the mayors of san jose, chuck reed, joins me now for more on this story.nd thank you for your time today. >> thanks for having me on. >> from 2001-2011, your city, san jose, it had 10 straight years of budget deficits. what economic toll has that taken on your city? >> a big impact on services we provide to our people. our pension and health-care costs increased enormously. we had to cut services, libraries and community centers -- centers. every part of the city took a hit. class how did the city start to regroup? how did you convince companies that even in dire financial circumstances, san jose was still open for business? >> the companies are here because this is silicon valley. they want to stay here and grow here. we would assure them continue to provide basic services. in order to do that, we had to do fiscal reforms in our city. all of our people took a 10% pay cut and we have done pension reform and a lot of other fiscal reforms to make sure we could level off and get rid of the annual $100 million deficit. we are now in a recovery phase and have b

. >> mayor chuck reed says the number of recruits will bounce back later this year, but will it? i mean, they do have on the grand scheme of things as far as benefits, san jose is very low right now. in pension reform which we're seeing discussed. >> combination of things and also budget cuts. remember, we hit the recession and police laid off san jose, oakland, they're still trying to exam bell back and recover. a good number of cops reached retirement age with pension packages that can give you 90% of your pay. lot of people are opting out. people figure even if they get the cops on in san jose, by 2016 they could still be short 100 cops. >> what do you make of the other statistic of oakland. these cops don't live in oakland. could they really ever understand the neighborhoods they're patrolling. some of the neighborhoods are very rough. it is hard to understand the mentality there. >> i heard that at the mayoral debate thursday night how they were trying to get housing stimulating money to bring people in. i'll be honest with you, cops in san francisco, san jose, oakland, they

as i sit in the city of san jose, chuck reed, a conservative democrat, recently issued a -- a budget for the city that provides $1 billion of spending. $300 million of the spending is for pensions. that is 30% of the budget and that is quadruple over the past ten years and pension maintenance has quadrupled over the last ten years and probably five years cities like san jose and others in the state will have their primary purpose, 51% of their spending being to take care of the elderly. and the elderly will be people who are 57 or 58 years old for past services. when those budgets get hit and socked with that many it means there is less service for the rest of us. san jose has cut out their brutal unit. they are asking for volunteers to come forward to retired police men that work for free so they can do burglary investigations. anybody from the county of sonoma here? no? anybody from the county of san what king? those are two important counties and between the two of them, 3,000 miles of poppel road that they can fill. people talk about the problem with infrastructure in california.
