njoining us from washington is chuck nash.graduated from the naval operation safety course and investigated aircraft accidents. we are happy to have you with us today. thank you for joining us. >> my pleasure. nwe'll repeat for the viewers what we know at this point. we know 291 passengers and 16 crew members. and two fatalities at this point and captain nash, what you have seen in the initial images as it unfolded. we know from witness reports that the plane was coming in very quickly and coming in fast and other witnesses say at a high angle and we know that the tail portion is broken off and appears to have broken off initially in the top of the runway and pieces of it in the water itself and other portions strewn around the debris fold and finally ended up landing there in the grassy area between the runways. >> it is clear from the debris evidence that the aircraft landed short of the runway. in fact there is a displaced threshold on the runway where is there is an area short of the runway. it is hard surface and you are

. >> joining us is former navy pilot captain chuck nash. the ils system not working. you confirmed it. >> yeah. >> explain what it is, too. >> first off, the instrument landing system, the glide slope indicator is an electronic beam that goes up that gives pilots instruments. it shows them where you are on the glide slope. there's a notice to airman called notams. the notice to airmen is published. the air crew should have seen that before they took off, and the glide slope has been out of service since the 20th of june and will be out of service until the 20th of august. the airport, when you know you're going to take out a critical piece of equipment, you always notam that so the crews coming in know what is and is not working. >> can you overlook that, or is that a pretty obvious alert that goes out to pilots? do you check that every time you land some place? >> it could be overlooked. but if you're on a trans atlantic flight and you're coming in where you could have instrument conditions, that's going to be an issue because you need that for instrument conditions.

captain chuck nash is a retired navy pilot and a fox news military analyst and he joins us live. ng, steve. >> steve: we know now the reason it was dipping its tail in san francisco bay and hit that seawall is because it was going too slow. and you have drawn up a diagram that essentially shows what happened. >> yeah. steve, if i could, i'll hold this up. what happened is you start -- here is the glide path that takes you to the desired point of touchdown on the runway. if you start too high and coming downhill, it's like rolling downhill in your car where you just take your foot off the gas and you roll downhill and trading altitude for air speed. but then all of a sudden, you fly below the glide slope, now you're low. it's like in the car rolling up the hill, you come to the bottom, now you're going up. so you're trying to climb back up. if you think that you're on cruise control, you're waiting for it to automatically bring on the power. well, if the throttles were at idle like the chairman of the ntsb said yesterday, what probably happened was they got low, tried to convert th
