mayor chuck reed laid out the scenario during his state of the city address. we're looking at a $110 million deficit. today the police union is meeting with the mayor and his staff members trying to come to some sort of agreement. but mayor reed wants significant concessions now from all of the city's unions. here's what he is asking for. it is including a significant pension reform measure which voters have given approval for the november ballot. right now police and firefighters can retire fully at age 50. reed wants to change that to 65 or 67 to match social security benefits. he also wants to eliminate the automatic 3% raise in pensions annually and end some of the provisions that allow for big bonus checks and payouts for sick leave and vacation pay. if police officers don't agree to this, reed has been warning of major layoffs including possibly more than 300 officers. about 349 to be exact, and almost 150 firefighters. that is a quarter, as i mentioned, of san jose's public safety sector. so the police union is holding a big press conference this aftern

yeah, mayor chuck reed laid that out earlier this month. in the meantime, all of the unions here in san jose have been stewing trying to figure out how to avoid some of the cuts that he has been proposing. it's the tenth straight year of red ink here in san jose. and these unions have been asked time and time again to make cuts. here is that worst-case scenario, though, if they don't, according to mayor chuck reed. 349 police layoffs and 145 firefighter layoffs because of that $110 million deficit they are looking at. so he is wanting all of the unions again to make a 10% reduction in their pay and benefits. he cannot impose, though, these cuts on the public safety sector so he is asking them to simply agree to that. but the police union is saying that even if they do agree to the 10% reduction, they still predict that the city will lay off 237 police officers and 82 firefighters. so here's mayor chuck reed's proposal that is including some significant pension reform. right now, police and firefighters can retire fully at age 50. reed wants

chuck and i spent some time yesterday talking about infrastructure and knowing it and knowing where your pipes are and what they can and can't do. yesterday as a waist water person listening to this, i'm thinking pipes and pumps which i'm sure your thinking too but your talking,dams, and canals and part of that is understanding each others language but what i want to add is there's a tremendous amount of coordination and research to know pipes kind of work. i worked together with some on a number of things and there's a huge management effort on going, with, epa, to add a drinking component to that. a tool to know where your pipes are. you would be surprised how many people out there that don't know where the pipe is. they rely on joe to know where the pipe is. when joe retires we have a problem. so we need so start remembering and know where they are. what the decay curves are and their life expectancy to know where to put that. we can work with that and improve on them. as we improve our climate models we can use those tools to talk to each other. one of the things i'd like to leave on
