city college of san francisco. i'd like to thank you for holding this hearing today. first of all, i want to let you know my dad attended college city college of san francisco in 1951. it was because of city college he was able to learn english, find a union job and support his family. if it wasn't for city college of san francisco, i don't know where i'd be right now. but i am a counselor with my advance degree so i am city college. the other -- i wasn't planning on speaking today, but i really wanted to get up here and share with you something that i found very distressful. i think it was like the second semester when our interim chancellor was at our college. it was a staff development day and all of us were called in to a huge auditorium and we had a speaker that sang the praises of university of phoenix. and we were told that we needed to offer more classes like them, online classes, putting more students so we could offer -- we serve more students by offering online classes. so, although that might be appropr

city college is a staple of education within the city. we don't only want to see city college saved. we want to see city college improved. we want to see city college addressing some of the historic issues of racial inequity, the achievement gap for students of color, especially african-american students, the amount of time that it takes students to graduate when they get into city college. so, we were really would like to see you take leadership in bringing the community together to build more support around saving city college, while most definitely including the fact we need to strive to improve the situations at city college that aren't working for students to make them successful. there's a lot of pressure to have a narrative that doesn't include equity and i want to most definitely make sure that as we continue to speak about this that we talk about equity. we put students at the center of the conversation and really make sure that it's guided by what's going to make sure students get the most out of their education at city college.

city college of san francisco. as a student i've been part of this city college for two years. i just recently finished all my studies last semester. but, you know, like a lot of things are happening here, you know, there are a lot of problems in city college like we have bathrooms that haven't been fixed. we have -- [speaker not understood]. we also have a lot of resistance in terms like a couple years ago we had our resource center being requested by undocumented students and, you know, it was really sad to walk in the halls and see people that weren't smiling at me really hurt, a lot of hypocracy. because at that point at that moment, those people were the ones that were accessing the [speaker not understood] resource center and now they are like here trying -- because they're losing their jobs, saying that you know, they're advocating for students of color when at that point they weren't advocating for it. the second point is at that moment to [speaker not understood] we were fighting for entrance for low-incom

it also means from the city side how do you have a recovery plan so the future of the city is there soayments will continue to be made. >> james, there are a lot of bad things going on in the city of detroit right for everybody. it's a city where 40% of the street lights have been turned off to save money. emergency services, if you call 911 it takes about 58 minutes on average to get a police car ambulance. in the average city it's 10 or 11 minutes. at this point what do you think is going to hurt more overall in detroit, additional cuts to the pensions or additional cuts to city services? >> well, well no one is happy about what is going on. not the employees, not the residents and certainly not the state. they don't want to be running the city in bankruptcy. they've deferred their mismanagement problem for so long, but you can improve city services while lowering costs. now they've deferred, they've gone into so much debt there are likely going to be cuts coming, but for the first time in a long time i think people are hopeful about detroit's turn around. >> david, are you hopeful?

college if saving city college means having a city college that no longer looks like what city college has been. so, supervisor avalos talked about the language programs. it's the adult education classes, the job training programs, the work force development initiatives. it's the second chance programs for formerly incarcerated youth. it is the bet van center that helps so many vets not only get training, get jobs. it's the guardian scholars programs that serves former foster care students with academic and nonacademic support. it's the programs addressing senior help. it's helping students transfer to four-year colleges. it's preserving lower cost higher education can which is -- city college is the only way that so many low-income folks can go to college. it's maintaining the special community-based campuses like mission campus in my district that serves 8500 students, 70% of whom are immigrants. i do think that we need to continue these hearings and i will end with this, that my hope and what i would like to do as the district 9 supervisor is at the next hearing that we have -- and

why did you choose to stay in the city >> i love the city. i'm very passionate about the city.on to focus on children and the families. i keep on asking the same question when i was younger why would i want to focus my efforts in san francisco. are there other places in the world where i could make a difference. i'm talking about the late 50s and 60s. there was at that time, a lot of population coming in from china. it was an opportunity for me to help people that were struggling in awe second amendment and getting used to things over here. >> what motivated you to get involved in politics. >> part of my motivation i guess you have to look at where i started. i as i mentioned he earlier i wanted to help people and at the time it was children and family. after many, many years of serving people i realized in providing services that somehow, i have to impact the decision-makers so i started advocating on issues i cared about. i was somewhat effective and wouldn't it be nice if i could do something different i ran an organization for 20 years. i felt i needed to grow as much as th

one thing the city of san francisco or big cities or federal, right, the other smaller cities, smaller cities have smaller budgets. having a structure to support all this open data takes a lot of money. so, when these small cities are thinking about this, they should think about a way of somehow equalizing because they are putting into having these open data team, right? so, what does make sense? this is kind of an open question to get your point of view. >> do you want to take that, shannon? >> i think that there is actually quite ah few examples. we can probably talk to this more with smaller cities that are making open data efforts. but what i would say is that it's proven more than the value of the investment. the return that we've gotten just by opening up the data has actually given back more. so, that would be my short answer to it, but i think you probably have more experience working directly with some of the cities. >> so, i grew up in a small city so i care about small cities a lot, 15,000 people, southern illinois. i'm a card nastionv fan. -- cardinals fan. i should say tha

we have corridors of our city yet to be connected up so that when anybody comes in to the city, whether they're visiting from another state or whether they're from another country, they'll know that this city reflects the innovative spirit when they arrive at the airport, when they arrive at the port or they arrive on muni. they'll know we're all connected up. so, again, i want to say thank you to supervisor farrell and his staff for shepherding this, for all the departments that have worked collaboratively with google and our sf city, our citizens initiative for technology and innovation. they are an incredibro o people. and, by the way, i've been told now they sport 600 members and they're still growing. i wouldn't be surprised that they will now comprise the majority of the over 1800 technology firms that exist in san francisco. and they want to do more and they want to join all of our neighborhoods to do more to improve life in our city for everybody. so, thank you to everyone on this wonderful effort. now, may i present to you the host for district 11 and someone who we were commen

[speaker not understood]. and kabin baras. okay. >>> hello, thank you very much for having this meeting. we really need it. my name is holman turner, i'm a professional photographer. i also teach at city college. i've done that for the past 17 years. so, ~ somehow i fell in love with students and they fell in love with me. and for months i've been walking around as if this was something surreal, that we could actually be thinking about shutting down city college. for months i kept asking myself if the accreditation firm that is seeking to close city college is so interested in the quality of their education, how could they possibly even consider putting 85,000 of them out on the street? the answe

we now have over 40 cities that have joined us. in 2011 we partnered with gray area foundation on a series of hack-a-thons, 10,000 attendees, and created nearly 30 applications all being powered by open data. now in 2012 we have our legislation that you heard about. as you heard, we announced the chief data officer. we have a network of open data coordinators within each agency. and these coordinators, their primary responsibility is to provide insight, is to provide transparency into the data sets that they manage. and that's really important. we want to make sure that you guys have a clear understanding in our community about the data that we manage so you can tell us where we should be going next in terms of opening up our data sets. we also are doing some structural changes so that open data is really the default position for our city. we're making sure that data belongs to our city, not the vendor. and second, we're making sure that any software that we buy or build hatx a public api or some equivalent. we don't want to be hel

taken as a city * . i was proud in 2010 to help move forward legislation to really bring together city departments to work in a coordinated way with our committee on information technology. to help create a chief information officer position for the city. i was also proud to work with then mayor newsome in passing the first generation of open data legislation that we have. but as our civil grand jury in june pointed out, our i-t in san francisco is still in need of a culture shock. and this is wherl of us come in today. we have 200 data sets that have already been put out there, but by and large the data sets put out by city government are data sets that i think show us in a very positive way. from my perspective, it's important for us to keep on pushing data sets that allow us to deal with the sometimes imperfections in city government. to figure it out, where it is we need to take risks, we are we can be more entrepreneurial, where we can be more transparent and frank little more accountable to all of

city college outside the jail system. and when the sheriff and/or anybody tries to nurture relationships, i think it's really critical that we don't squander those opportunities so that we foster what i think is on all of our minds, and that is how cost prohibitive san francisco is becoming. but think about those that struggle just to maintain access to city college, what it's like exponentially for people who are formerly incarcerated that then want to go to the next step. they're not going to be able to afford sf state most likely or the private universities. so, the only access they'll have is city college. and if we remain true in our commitment and our goal that we really want to do everything we can to tackle recidivism, then city college in my opinion is the strategy where that next step has frankly been denied so far. so, i look forward to working with certainly the city college community, the board of supervisors, and i think it's time the criminal justice system be more vocal in this discussion of us vigorously

and i thank you for your assistance and the city's for supporting city college. thank you. >> thank you. >> thank you. >> good morning, supervisors. i'm hydra mendoza, mayor lee's education [speaker not understood] advisor. thank you for having me in the committee. i was asked to give you an update on the involvement of the mayor and what we've been doing in support of city college. so, there absolutely no question the value of city college and many of us attended and many of us continue to support the work that they're doing. the mayor has not been asked -- in regards to his involvement, a lot of the work that we've been doing has been part much behind the scenes, offering up services that come from staff mostly. ~ absent and making sure that they have what's available in terms of our resources. and, so, we've been really focused on making sure that our students and our families continue to go to a high-quality educational institution that will not only bring them to higher education, but work force development. so, the mayor has provided several key staff membe

and importantly, it will cost the city nothing. the city won't have to buy the land. it won't have to build the infrastructure. and it will not have to pay the city upkeep going forward. emerald park will be a unique arrangement between the san francisco parks alliance and emerald fund. with an agreement known as the conservation easement that will ensure that forever this remains the public open space. and emerald fund by this agreement will forever give up its right to develop this land. park alliance will be a steward to make sure this remains a public open space. i moved to san francisco 16 years ago. i met my lovely wife here. we had both of our children here. and we used to live right in this building right behind us for many years. and i can tell you from firsthand experience there are very few parks around here, very few parks for children to run around in. and that's why saline and i decided to make this gift. when all these buildings we talk about are complete, there will be thousands of new families around here, thousands. and this park is needed now and wi

in other cities we filled requests. this is an example of the media and i didn't put the local journalism. they're national and international media sources. this is a short list of the cities that have started parklets of their own and you can see international cities like cape town where i was born. that is a photo of a cape town parklet. these are international cities and we get calls from others to start a program. >> actually supervisor wiener and i saw one in mexico and it's amazing one. >> we will add it to the list. there is a lot of curiosity within academia and journalism and the design profession about this program. i would say a few times a month we get a call from a grad student or city official that wants to start a program and to research the spaces. in san francisco where other cities have pilots up and running and even new york and l.a. and up for a while and there are 40 on the ground in san francisco. we have 15 or so that are pretty close and we are moving another 35 or so parklets forward. some won't
