you know how valuable city parking spaces are, we have wars within city government around who's parking spaces those are. but to signal a big culture change, one that we felt was important to our future of the city in reducing cars, we made it our own goal to reduce our own city fleet and begin with that commitment first. so we did it, we did it with everybody's cooperation, m.t.a., city administrator as well as our purchaser to create that green car showcase. but we also realize there are many parts of the city as david mentioned that don't have ready access to public garages. so it was for us a challenge but one that we were very enthusiastic to try to pilot with city car share, and that is to get it into our most congested residential areas, like russian hill and the area. so this is one of at least five spots that are happening and in fact around this area we're going to begin here first because we have a lot of residential support for this as well. and i look forward to the other six spots that we have already identified, have been under planning discussions with our city administr

own requirements for different city services when performed on city property. so it is those services that are being considered in this current amendment. what has happened to date is every year, the civil service commission recommends to the board the adoption of the appropriate collective bargaining agreement, which lays out the prevailing wage and benefit rates. with this amendment, the sole service commission will actually laid out, instead of adopting the collective bargaining agreement, which is sometimes very complicated and hard to figure out what rates need to be paid. now every year, bidders, workers, our office, the purchasing department will have before them the actual wage rates and fringe benefit rates for each craft and classification of work. that would be a big help in consistent enforcement and workers understanding what their rights are under the ordinance. other than that, i think supervisor weener's synopsis hit the high point. if there are any questions, happy to answer. supervisor chu: just a few questions. part of it was articulated. one

from the city of san francisco, i grew up all over the city. i am here on behalf of local artists, and many that are underserved by a lot of the events that are thrown through of the city, in the sense that the local artists still have to scrounge in to be the concept of a struggling artist. the city of san francisco is known and by its creativity. imagine san francisco without creativity is like a child without creativity. this event is a great event that will help the many artists as to work with the youth guidance center. many are lacking opportunities. many are very creative and they don't have these types of opportunities with they can reach the world. i urge you to get on the good foot and really try to push forward us being able to give the youth opportunity as well as local artists. >> thank you for talking about this really important issue. i am the president of the san francisco arts democratic club. i have been living and working in the city with a lot of these folks over the years. this presents an opportunity to shine with our arts

while the city is the better organization to do it because they have the finger on the pulse of the city, that of the history, the city and county of sentences goal is in a better position to take charge of this. this puts the city in an uncomfortable position of asking for that power. taking it from the event authority to take charge of this and make a cultural festival happen here. so what i am asking, as i have worked with the nonprofit arts community, for the city to take a more -- a stronger stand that they insisted that a cultural festival occur and the organizing happens now. >> and the director of urban music presents. became and met with you, supervisor. we have met with the event organizing committee, we met with the port authority, which have met with numerous people. so far, nothing has been advanced. the point that i want to make right now is that we represent san francisco and the diversity and the population. if there is a need for corporate sponsorship, there is no better way to bring the people of san francisco and let those corporate sponsors know that this is to weaken

today we are honoring our acting city administrator amy brown who is leaving the city and county of san francisco for a new position. amy is someone who i first met almost 10 years, maybe more when i was an aide to former supervisor hall when we were working on legislation for harding park. he was the deputy city attorney. over 10 years we have worked on a number of projects together. it has always struck me, the intelligence and integrity. i knew i was always getting a tremendous work product in that every angle had been taken a look at and most importantly, it was provided in an honest manner. selfishly, i am going to miss losing a district 7 resident of such great regard. a neighbor who i have joked with, she lives so close to me when my son was a newborn. she could have heard him crying in the middle of the night. you have just been truly a remarkable public servant. you are someone who i think a lot of city employees looked up to. not just those who work with you but those who observe you because of the standard of excellence with which you serve the city. there is no question that

we need to look at what we do as a city and was services we offer. we have 26,000 city employees. our payroll and fringe benefits for city employees accounts for over 60% of our budget. if we are not willing to look at that issue, i do not think we are going to solve -- i know we will not solve our long-term financial issues. that, to me, is the biggest deal. second, it is about job creation. jobs are not just putting people back to work, which i think is the highest priority, but it is all the ancillary benefits we received, whether it be payroll taxes, an increase in property taxes. people who live and work in san francisco also shop at local restaurants, so shop at the local retail stores. it is a huge economic impact in san francisco. in my opinion, it is getting our costs under control but also promoting economic development so we have a financial engine that will continue to promote us year after year. >> what are your ideas on dealing with the issue of homelessness in san francisco? >> i am one that thinks mayor newsom did a great job thinking proactively about what we need

we also represent the whole city. any district supervisor that focuses on the district without addressing the citywide issues is not doing his or her job. every day, i make sure i am working on the major citywide issues and the district issues. i try to be disciplined about that. >> how will you approach the tough choices? >> i think we have to start by looking at the most critical city services that we cannot do without. what are the ones that if they deteriorated, we will pay the price on? public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a sup

[applause] you know, as we celebrate filipino history month, we recognize the filipino history that is inextricably a part of our city's history. and during the historic struggle that we kept seniors -- remember those years where we stood on an alliance to protect our senior residence of the international hotel. we

the city needs to recommit ourselves to the values that our city was named after. st. francis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling

this option, we think the city would be the clear loser in this outcome. thank you. >> i am a program manager. on behalf of the organizations, i want to express our support of the 8 washington project, not only for the waterfront but for the entire city. they have extensive review it and appreciate how the changes to the design over the years have improved the project. we would ask you first to consider how well the eight washington project conforms to the plan, the city is a guiding land use document from the 1990's. this plan itself was the subject of public hearings and input. a couple of years ago, following objections, the planning department conducted yet another study that supports the basic design principles of this project. this site has most likely been analyzed, reviewed, and been the subject of more public hearings than any other in the city history. on the question of the proposed amendment for the zoning height, we are puzzled at why these should be controversial, given the location. the washington project would still only be a small fraction

we have been working with the city and the city's performance is an incredible asset to us. their ability to show that they are doing things in an unconventional way in terms of all hands on deck and marsh marshalling all the resources to have the environmental review done on a very aggressive schedule in a way that shows community engagement. those that are on deck is really a testimony to the city family's dedication to the effort. it is that type of performance that gives our donors the confidence it will be done in the san francisco way. >> [inaudible]. >> mike martin with the city office of economic and workforce development. good morning, thanks for coming in today. i want to follow up sort of the prior two speakers by saying a lot of our focus today was on taking a step outside of any specific step forward or announcement to give a preview of what is coming this fall. from our perspective i think we've started to see the pictures of what this event is coming together on the water and i think it really sort of symbolizes what we are feeling at the city in terms of putt

i worked at city hall for a few years. then lightning struck and was appointed as a member of the board of supervisors in august of 2004. i have been here ever since. the choice to live in san francisco was made for my family about five generations ago. we have been here a very long time. i could never imagine leaving. this is home. this is where i am raising my son and hope that he raises his children. >> what motivated you to get into politics? >> i attribute a lot of it to the jesuit credo to be men and women for others. there is the idea that the best way to service through the political process. i have a love for the law. i found a way to combine that with service through the political process. i have always been intrigued by it and the opportunity to present themselves well. >> where do you place yourself on the local political spectrum? >> i do not like labels like left or right. most people would call me in moderate. >> what did you learn campaigning for supervisor? was there anything that surprised you? >> in my f

so, in this new economy, when we are investing, like our city is, my commitment to the city is makingure we pay attention to infrastructure. we are going to do it right and make sure that our kids know, by fulfilling their educational goals, being exposed to a facility like this, where you are building our labor representatives with the curriculum that the school district has offered to work with the infrastructure agencies that we have just mentioned, we have a curriculum that will train them in the jobs to come. being able to pay attention to this overt -- capital structures of the city, our high school kids can be exposed and get the experience, whether it is automotive, engineering, architectural design. they will get that exposure here in the center with all of the participants. so i am excited about this because it blends so much of what i believed in, what we have been doing in the city. all of our facilities that we are building in the city, whether you look at the mission bay, the building's at hunters point, treasure island, a partner said, all of these projects, or the hosp

the city. and finally, i was thrust upon with the obligation to make sure that i selected a police chief, not a temporary police chief. a chief that will carry forth what i consider to be one of the most important things in this city, to secure the public safety of the great city of san francisco. i think i have done that, with the selection and now the appointment of the chief. so many people have come up to me and clearly you expected a chief who had spent 30 years in his life, but i did not realize how many people he has really known in every part of this community. they come up and they thank us for making that wonderful decision. you will see right off the that, if he will be a great partner to make sure our police force and all the public agency facilities work together and we produce a higher level of public safety in the new year. i set out for a number of these objectives to perform those things in the most non-political way and to give it my full, 150% attention. that means to not be

these are the busiest streets in the city. if you go to the streets with lots of car traffic, those areas are just popular. they don't seem as busy or successful. these are the streets that are thriving. whether they are doing it just with paint, some of them are simply paint, or if you are doing it with full separation, that is the way that we need to be moving on many of our streets. if we are to reach the 80-year- old, the grandparents, will need this kind of infrastructure. this is our goal. when these folks are not making a conscious choice. it is just about what is the best way to get the little guy to preschool. it is mindboggling at how the verse the number of users were. you don't have an image of bicyclist. you have an image of people, and sometimes they ride a bike. i hope we will learn a lot from that and steal it, but they are not shy about their love of bicycling. this is the 10,000 by a station in front of the central station and in the center of amsterdam. you see the amsterdam of the viking posters all over th

families living in residential hotels in the city and around the bay area. and families staying in cars and on the streets but there are currently 79 families in the city's full service system, and that is a long-term shelter where people have a room. there's food and service there. not the overnight shelter. in addition, there are 253 families on the waiting list waiting for shelter, an all-time high in san francisco. in 16 years, whenever see numbers that high. when we look to the national data with respect to homeless families, there is a few things we know. we know that they do not have higher levels of mental illness, substance abuse, or engagement what the child protective system when compared to other poor families. they simply have a housing problem. in its san francisco, the problem is related to a dearth of affordable housing, often coupled with lack of income. i want to make sure people understand that this is very different than a chronic thomas issue that we have dealt with in san francisco. supervisor avalos: i think the sure chronic lawlessnes

the retail heart of the city. we're here to let you know we thank this legislation is laudable, eliminating plastic and single use bags from the waste stream to protect the environment is a good goal. we support the charging for the check out bags as long as the money stays in the hands of the retailers. i was here however to propose some amendments. one which i understand has been taken care of in the amendments before you today. i was going to suggest that this favorite blue bag that gives rise to a great gift wouldn't look great a one-inch reusable language on it. so, glad to know that's out of the legislation. also wanted to propose that there might be an exception at the check out level for bulky items, such as bedding and garment bags. and finally would reckmeand that the effective date to begin would be january 2013 giving retailers the chance to use their existing inventory, re-design check out bags if they need to and find new suppliers the needed. thank you very much. >> good morning supervisors. i want
