chung to chuck todd is now the moderator of "meet the press."'ve sad on this side of the desk but never that one. >> it's a quick change. revolving chairs. hard to fill your seat. let's focus on the topic at han hand. you're going to be interviewing president obama, a lot of questions from everything from immigration to isis. i want to ask you about isis right now. we're about a week removed from we don't have a strategy as it relates to isis in syria right now. where do they stand given they say they have a core coalition coming together. is it satisfactory their answer at this point? >> i don't know, but it certainly sounds to me like we're on the verge of essentially declaring war on isis. when you think about the new language the president used this week about destroy -- it was almost similar to destroy, destruct, al qaeda the similar language that he is using with isis. that was a war. the whole war authorization. it wasn't just about iraq, it was about going after al qaeda wherever they are. and you get the sense that all of a sudden after

president obama gets asked by chuck todd about golfing, he said i misjudged the optics on that. for me it would seem that -- in the meantime, americans are outraged by beheaded mentameric journalists, a female is going to get beheaded next. so he has to bring his own outrage or concern to the level of the american people, clearly he hasn't with 38%or so saying he's doing a good job with regards to isis. >> my point about the white house was that the white house believes that the reaction to the chuck todd interview changed the dine familin dynamic, the w felt embowledened back to that chuck todd interview, that's why they moved that speech from afternoon to prime time. this will be the strongest speech you heard from the president, after we saw three false starts on those news conferences, this will be the strongest he's been. >> the white house might say that was why they changed it, but their internal polling show what all the other polls have shown this week, that the only way to focus the american's people is to have a prime time address. >> you can pre-empt a lot of people'

chuck todd joining us with a preview. semary. >> in your debut as moderator of "meet the press," you sit down with owe obama. what can you tell us about his plan? >> it appears he has one. he admitted he didn't yet have a strategy when it comes to dealing with isis or the american people and congress. that's clearly changed. the suspect i sat down with has a plan, decided to take this public, to sell it to american people and convince congress this is the right course of action. he talks a lot about what he wants to do with isis in iraq. he still seems a little cautious about how he goes about going after them in syria. as you will hear in the conversation, he's now intent on trying to figure out how to go a after them in syria. >> i also want to talk about the november election wills. you have poll results regarding key races in the midterm elections. can you give us a sneak peek about what those reveal of control in the senate? >> this is all about which party controls the u.s. senate. in my conversation with the preside

right thing for the american people, why it's the right thing for the american economy. >> and chuck todd joins us from washington tonight. chuck, a lot of reaction to this tonight. >> there is, carl. i initially asked him, i said did you simply do this to save the democratic senate? he took issue with that being ts politics behind the decision. but you heard him there. he basically admitted, yes, the politics of this changed and he said it changed because of the border crisis in the summer. fact of the matter is when you look at the 2014 landscape, a lot of red state democrats were feeling vulnerability on this issue. they practically begged the white house to do this delay. of course, carl, as you know this was just one part of a very lengthy conversation i had with the president, nearly 30 minutes. we focused almost half of our time on the threat of isis in the middle east. and the president laid out exactly what he plans on doing and what he plans on asking the american people. and he admits this is going to be a long drawn out process in order to destroy isis in the long-term, carl.

you know, chuck todd has said it before. democrats have to carry women by double digits in order to offset their losses among men. there's a difference when we drill down the numbers. single women doing, you know, lining up for the democrats but not enough in a place like kentucky, a place like arkansas. just an advantage among men. in colorado, there is some support there. for udall, he's doing well with latino voters. he's doing well with the young. so we're seeing, you know, a tail of three different things going on right now in arkansas, the republicans doing very well in the red states. democrats hopes in kentucky of offsetting republican wins elsewhere not materializing. as far as the republicans expanding the playing field by doing well in colorado, right now, udall's holding his own. so good news for both. but there's a lot of red states the democrats have to defend. right now, they're not doing very well in those red states. so that's the critical takeaway from this. >> we'll watch those latino voters as well. 60% t

chuck todd is joining us today from new york. we're seeing a huge shift in public opinion in these polls from one year ago when the president last gave a prime-time speech on syria. what in the numbers do you see is driving that? >> it's certainly different circumstances and a different type of threat here. the president finds himself in an unusual situation for presidents. normally, when you ask for prime-time, you're trying to rally the country by your side on a specific issue. this is a case, as you and i were discussing before, of the reverse. the country's already there in what they'd like to see as far as going after this terrorist group isis, both in iraq and syria, and they're almost waiting for the president to agree with them. so on one hand, as far as public opinion is concerned for his strategy, he doesn't have a heavy lift. now, politically, this is actually a big moment for him. a big moment for the democratic party. he's got to meet this moment. his party desperately needs him to meet this moment. his own personal

course broke the news about this plan to address to the nation during his exclusive interview with chuck todd on his first sunday as moderator of "meet the press." chuck is with us from our d.c. news room. so, chuck, after these charges of misdirection and indecision there appeared to be a sense of moment about this in your interview with the president. what is he preparing the nation for exactly? >> well, he's going to be preparing them for what he hopes at its best that a strategy will look something like this, a combination of the strategy against al qaeda that first president bush started think 2006 and later and president obama carried out counterterrorism, taking out the leaders of al qaeda cells wherever they find them in the ungoverned parts of pakistan and yemen. combine that with bush 41 and baker did in the first gulf war in 1990, which is a massive coalition of countries that help, including middle eastern countries. so for instance he would like to see boots on the ground in syria to go after isis. they're not going to be american boots. but if his strategy works, they'll be turk

our political director and new moderator of "meet the press" chuck todd in our d.c. bureau. have we just witnessed the president change his tune, change the response this week to isis and the threat it poses? >> i should think so, brian. you and i talked about this earlier today when he made those comments. basically he's using almost the same language that he and president bush both used to use when targeting al qaeda, which of course are the folks responsible for 9/11. and that is they want to destroy and degrade isis. no ambiguity anymore. and as you know, brian, for about a week he did leave some ambiguity. last week it was the whole idea he didn't have a strategy yet. even earlier this week during this trip when he talked about degrading and destroying isis to make them a manageable problem. this time today he left out that. it does seem as if you now see the machinery in effect where you have this president very reluctantly but you have this president preparing the country to get back on war footing even as he spent five years trying to get the country off of war footi

>> i read the transcript of chuck todd's very interesting interview with president obama and starting off his role on "meet the press," when i read the president talking about how there is going to be this moderate force, syrian boots on the ground who will back fill in once u.s. air strikes start taking out isis positions there. i had no idea who he was talking about. the moderate syrian opposition at this stage no longer exists. it did exist in the beginning, but for the last year, it has been decimated and easily pushed aside and never had been adequately armed. they quit in frustration and disgust. it's again a situation where we are starting again. there millions of refugees and angry syrians who want to go back and fight for their country. that is an enormous commitment. at this stage of the game is going to form an opposition rebel army or help them find leaders for themselves and equipped them and send them into a ground war against isis while the u.s. is from the air. i don't see it happening. >> thank you for your expertise. thanks so much. good to see you there. the other m

joins us now, chuck todd, moderator of "meet the press." thank you for being here. appreciate it. >> thank you for having me. >> is the white house explaining this shift in language suddenly saying with very specific notes, "we are at war" in a way they didn't say it before? >> they are not. this is basically a cave into not having a semantics argument with the republicans inside the beltway. you and i both know how quickly that could blow up into what would be a silly debate, but this has its roots and you know this well, a decade ago, when there was a lot of criticism, democrats specifically, obamaa when he was a candidate, there was a lot of criticism lobbed at then-president bush for using the phrase "war on terror," and a lot of people said you can't be at war with a tactic that is not a war, what does that mean? and the president, he was very careful the other night, he said it was a campaign against isis to degrade, and so this is where it has its roots. this was their gut instinct and this is what they believe. i honestly think they caved simply not to have
