supervisor chu: thank you. supervisor wiener? supervisor wiener: thank you. i have two questions. one relates to the trial team. >> you are pursuing your self- interest here. supervisor wiener: exactly, retroactively. i am glad it came up. it is a signal of a good portion of what the office does. a lot of times in the public perception, we think of the more affirmative cases, a code enforcement, and of course, the board we work with the advice side of things. but the trial team is so much of what the office does, and it is something we do not have as much control over. we're getting sued by people who want to sue us, and sometimes even the most baseless cases can cost the city an enormous amount of money to defend the city properly. and and we try not to pay out money in privileged cases because that sends a message and you will see the multiplication. so the cost benefit analysis for the trial team is very, it is not always as intuitive as it might be in other situations. i know that one thing -- when i was on

supervisor chu: it is hard. i learned that my shoes were out pretty quickly -- wore out pretty quickly. i learned to be more practical about the types of shoes i war, of course, but overall, i learned how important it is to communicate with people about what it is you would like to do. in any campaign and any political idea that comes forward, there are misconceptions about candidates, about people, about issues. the most important thing you can do to break through that is to have direct conversations in people's living rooms and talk to them about the issues that you see are pressing and what you are working on and explain your values to people. at the end of the day, they can choose to support you or not support you, support your issue or not, but at the end of the day, at least you are not perpetuating misinformation. at the end of the day, i enjoyed getting to know the people out there. in terms of interesting jobs, this has to be one of the most interesting jobs. you work on a whole host of issues all year

supervisor chu: supervisor kim? supervisor kim: before we go on, i do want to thank the mayor's office for the tremendous amount of work that went into this. it was an incredibly complicated process to move around funds and find homes for a lot of these projects and programs that are incredibly important to our communities. in particular, in my district and in supervisor cohen's district 10. i was pleased to see a lot of this was prioritized in the mayor's budget. i know folks in the mid market and sell the market were happy to see that. we are happy to learn that some of them turned out to be enforceable obligations, whether it was the alleyway improvements, which people were concerned about. one of my concerns now is we have many departments owning this work, whether it is the city administrator, mayor's office of economic develop a work force, dpw, mayor's office of housing. i am curious on how we plan to retain discussion and communication, and whether we can do more consolidating? in particular, there seems to

supervisor chu: great. supervisor avalos: i want to make sure -- i am going to be looking to see how the neighborhood commercial corridors are benefiting from invest in that neighborhood spirit we have not really seen the kind of investment in our neighborhoods that happened in other places in san francisco were a lot of neighborhood dollars come in and are focused on in those areas. i think we need to compensate for the lack of investment that happened elsewhere, from other sources with city dollars. i want to see if there's some way we can see those types of improvements in the neighborhoods like mine. >> you will see the list of proposed neighborhoods. we will start working with the mine august and september. the last position we are requesting is a high level deputy director to sort of oversee all of the neighborhood economic development. when you think about it, there are so many initiatives either being enhanced or proposed. when you think about the bayview in central market is being stand-alone initi

supervisor chu: thank you. with regards to your expectations for the department going forward, in terms of the number of appeals, you still have a large number of outstanding appeals, but the expectation is that is going to come down, correct? >> correct. we have a two-year lag. so we're working on appeals from two years ago. so over the next two years, we will see a pretty significant drop in appeals. talking to realtors and people in the industry, it is clear that the market has started to significantly rebound. we believe that two years from now, we probably will not be needing those 24 time-limited staff. if circumstances change, obviously we would bring that back before this body. but that is what we anticipate. supervisor chu: we have recently seen through the controller's office's report that transfer tax and spend at a very high level. in terms of your workload with regards to transfers, what do we expect from that. it sounds like they expect that the transfer tax level will not sustain itself. it is so

supervisor chu: jig thank you -- supervisor chu: thank you very much. if i can ask, before the comptroller's office turns to the revenue before us, items 8 and 9, prop jay, if you could speak quickly to that, i believe that they are all continuing. >> madam chair, did you want us to present it at this time? supervisor avalos: -- supervisor chu: perhaps just now, since we are doing the introduction to the budget. waxed so, what is before the committee is the resolution incurring that it is less costly to provide selective services. all of the requests are for services that have been contacted after many years. there are two items. for this particular service, we have found that there is a particular service saving with a rush to the general fund. there are a number of requests for a number of departments. for the board of supervisors' budget analysts and the voter ballots distribution, the city administrator office security shop the convention facility management within security services at the department of technology mainframe system support. security

supervisor chu: thank you. i think that we could go on about this issue. but let's move on to the major initiative and then move forward. >> in terms of the major initiative and the corresponding items within the budget, as we mentioned, we are requesting additional staff. it would still be less than 607. we have not gone above that level. we are budgeting for an increase in training that is required for several reasons. one, to comply with state and local laws, including a certified access specialist programs, which are required by the state, with state required certification and code training. in addition, we still have people that were not able to be trained over the last year because they either were not in our department or we did not have time to actually offer the training that they needed to do their job. we have increased community outreach to educate citizens and potential customers. this is done in a culturally competent manner. we are also proposing to reinstate the vehicle placement plan, which sta

supervisor chu: thank you. >> in terms of position changes. we are proposing an assistant director of current planning. primarily about dealing with process improvements. there is a proposed management assistant that will help to analyze reports for staff time, county time, and so on. there is a position that because strengthening neighborhoods. this is our peace of that program. we will be working with oewb on streetscape issues. there are programs that we are proposing where they would not only be doing the environmental review, but they would be having more on that project as well. sueprvisor kim: i had a quick question about warriors staffing. will they be working on this project? >> i think that they will cover it for now, but the primary work that they need to do is on environmental review. the bulk of that work will be contracted out and paid for by the project sponsor for the eir and urban design zoning work and other entitlement work needed for the site across the street. waxed sueprvisor kim: -- by th

supervisor chu: supervisor kim? supervisor kim: there are valid reason for why we are pulling the trigger. i understand mechanically we can because we projected a deficit of more than $100 million. having a look at the department of budgets, i see some large increases, sometimes up to 152%. while i think a lot of those requests are about in terms of job creation, schools are also a priority. i think we will be hearing a number of valid questions being raised over the course of the next few weeks as to why we are pulling the trigger and whether that can get reduced at all. especially because of the state cuts we are seeing in our public education system, and another reduction of our school year, this year, they are proposing a four additional days that they will shorten the school year by which tremendously impacts our student's ability to learn and for us to close the achievement gap, which is our cities number one priority. i do think we need to ask questions about the priorities we are putting in our budget this y

supervisor chu: thank you. our next department is the human rights commission. >> i have reduced my presentation by tasered so we will go through quickly. primarily this presentation will concentrate on what impact that has overall. to the human rights commission. as you recall, the human rights commission chartered functions to study discrimination and deal with and media -- and mediate [unintelligible] prepare and disseminate educational materials about prejudice and discrimination, provide guidance, a technical assistance to public agencies and public private institutions. we enforce the sanctuary city ordinance, he'd crime coalition, we facilitate the human trafficking collaborative and also, the anti-policing programs. the divisions as it is right now in

supervisor malia cohen, supervisor carmen chu. and the other members for their support in making public safety a priority. the president is here somewhere. and the rest of the police commission. this is just a tremendous day for san francisco. we have made tremendous inroads in impacting violent crime over the last few years. it is because of our staffing and the community support to do it through the community policing in the engagement of young people. this will allow us to keep doing that. we're going to lose close to 300 officers with the sunset of drop, and maybe another 100 officers before the summer of 2015. this will dramatically impact that. what the academy is is 29 weeks for entry level officers. eight weeks for lateral transfers. that includes a one-week fire arm training, one-week vehicle operation steny, one-week of officers of rival, and then continued use of force and physical training throughout. -- one-week vehicle operation training, one week of officer survival. and community policing. the mayor mentioned gary.

supervisor chu: i wanted to thank president chiu. many of our districts has seen a number of businesses that have suffered hardships from some of the lawsuits that have occurred. if we -- as we look into the issues, there are intersections are rarely with small businesses. the issues are focused around the ability to make the repair. the legal resources to understand how to deal with some of the issues and understanding what the responsibilities are. in terms of capital, the mayor pose a revolving loan fund, something the board has approved will go along waste to helping small businesses in order to make some of the repairs in addition to the opportunity fund which we helped to make sure that provided funding for the city. that will help with capital in terms of legal research. i want to thank julie tran, who has worked a program to help small businesses get low-cost legal advice. i think the area where this legislation excels is on the noticing, being able to notice individuals and let people know what their responsibilities or liab
