good evening, chuck. >> reporter: good evening, lester. it's a divided and skeptical public on the idea of using military force. we found a majority against using military action against syria. 50% being against it. but when told that the military strike would only be cruise missiles, you saw a slight change where a majority then would favor that kind of action. now, there is no ambiguity from the public when it comes to how the president, when the president should go about doing this. nearly 80% believe he should wait until congress approves whether or not to do a military strike before he goes it alone on that front. and speaking of the president, lester, his approval rating when it comes to the issue of syria is not good at all. overall it's not great. but on the issue of syria, just 35% approve of how he's handled this crisis so far,less. it just tells you he's still got a lot of explaining to do to the american public. >> chuck todd in the white house, thanks.

i'm chuck todd. let's get right to my first reads of the morning. we begin with the new jobs report for the month of july. to say it's a mixed bag is an understatement. the good news, the unemployment rate is down to 7.4%. it's the lowest level since december of 2000 but just 162,000 jobs were added. well short of market expectations. and the lowest figure this year since march. we also saw a significant revision over the last two months. the number in may was revised down from 195,000 to 176,000. the number in june also revised down. over the two months, some 26,000 jobs were taken off the books. so in term, of the sector, let's take a look. business services were all up significantly. manufacturing was up. but just 6,000. look at this one. government actually added 1,000 jobs. not much but that is a turn. a sign that the public sector is hiring again after cutting more than 900,000 jobs over the past three years. we're going to have more with mark in a couple minutes, breaking down this report further. before we get to that an i wa, o go to this s

chuck, first to you. i know you had a back ground briefing on how the president decided to change course after the impassioned plea by the secretary of state yesterday. >> first of all, nobody in his national security team even thought remotely that they needed to go to congress. nothing about what they were talking about. it was in fact a week ago saturday that everything was set into mowing. when the president convened that special saturday, he made the decision he wanted tad a military strike. nothing had been final but it was clear. the pentagon was to go get on war fatting. kerry was to start making phone call. everything was being set into place. we all saw it. it was a pr campaign for three and four days. the thing that had the biggest impact on him was watching cameron and what happened in the u.k. it was one of several factors but this was the win mentioned. he saw cameron. they saw the cameron did not have support. could not get parliament behind him in getting the british government involved wi

thanks, chuck. did the head of the dallas fed give a hint about who might not take over for bernanke as chairman of the federal reserve? that's the speculation after richard fisher was quoted as saying what's needed is a leader with "great humility" rather than a "prima donna." he went on to say that there are some - other than front runners fed vice chair janet yellen and former treasury secretary lawrence summers - who are contenders for the top spot, but who aren't being discussed in the press. fisher said he was confident president obama would make the right pick. in the wake of a debate over whether or not banks should be allowed to own physical commodities comes word that goldman sachs is being sued because of the practice. the bank owns a big chunk of the u.s. supply of aluminum. it has been accused of holding on to that supply, keeping it off the market and thereby manipulating its market price. the class- action suit labels the practice "monopolistisc" and also targets the london metals exc

and i want to go to you, chuck. i thought that the president was pretty severe to republicans on the affordable care act, to republicans on a potential government shutdown, and towards republicans on comprehensive immigration reform. >> he was very animated on that. i have not seen that passionate of a defense of his health care law by this president frankly since he signed the bill. in a way i know i already heard from some democrats who said where's that guy been when it comes to defending his health care law. and, boy, he drew a straw man that is going to probably incite more heated rhetoric from the right. he essentially accused the republican party saying they don't want the poor to get health care. that's going to generate all sorts of extra heated rhetoric. >> actually, chuck, he didn't say the poor. what he said was why are republicans intent on preventing 30 million americans from getting health care. why make it their holy grail. >> right. as you know -- >> that's a great question, isn't it? >> it is. and

joining me live from the east room is chuck todd.huck, fill us in on what we understand from the president and the sources that we've been hearing about the nsa changes that he wants to make about transparency. >> well, that's the big news he's going to make at the top. as you know, the president usually has an opening statement on some issue. in this case, it's going to be announcing a set of reforms that are intended, as far as the administration is going to argue, to restore confidence in these nsa surveillance programs. announce some potential transparency -- new transparency options that they're going to be putting into place. some of the details are still a little murky. you know, will it need any congressional approval? all of this, as you know, thomas, there's a bipartisan, a growing bipartisan opposition in the house and the senate on this issue, on the idea that the nsa may be overstepping its bounds, maybe going too far in its sweep of surveillance data. if you think about everything that's been going on, it's fascinating

chuck first to you, they say they have been trying to get this together.ven't been offered classified briefings. the white house might say you didn't come back from all your fund-raisers and go to the safe room and read the stuff that we might put up there. who is right here? >> i think there is a little bit of everybody's right. the fact is the white house has been focused more on building the international coalition than they have been about dealing with the political issue at home. that has changed over the last 24 hours. i've even talked to some folks on the hill who will say despite all the grief that they have been giving the white house, the white house has been better about keeping folks in the loop on this current crisis in syria than they did over libya. you have to remember, andrea, a lot of this bad blood is a little too strong of a way to describe it, but septembkeptici anxiety from the hill is a bunch of them felt totally left out during the whole libya crisis. so they wanted more. they're getting more. they will get more tonight. but i tell
