nbc bay area's christy smith is there as governor newsome announced plans to bring passengers ashore. christie. >> reporter: they said when the cruise ship starts moving in, it will take 2 1/2 hours to actually reach the port of oakland. there will be a secure barrier around the area, an area that is a little less than 11 acres. we are told federal authorities will be monitoring and handling what's going on. now, the governor says to be clear, the passengers will have no contact with the public. there will be tight controls on passengers as they disembark. there are more than 3,000 people on will be taken off first and taken to medical facilities around the region that have protocols in place. next will be california residents who will head to travis air force base or a base in southern california. there were questions about why oakland and the governor had several reasons including proximity to the airport and
