welcome back to "meet the press". >> good morning, chuck.ood to be on the show. >> let me start with the basics. you heard from the national security adviser there. what does -- what do you think victory looks like for ukraine? >> well, you know, i think just to begin with, looking at the past year, we need to recognize how we got here, what mistakes were made, and what we can do going forward. i think one element that the national security adviser doesn't talk about, i think it was clearly some of the biden administration's weakness on the issues like energy, national defense, and clearly the botched withdrawal from afghanistan that emboldened putin to undertake the brutal invasion of ukraine. i think, though, now that we are in this battle, it's strongly in our interest to continue to support ukrainians to restore the territorial integrity and their sovereignty without committing u.s. forces. but, you know, chuck, your interview actually highlighted one of the problems. jake sullivan said, well, we're not going to do f-16s today, not right

as you know, chuck.tin fear american energy dominance and so to have an administration to shut down energy and making it hard to move energy and pushing back on the ability to finance energy for america, this actually directly relates to our efforts to push back against xi jinping, putin, in many ways their energy policies have been national security suicide and this is what frustrates republicans where we see that other policies of this administration aren't at all helping pushing back on what i refer to as the new authoritarian aggression led by putin and xi jinping and it's a frustration that you're seeing among republicans and it's also frustration among democrats. >> i'm curious about your take on -- the isolationist wing of the gop used to be ron and rand paul. it's bigger than that now. how much of it do you think is sort of genuine sort of leeriness of interventions because of iraq and afghanistan on the right and how much of it do you think it's simply because biden is a democrat? >> i think you

>> well, chuck, what i can tell you is this. is that once the balloon was over the united states and flying what was basically west to east, it attempted to surveil very sensitive military sites. in some cases it loitered or returned to them as it progressed east. so there is no doubt in our minds at all that, a, this was a surveillance balloon, and, b, it was attempting to engage in active surveillance. >> i want to go back to your readout with your chinese counterpart. the other thing outside in there is you re-emphasized the issue that we don't want to have a cold war with china, but what else do you describe our relationship with them or expanding our military presence in guam or expanding our military presence in japan. we continue to arm taiwan and send weapons there. if it's not a cold war, what is it? >> chuck, this is obviously among the most consequential but also most complex relationships that we have and probably the same could be said for other countries around the world, and, of course, we're in a vigorous competi

but chuck, we talked about this just a little while ago. this paragraph, a majority of grand jury believes that perjury may have been committed by one or more witnesses testifying before it. it recommends to the d.a. that it seek appropriate indications for such crimes where the evidence is compelling. what do you read there? >> well, they were concerned, i think, jose, that people came before the grand jury and under oath didn't tell the truth. that happens with some alarming frequency. like garrett, i read the report during the commercial break. unlike garrett, i couldn't possibly have summarized it as well as he did. i think it will be a little disappointing to some people who wanted more detail. i don't think it undermining the district attorney's investigation or puts at risk witnesses who appeared before the grand jury. no names are mentioned, no details of the investigation are mentioned, and from a prosecutor's standpoint that's very good news. it's not surprising to me that the judge would protect those details in the way he obviou
