first of all nbc isn't replacing chuck todd. the notion of the donald hosting meet the press is more ludicrous than him running for president. we all hope he jumps into the race because he's so entertaining. but chuck is right does anyone really think he's running? lance armstrong lied to the world about the illegal substances that he took in winning seven tour de france titles. he lied to plenty of journalists. and he lied to me proclaiming his innocence in two separate interviews. now he's been asked about his cheating in a sit-down with the bbc. >> when it comes to the doping, would you do it again? >> you know if i was racing in 2015? no. i wouldn't do it again. because i don't think you have to do it again. if you take me back to 1995 when it was completely and totally pervasive, i'd probably do it again. people don't like to hear that. >> no remorse. no sense of shame. armstrong seems to have no idea how many people he let down. he wants to get back in the public eye now and we're just supposed to forget about his youthful

let's check in this morning with moderator, chuck todd.ir putin, there seems to be no end to foreign policy issues for the obama administration. what seems to be the president's strategy for these hot-button issues? >> we did get an outline of sort of his overall vision of how to deal with these sort of hot spots. and susan rice when she outlined it on friday she used a phrase called strategic patience and cautioned against this rush to sort of overreact at a moment's notice whether it is isis or putin with ukraine. but, of course the president's critics have said, you know, what he's been too patient in how he reacted to isis and too patient in confronting putin. all three of those topics are what i delve into with secretary kerry, including this idea did the president actually wait too long in confronting isis? and more importantly, has the u.s. reacted fast enough to the problem? in fact there is a kurdish leader that has been directly critical richard engel did an interview, i'll have a piece of that that secretary kerry has to react t

we're joined now by our political director moderator of "meet the press," chuck todd. chuck, we have a presidential resolution around the corner. it would extend into the next term. what does that mean for the debate? >> it's healthy for the american democracy. the elected leaders should have to go on the record on where they stand on use of force and where it's done and when it'sjustified. this will force presidential candidates, potential commanders in chief, who will inherit if this new authorization is approved, will inherit this power if they take the oath of office. so it's very healthy for the american voter. now, the question's going to be is this going to happen. and you said it was academic because if they don't pass anything the president still can keep conducting this power. but this is what you need to watch out for. what kind of case, how well does the administration sell a theory apart from this policy. going after isis in iraq has been fairly successful. going after isis in syria has not. how they define their ability to get this done is going to determi

. >> moderator of "meet the press" chuck todd joining us now with more on that. he white house is expected to seek congressional approval for more military action against the militants. i guess the question is is this a slam dunk for the white house or what needs to go into this resolution? >> there's broad support for obviously going after isis. bipartisan support there. i think how this thing is worded is going to be something that i don't know if they'll be able to come to an agreement to. the president has authority to do this without congressional authorization. the war resolutions from iraq and afghanistan that are still league. he could use that or the war powers act. the problem is they want to narrow the scope, but at the same time that the old war resolution -- and at the same time give flexibility because isis is in syria and iraq. if they pop up in other countries, you have to write the resolution broad enough that you can go after isis in yemen or syria without declaring war on yemen or syria. >> you have an exclusive with secretary of state john kerr

chuck todd moderator of meet the press, joins us now live for a preview. chuck. >> good morning, rosemary. >> hey, chuck, you'll be talking this morning to homeland security secretary jay johnson. >> radioing itight. >> do you think his department will shut down this week? >> i think it's a total unknown. i assume no. i mean here we already have a threat this morning. one of these al qaeda affiliates, this one in somalia making a threat including at the mall of america in the twin cities. so when you have a -- when we're dealing in a week of actual homeland security threats, i can't imagine that we're going to see homeland security funding not happen by the end of the week. that said, the immigration dispute is real. we had that judge's ruling which put a halt to the president's immigration action. they're appealing the decision at least to the point they'd like a stay so they can begin implementing it perhaps as early as monday or tuesday this week. how that goes could impact how congressional republicans respond. it's complicated, it's a lot of political

joining us now for a preview is moderator of "meet the press," chuck todd.ng chuck. >> good morning, rosemary. >> chuck, let's talk politics first. on friday, mitt romney decided against a third run at the white house. this has 2012 running mate congressman paul ryan will be one of your guests this morning. could ryan be the key to actually getting something done in washington? >> well here's the deal with paul ryan. he sits -- he chairs the single most important committee, arguably, in congress these days. it's the ways and means committee. they're the tax writing committee and they handle trade deals. why is his committee more important than all others today? because president obama in a state of the union essentially signaled that the two areas where he thought there could be bipartisan agreement were on taxes and trade. and in fact paul ryan was perhaps the only republican the day after the state of the union to have nice things to say about the president's speech because of what he said on taxes and trade. so that's the conversation we're going to have

let's bring in our political director, moderator of "meet the press," chuck todd. chuck, is congress really going to let homeland security go out of business, or at least out of funding? >> reporter: well, lester, the leadership doesn't want to let this happen, but john boehner, the speaker of the house -- and we've been down this before. he doesn't have full control of his members and can't get them to do what he wants them to do. this was a simple three-week extension simply to buy time to see if a judicial outcome would sort of put a pause to the president's immigration policy. that's all he was looking for. the fact that he couldn't get 218 republicans to agree to that. there's going to be a lot of work tonight. they're not going to go home this weekend without getting this done at least temporarily. so the ball game's not over, but this is very, very embarrassing for the congressional majority. >> i know you've got a busy weekend, chuck. we'll see you on "meet the press" on sunday morning. >>> let's turn to a family tragedy playing out tonight in the small comm

"meet the press" moderator chuck todd has thoughts on that. is it either one or does it even matter? >> i hate to say, i mean i'm sort of like should it even matter. he's not relevant in the debate in the political debate anymore, and, you know, this does feel like because he's the former mayor of new york city we're give it extra attention. if this were the former mayor of wichita, kansas i don't think we'd give it the same level of attention. what i've been surprised at is it's breaking down partisan lines. you see plenty of republicans not denouncing what giuliani did, plenty of conservatives that say -- almost cheering him on. it was sort of a rhetorical punch at the president if you want to call it that. and, you know, it's just a reminder there certainly is a pocket inside the conservative movement that thinks that they believe the president is too critical of the united states or goes overseas too much and criticizes certain things. and they believe this. so, you know i think it sort of puts giuliani out of the mainstream and more sound
