenging because they want to grow by 50% in five years. 90% of that comes from mortgages. how are they going to generate growth? >> it's challenging. they want to be seen as someone customers go to because they have superior products, no legacy issues. growing your balance sheet by 50% in five years is something most banks would not want to do. this is a really unusual strategy. to be quite difficult for them to execute. i can see what they are trying to achieve. >> if investors are tempted to look at this because they think it is a safe traditional retail otherithout any of the city bits attached to it, it's a bit more complicated than that because they are going for a more aggressi
