thank you. >> president chiu: supervisor chu. >> supervisor chu: thank you very much. i did have some questions about the amendment but i think in budget committee we did take action to amend the legislation to include information about making sure that future discretionary approvals are actually run by the cac and urging cac to hold meetings prior to us having the term sheet ahead of us. so this language is actually stronger in terms of actually saying explicitly that the board of supervisors will not take action on the term sheet or any other items that are listed here, until the cac holds meeting. so i just wanted to clarify from the city attorney's point of view, i know this is a resolution and so in many ways it's not necessarily a binding piece of legislation so technically the board could still act. however it does signal an intent so i wanted to ask office of economic and workforce development, in terms of the cac actually being able to schedule a meeting who actually controls making sure that we actually have timely meetings that are set up to review these ite

chu. >> supervisor chu: i wanted to address two points.nk there was a question supervisor campos raised about why now, that it's important, and it's important now. i think we don't disagree on that level. i think that it's important for the school district to have this funding in place so they can implement these programs in the second part of the year. so i don't think that that's really a big debate in my mind. i do think the school district needs this funding now if they're going to implement the credit program so i don't disagree with you there. i think supervisor kim mentioned, and was really advocating that this is a good use of money. i don't think many of us disagree with that either. i think it's important for us to be able to support our youth being able to graduate and allow them to catch up, if they have a desire to catch up and they can catch up and that will help them graduate i think that's a very good thing to do and we should do that. where we fundamentally disagree is the funding and the alternative to what is being propo

>> yes, supervisor chu. there is currently in the contract the ability to cease contracting with the joint venture at the board's convenience. we would, of course, have something in the new contract once approved for that same convenience for the board should they choose to go in that direction. and, of course, we would dovetail service -- we would allow for the dovetailing of services to occur if the board chose to bring the house. >> okay. for this item, i'd like to hear from my colleague as well, in terms of the budget and legislative analyst services it steams to me to make sense to take your advice so we are able to secure services [speaker not understood] during the time we are actually analyzing the policy to whether or not to do something in-house. i think if we were to try to do that immediately in this coming budget year, i think that would be too fast, in addition to kind of figuring out what the structure would look like. we would have to do the hiring. i think that's just not something that we c

supervisor chu. >> supervisor chu: thank you very much.pirrative item later on and i want to speak to it. it is a purely commendatory item. i am joined by supervisor elsbernd in sponsoring this. i simply want to recognize the grand reopening of the sunset rec center in my district located in the the heart of the sunset district and is actually our own full scale rec center that is available. we have many playgrounds, play fields, but we don't necessarily have a rec center so this one has been under construction foru the last two years. it was part of the 2008 clean that the voters approved and is a 14 million dollar project that has come in on budget. with that improvement we see 18,000 square foot of gym space reopening with seismic improvements, ada improvements, something that is sorely missed in our district having a recreation space for all families. today i simple where want to recognize the grand reopening and thank all the people who really helped to5ljd make this possible, not only recreation staff, but also dpw, the arts commiss
