[applause] we will only realize our true promise and potential when we serve the needs and aspirations of each and every one. i will tell you one of the ways that we can do that. we need to create a permanent source of revenue. for funding of production and housing in san francisco. creating a space that is livable for everyone at every end of the spectrum. but just low-income housing, but working-class housing. we must never let up on our efforts to fight homelessness, move people off of the streets and into supportive housing. we must continue to embrace innovative approaches to help families and individuals find permanent homes. so, this week that will direct the mayor's office of housing to convene a broad working group of housing advocates, city officials, developers, and community leaders to develop a measure that we can place on the november ballot to create a permanent housing trust fund. san francisco must remain a place. in moving the city forward. i agree with an approach that focuses less on a site issues and more on bringing people together to address the problems that we face. because there are simply too many conflicts and issues, including the creation of good paying jobs, which i think should be one of the top priorities, and i am sure it is a concern to many of the constituents in district 5. strategies to deal with changes in redevelopment and its impact to our city. improvements to public safety in district 5, and the exploration for obtaining more affordable middle, lower, income housing. these are the basic kinds of issues i want to tackle. with all of your help, i believe we can make the kinds of lasting impacts that will improve the daily life for all of us here in san francisco. finally, i want to conclude with a pledge to the residence in d- 5. i know you did not elect me, but i promise you i will work hard to earn your respect and trust. i am prepared to go that extra mile on your behalf to improve the neighborh

>> is kind of a savings account for the city of all of the city's money. as i said, most of the money comes from not the general fund, but a lot of it is bond proceeds. proceeds. the puc has a number of voters approved bonds that the issue to do things like finance the reconstruction of the hetch hetchy pipeline and other major projects they're doing. as the issue this bonds, received bond proceeds, that money needs to be invested somewhere while it waits for it to be spent on the construction costs. and so they put those into the county pool. we invest those bond funds. similarly, the airport has had an may currently have similar types of projects. city college and the unified school district and the city and county of san francisco. the majority of the money as the types of funds. as i said city and county general fund monies in there as well. those will invest as i described on to the criteria -- under the criteria set by state law. liquidity and yield. safety -- the safety goals dear's us toward the direction of having almost all of our investments be

city government was changing. the constituents in the city and county are very savvy, savvy computer users. san francisco is a gateway to silicon valley. for the constituents within the city and kept -- so the constituents demand more change, more availability, more accessibility. so while the public sector is renowned for being slow and moving slow, slow to adopt the change and slow to implement change, the constituents of the city and county of san francisco demanded more. we had to be able to deliver services in a speedier manner and more cost effective manner, while still embracing many of the legacy systems and staff and processes throughout the city. san francisco is a very unique city in terms of we embrace history. we embrace legacy. we embrace our cable cars. we embrace our wonderful victorians that we have here, our history is very important to us, that legacy. but we also do a complete 180. we have awareness of technology. so many technological advantages started here. we have to embrace that as a city.

they love this city, too. last friday i joined the team at code for america to bring hack culture into city government. for the first time, you will see hackatohns at city hall, where we will engage some of the world's most innovative minds. from transit to better service delivery for residents, we must innovate our way to solutions. [applause] in doing so, we must always make sure that we innovate for everyone. whether you speak english, chinese, spanish, or all three. whether you are young, old, or have a disability, this is san francisco. true technological innovation must leave no one behind. [applause] the need to innovate and take responsibility for our own fate is nowhere more evident than in the challenges that we face with the elimination of our redevelopment agencies by the state. let's be candid. the legacy of redevelopment in other parts of the state, even our own city, is far from perfect. in recent years, we have leverage the power to build more than 11,000 units of affordable housing, create a g

we did this in other cities in the u.s. and we will be in that other big california city, los angeles, in a few other days. thursday, and -- thursday and friday. and i was convinced quite easily about the use to have these kind of work shops in l.a. but i thought san francisco, there's so much going on already. we had leah and for almost nine months in amsterdam and chairman david chiu and others for a week. and there is such great organization here and there are so many ideas. there are so many professional little here already about bike infrastructure and the future of biking. but it will come down to implementation and it's perhaps a bit like riding the wiggle. you have to push hard and hopefully we might be a sort of additional support, a sort of small electricity motor for you to push your -- up that hill. and it will come down to implementation and leadership and it's great to have a sort of down to earth approach during these two days. working in teams on i think three important places in town. market, mid market. th

welcome to city hall, everyone.pleasure to welcome all of you here to the seventh annual philippine-american celebration heritage month. counsel general, thank you. mayer brown, thank you very much. i know you are out there somewhere. board president, thank you for being here as well. i am is so happy, because we have a lot of things to celebrate. and i want to first and foremost thank one of the people that i have had a chance to work with, and i think she is a proud member of the filipino-american community here in san francisco, and that has been my chief adviser on families, children, education, and of course she is the president of our school board. hydra mendoza, thank you. thank you for being here. [applause] you know, as we celebrate filipino history month, we recognize the filipino history that is inextricably a part of our city's history. and during the historic struggle that we kept seniors -- remember those years where we stood on an alliance to protect our senior residence of the international hotel. we

the city. i took advantage of our staff. i went to the president of the u.s. conference of mayors and said, "since we are innovating in san francisco, why not allow us an audience with the rest of the mayors across the country? could we create a task force?" they said absolutely. i get to head the task force for the u.s. congress of mayors. when you innovate, and i talk to you about what you are doing, and get to present those on an annual basis to the rest of the mayors. if you are going to win tonight, that is the list i am going to start working from. i will then give you a national audience, so that if, by chance, your innovation would not only have the attraction of san francisco, but might have the attraction of several other mayors, the great merits of all the other cities -- that is the first, and i will be excited to introduce that on a daily basis, when we start the first task force with the u.s. conference of mayors. we are already working on this year. i want to tonight announce an

that being said, when i came into city hall, i was shocked at the fact we are a city with a proximity to silicon valley, yet, while we spend $200 million a year in i.t., we have had seven disparate e-mail systems, three dozen data centers, and winnie the consolidation in technology, but even more importantly, we were not part is in the best and brightest minds here in san francisco. over the past year, i have attended a number of hack-a- thons, and was impressed about the ideas of how to fix muni, making our commercial buildings greener, using vacant spaces, figuring out how to catch cabs. in the last couple of months, i figured out how we can legislate this as part of san francisco. mayor lee had a better idea, which was to partner with code of america to utilize the non- profit and private sector to come together with entrepreneurial minds. i want to figure from conaway for your leadership, not only helping to cede some of the greatest part we have here in the city, and working with a community that wants to work with the government. we have talked about in gauging the technology co

. >> this is half a block away from city hall. one of the mandates that we put in place as we started to procure trade packages roughly about one year time, we were procuring trade packages, essentially sub-contracts. at the time, we made it a mandate that was really drove the dow that they have to me that role. a lot of the sub-contractors took it to heart and a lot of outreach, the town halls at the library and get the word out. we were able to achieve a 40% local higher. supervisor avalos: that is great to hear. the 50% was the goal under the previous program. the new program is currently 20% by march 25, who you are well over it. that is great to hear, i want to thank you for making that happen. one of the things the new ordinance requires is that we accomplish our goals by trade. i have some material that doesn't have been broken down by trade. i am sure there is fluctuation there, but can you talk about how we are hitting our numbers? carpenters, electrical workers, more? >> i cannot do that here because i can get that infor

city departments, yourselves and others on the board of supervisors. proud to also recognize that we have been partnering with, as you mentioned, the california investment coalition as well as the green mining institute pulling together these socially responsible criteria. to that point specifically, we are going to include a questionnaire, a set of questions that will ask each leading financial institution to share with us information with regard to these specific points. what kinds of employees they have in the city, what kind of branches they have, where they are located. what the participation has been in modification programs. what they have experienced in the way of bank foreclosures. what kind of crime and some prime lending. what

let's concentrate the people within your city. -- on the people within your city. >> good afternoon, supervisors. the evening. i work at the community -- as a community organizer. we are part of the coalition for community housing organization. i served a single room occupancy -- the single room occupancy population. they learn to live with the least amount of resources. this is an extreme low and come population. 0-30% ami. without affordable housing they face afford -- homelessness. we're talking about middle income housing and we have heard great reports from the city departments and i am grateful for that. i am here to tell you one thing and that is housing. we have done a lot of outrage and we have gone to hundreds of stores -- outrage. we have gone to hundreds of doors. what we found is 67% of sro tenants have identified a need for identified -- affordable housing. now i wonder why do these people who already have a roof over their head think more housing is needed for these different populations? it is because maybe they know. right now they have a home that is not with a kitc

[applause] my number one commitment to this incredible city was -- by the way, it is my city by choice. i know mario of you are proud for being born here, but i tell people i am an american by choice, and there is something to be said about that. and i am a san franciscan by choice. my wife and i love the city like no other. i have great memories of los angeles, will always be a part of the scene and city, but this is our home, this is where we are going to be. my number one commitment to make this city safe, that i would venture to work every day to reduce violent clark -- cries by aggressively prosecuting those accused of the most heinous crimes. murder, rape, and others. violence in civilizations are both in conflict. i will not tolerate a justice system that moves too slowly or not at all when someone dangerous is before us. since taking the helm in january, after someone that i have a great deal of respect for, tremendous work for their office, who has struggled for many years, without any technology, and with a tremendous amount of internal problems, i wanted to make sure that i

attacks on new york city.o you believe that is part and parcel of what the new york nypd has done and the kinds of practices that you have initiated? >> sure. i think we are an integral part of that. new york is the top terrorist target in this country. no question about it. terrorism is theatre, new york is the biggest stage that there is. we have had 14 attempts, plots against the city since september 11th of 2001, and through a combination of good work by and with our federal partners, good work by new york city police officers, and luck we have not been attacked. they have not been successful. but that is as a result, i think of our increased vigilance and a lot of things that we have done to protect the city and i think that is pretty much the consensus of the intelligence community, one, that we are the number one target and 2, that we have done an awful lot to deter, dissuade, prevent terrorist attacks. >> rose: there is also the question of surveillance, and surveillance of groups that are engaged in p

, a successful city, a city that knows how to come out of this economic challenge in a solid whey. we need your help to do that. i look forward to seeing you in city hall, not just in the rotunda, but when we have internship programs. by the way, when you go to college, make sure you applied to city hall and all of our 60 departments. you can get an internship at the public utilities commission, health department, department of the environment. there are a host of departments that offer internship programs. while you are of studying in college, in the summertime, even during the year, you can be an intern and learn even more about how the government works. then you can think about a career, whether in the public or private sector, there will be good choices in front of you if you are focused. now we can start with identifying all of you won this year's fellowship award. you are on your way to very good foundation. departments, all city commissions, all city employees, all city officers. that is in the law itself. with respect to most other employees of other departments, for instance, employee with the ethics commission, the one-year ban would only apply to communications with the ethics commission to influence a governmental decision. but there is an exception carved out for the mayor, for the members of the board of supervisors and also for the legislative aides of the supervisors so it is in the law itself that the one-year ban applies to communications with all city departments. commissioner liu: thank you. chairperson hur: any further questions for mr. selna? >> just a comment. my feeling is that you're presenting us with a problem that doesn't yet exist as the previous commissioner mentioned. this is all hypothetical. this legislation is not intended to prevent you from gaining employment and as someone who spent many, many years as a public affairs professional with many companies, there's no reason to think that you can't find a public affairs position and th

the unemployment rate in our city was 9.5%. our city was faced with about $380 million deficit, and we were struggling with how to meet a rising and increased cost in our pension and health-care obligations. a year later, our city has come together to tackle pension reform and balance the budget. most importantly, we put people back to work. in the last 12 months, we have created jobs for more than 17,300 san franciscans, bringing our unemployment rate to 7.6%. that is the third lowest behind marin county and san mateo, but i will tell you this -- as i study marin county and san detail, you know, they have got that wine up there in marin county. i think we consume the most of it. and in san mateo, i notice we have got a big airport there that is bustling. we have a lot of contributions to the other two lowest unemployment rates. and just yesterday, our city controller's report give is more positive news about our economy. with revenues of about $129 million greater than expected and projected in the first six months of our fisc
