cities. yellow lights and quick money that makes it hard to stop more than one. >> i'm talking tonight about two subjects that may not seem to belong in the same discussion. one is the number of people killed or injured in traffic accidents in american cities. the other is the lawrnlg budget large budgets shortfalls in those cities including chicago. red light cameras you know what i'm talking about cameras that take photos of drivers running red lights. tickets that can cost drivers between $$50 and nearly $500, drivers desire to avoid those tickets cause crashes. independent research shows a 13 to 29% reduction in injury related crashes at intersections that have red light cameras. now the insurance institute is funded by auto insurance companies and in california and arizona, insurers can raise premiums on violation points, that's a potential conflict of interest. critics will tell you many of the cameras are not marked, that means drivers don't know they are there and that would argue the

but the city says statistics prove otherwise. it's data shows 82- crashes around the s- curve two years before the cameras to just 59 crashes two years after the cameras went up. but the iowa d-o-t looked at a larger data set - going back six years before the cameras and three years much different story "and at that location the total number of crashes was essentially the same on an annual basis averaging about thirty two crashes per year in that stretch. so really nothing changed in the totbl number of crashes." "based on our fufuher evaluation, it's really hard to say the cameras made a significant difference." we asked the both the city and police to comment on the cameras but they declined because of the pending lawsuitit all of the revevue from the cameras goes to the police department's budget. accounting for 14-percent of the department's budget. gent says the d-o-t guidelines are meant to have an independent assessment of traffic cameras to make sure that money isn't the driving force behind the "it's so critically import

and we have statistics, and they are the city -- based on the city's information, that demonstrate thiss a system that is largely dedicated to not connecting the dots, to not knowing things is within the city's power to know about fundamental human rights violations against citizens. the consequence of that, you know, you cited before 97% of ofplaints ending in findings not sustained, which is a kind of a shrug. we can figure out what happened. and among the small number of sustained complaints come it is an event has a bowl number that actually -- incontestable number that gets any meaningful discipline. with these statistics we have amassed and have made public reflect, it is kind of a portrait of if unity. it means those officers -- and it is not a few bad apples, as sometimes said, it is still a significant number of officers and they're not evenly distributed through the city, they are in some neighborhoods and not others, but it is still a relatively small subset of the department is responsible for the lions share of abuse. but in a dysfunctional system where they have the kind o
