of city wide needs. partially disagree. while few departments say their needs should trump city wide concerns bureaucratic turf has created this culture and not promote cooperation. finding number 26. the cooperative attitude among departments and dt previously founded by earlier civil grand jury has faded and what i have said to that i would actually disagree with that. i think in the last few years there has been improvement and cooperation between departments but still a good chance to achieve. i will say partially disagree. finding number 27, a department first perspective, not the city wide perspective, intended in the administrative code has resulted in lack of coordination and communication between the departments and for this i would state agreed. the fact that these projects have taken so long to take forward is the attitude that perminates city agencies. next i also agree and it's difficult to move departments in the same direction. 29, department heads and cio's don't grant the authority for t

us some analytics on how people move around cities and how vehicles drive around cities. so, currently we have 16 neighborhoods -- 18 neighborhoods covered in san francisco, and we get real-time data back that shows exactly how many people go by some of the busiest areas in san francisco. so, you can see here san francisco, on average total, i think we had 150 people cross our sensors on average for every sensor. in case you want to go into time density. so, we end up getting these really, really great visualizations of the busiest times and the least busiest times of people moving around san francisco. you want to go down into union square? you can see the data changes dramatically when we change the neighborhood. and just illustrates how different every neighborhood in san francisco really is. we're announcing today that we're providing some of this data to the city as a kind of public service to help the citizens here figure out how many people walk around their neighborhood. but mostly it's to help public service, like the fire department, the police department, the m

here we have data from the city. we also have data from private data sources that read -- not going to mess with it. there's one of the variables now, the bottom you see there is median household income. we're pulling in all these different data sources, creating a beautiful visualization to tell a story at the neighborv level of how the city is growing. and some of the things you're seeing on the map here are a pipeline of information about both residential permits over the past decade or so, how has the city allocated permits throughout different neighborhoods in the city. and some of the other things you're seeing on the map is the approved businesses, the businesses are currently doing business in the city. one of the things we said once we started visualizing on the map the slow and more rapid growth of residential -- residential property in soma and then in 2011 you just saw obviously a huge residential boom in the downtown area. so, we've just actually -- we're a company in southern california. we just relocat

we now have over 40 cities that have joined us. in 2011 we partnered with gray area foundation on a series of hack-a-thons, 10,000 attendees, and created nearly 30 applications all being powered by open data. now in 2012 we have our legislation that you heard about. as you heard, we announced the chief data officer. we have a network of open data coordinators within each agency. and these coordinators, their primary responsibility is to provide insight, is to provide transparency into the data sets that they manage. and that's really important. we want to make sure that you guys have a clear understanding in our community about the data that we manage so you can tell us where we should be going next in terms of opening up our data sets. we also are doing some structural changes so that open data is really the default position for our city. we're making sure that data belongs to our city, not the vendor. and second, we're making sure that any software that we buy or build hatx a public api or some equivalent. we don't want to be hel

and letting people enjoy the city. so, part of the job of the captains is develop enforcement plans. we're also looking at the major corridors throughout the city. market street corridor which has some of the highest intersection incidents, the van ness avenue corridor, 19th avenue corridor, we've worked to identify what these hot spots are and put the officers in those spots to do enforcement. then we work in the schools and through the community groups and through the captains newsletters to talk to people about sensible driving and about paying attention as they're walking and moving through the city. if we could ask anything of the walking public, we're all in love with our little devices now. i'm addicted to mine. but as we walk, we need to be mindful of where we're walking and we need to be looking up and paying attention. our most -- we're most vulnerable when we are walking and we're not looking. so, please, i know it's a busy time of year. it's the holidays. we all have a lot of things on our minds and we're t

[applause] >> thank you. i think we will also year from supervisors got -- supervisor scott wiener. >> this turnout's shows how significant this is to the future of the city. we were with a smaller group earlier. i will stress that san francisco is a city with a dichotomy going on. in many ways, we are a cutting edge city in terms of technology, food, transportation, there are all sorts of things where we are ahead of the curve. we attract a lot of people like you who are forward-thinking and want to do things in a different and more innovative way. we're also a really old school city. the change is challenging. david and i talk about this a lot. we're trying to do things differently. we get a lot of reflexive push back, whether you are talking about cars sharing on streets, or changing zoning to create new housing to make the city more affordable and inclusive. you have those kinds of di

hurwitz: currently, city tunnel 1 and city tunnel number 2 would be feeding each half of the city. so you'd lose half the city if you didn't have a replacement. narrator: without half of its water supply, the city would shut down. for nearly 40 years, new york has been in the process of constructing a solution. man: this project is water tunnel number 3. we started on this project in 1969. i'm a sandhog. i've been a sandhog for 37 years. narrator: sandhogs are the men of local 147, who work deep below the city. they began building the infrastructure of new york in 1872. from the subways to the sewers, the water tunnels to the highway tunnels, new york city thrives because of their work. ryan: you got one little hole in the ground, and nobody knows we're here. see the empire state building, right. that's 1,000 feet. so you figure, you go down 1,000. how high that is -- that's how far we go down. narrator: stretching more than 60 miles under the city, tunnel 3 is taking generations of workers to complete. ryan: i don't even want to imagine what my father had to go through. when we fi

one thing the city of san francisco or big cities or federal, right, the other smaller cities, smaller cities have smaller budgets. having a structure to support all this open data takes a lot of money. so, when these small cities are thinking about this, they should think about a way of somehow equalizing because they are putting into having these open data team, right? so, what does make sense? this is kind of an open question to get your point of view. >> do you want to take that, shannon? >> i think that there is actually quite ah few examples. we can probably talk to this more with smaller cities that are making open data efforts. but what i would say is that it's proven more than the value of the investment. the return that we've gotten just by opening up the data has actually given back more. so, that would be my short answer to it, but i think you probably have more experience working directly with some of the cities. >> so, i grew up in a small city so i care about small cities a lot, 15,000 people, southern illinois. i'm a card nastionv fan. -- cardinals fan. i should say tha

he is very familiar with the incredible work that spur does with the city, because of his work as a city administrativor,a lot of us from his vantage point of the mayor's office. i would like to recognize the department heads and elected officials. i know i've seen some of you here. thank you for coming out to support the fund workover our city employees. it is a privilege to me in particular to be here because i have had the opportunity for the last several years to be on the selection committee for the good government awards. it is really a treat. as a human-resources director, i get a lot of bad news. some of that gets in the newspaper. with all due respect to our brethren in the press, it's always a good story to write about bad behavior that may happen in a city department or that a public employee may have engaged in. we are the largest employer in san francisco. it is only natural as some of that bad behavior may fall on our doorsteps. it is refreshing to see some of the wonderful work people are doing, who really personify the ethos of san francisco. i want to celebrate that. on

we want the public to be able to enjoy this beautiful city. and, so, what each of the district station captains have been tasked with is developing targeted enforcement and education for their five areas of highest incidents. this means enforcing what we see as the five highest primary collision factors. red light violations, stop sign violations, pedestrian right-of-way violations, turning violations, and basic speed. we're asking the general public as we move -- as the captains move out with their education program, slow down, pay attention, and obey the rules of the road. those three things will save lives. and that's really what this is all about, is saving lives. and letting people enjoy the city. so, part of the job of the captains is develop enforcement ans. we're also looking at the major corridors throughout the city. market street corridor which has some of the highest intersection incidents, the van ness avenue corridor, 19th avenue corridor, we've worked to identify what these hot spots are and put the officers in those spots to do

you can get quinces of the western side of the city through -- glimpes of the western side of city throughhick trees. the lake is ada accessible. it has a peaceful atmosphere where you can enjoy a warm day. walk along the lake and watched many ducks, and swans, and seagulls. it is a tranquil spot to stroll, enjoy each other's company, and sail away. many couples come here to take a ride around the lake, floating under the bridges, past the pavilion and waterfall. for a quiet getaway, it makes for a memorable and magical experience. located on 19th avenue, this grove is the place to wear your hiking boots, bring your family, and bring the dog because it has so much to offer you and your loved ones. it is a truly hidden gem in the city. the part is rich with eucalyptus trees. long paths allow you to meander, perfect for dog walking in a wooded environment. >> i enjoy this base and the history behind it. the diversity that exists in such an urban city, the concrete, the streets, cars, we have this oasis of a natural environment. it reminds us of what san francisco initially was. >> this is a

city of london the rest of london isn't a city and its role is to basically lobby for the city but the thing is the city's been taken over by financial interests and banks so the corporations actual role has become to lobby nationally regionally internationally for the banks located in the city of london in the financial interests that it bought is the title of the documentary is secret city what's a secret about what it does i think in the first instance very very few people in london and certainly elsewhere in the country know about the corporation of london if i heard about the corporation of london they might have heard of the words the city of london but usually in the context of an economic reports that kind of flags it means a district within the city of london but it's actually a city and when you've got a city that people don't actually know about it's secretive ok the corporation of london itself is in many respects avoids freedom of information for example it's not publicly accountable in any other institution so secrecy is in its very nature what the formula if the city of

and that's what new york city did. they first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a year's supply -- over 580 billion gallons of water. almost all of the system is fed by gravity, without the use of energy-consuming pumps. valves open to regulate the flow into the 85-mile-long delaware aqueduct -- the longest tunnel in the world. at hillview reservoir... the water is partitioned into another giant tunnel system. where it travels deep below manhattan. the pressure built u

i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to

city tunnel 2 had two parallel valves. city tunnel 3 has 32, so there's much more redundancy. lloyd: we're targeting a completion date of 2012 for tunnel 3. and we already are starting to prepare to take tunnel 1 offline. narrator: the construction of tunnel 3 is vital for maintaining the sustainability of new york's drinking water infrastructure. but the pipeline is useless if there's not a reliable supply of clean water within it. hurwitz: the city bought up land around the reservoirs to prevent it from development. it provides assistance to local residents to see that there's no pollution of the reservoirs. it's much more cost effective to prevent pollution and to protect a source of water than to remove it at the drinking water treatment plant. lloyd: what epa said to us was, "you can have an exemption from filtration "if you keep this undeveloped, "and if you can manage the wastewater so that it does not pollute your water supply." and we feel that we've reached the point where we can really keep it clean enough to drink unfiltered for the indefinite future. and new york

that is the fun we have in our great city. we are a large city. i get to talk and write about the things we're doing, and i want you to know that the internment -- and permit, our commitment to greening are parts of what we're here to do because of the advocacy that you do across the country, keep of that work, keep reminding mayors like me and everybody else we have an obligation to take the greening ideas and put them into the urban setting. give our kids the chance to get dirty with their hands, but watch things grow as they grow. this is the only way i know how to run the city. i have worked in this alleyways for many years. worked in the dirtiest smelling streets of our city. i come out loving our people even greater. whenever graffiti we have is our challenge. whenever illegal dumping that goes on. it is the ability to excite and organize our communities around these issues that bring out the best of all of us. the investment in our neighborhoods is one of my number one priorities as the mayor of the city. and to have example after example o

i guess we are calling it developing an aging-friendly city. we are also looking at how to support senior services and unique neighborhood by neighborhood programs called aging in place or village models that allow people who are older or seniors getting older to be able to support each other and to stay in their homes and communities longer so they can be contributed to the community as long as possible as opposed to institutionalizing them, which costs quite a bit more. so i'm looking with senior group's ideas of how to create more aging in place programs neighborhood by neighborhood as well, but i think those are the key issues. i am also, kind of as the father of a 10-year-old -- i have anxiety like other parents right now as we apply for a middle schools for my daughter. as a member of the school board for eight years, i know that a strong school system and strong schools in the richmond is key. but also, i serve on the first five commission. each county has a commission that oversees money that supports children, and toddlers, and infants
