the city. and also is the dominant share of jobs in other areas of the city. most of the large employers are either in downtown or are major institutions, hospitals, universities and a few areas. in most of city, the job opportunities are small businesses. and the city isn't set up or planned for people to meet their retail entertainment shopping needs in the local neighborhood. you can't get to the mall without small businesses in the neighborhoods. people talk in the real estate world talk about why people love san francisco and tourists talk about why they love san francisco. it's the neighborhood. small businesses are vital to the experiences that residents and visitors value. if you don't have that, you don't have willingness to pay for housing and construction workers and the tourism draw. it connects to really every dynamic, every part of the city's economy. you can't be attracted to tech workers who have to decide if you want to live in new york or london or barcelona or san francisco.

] -- the city of san francisco is one of the largest customers in the city. there are 9 million enrollees across california and hundreds of thousands across the bay area. we need to know if we are getting what we paid for. this has only worsened the health crisis. depression and suicidal incidents are on the rise. this has led to millions of broken families. no one should suffer from back of care, especially after they paid for that care with the promise of access. the 9 million enrollees deserve better. in 2020 we know there was a $6.4 billion profit and is estimate to have $39 billion in reserve. as reported by patients and clinicians, members of the national union, this is plagued by long waits and staffing shortages. we know we all can do better, kaiser can do better in san francisco and in california. the city and county of san francisco need to ensure our buying power to ensure that kaiser lives up to their slogan and make sure we all thrive under their care and not just those watching the bottom line. therefore, as the supervisor member of the health s

cities who are committed to this work. cities are struggling with the challenges, including the global pandemic, climate change and a legacy of centuries of inequitable policymaking but we have the opportunity to recover and rebuild in a more just, resilient and sustainable way. we need the support of the federal government now to overcome barriers, resource innovation and scale solutions. our changing climate exacerbates pre-existing challenges and creates new risks for every city in the united states. madison is facing warmer summers, more precipitation and more stream storms among other impacts. warmer summers create dangerous urban heat violence impacts. heat is the leading cause of weather-related debts. we saw a 47% increase in heat related emergency room visits between 2010 and 2014. by midcentury, we expect the number of extremely hot days to triple in the number of extremely hot nights to quadruple. many older rental buildings in wisconsin lack air conditioning. they have poor insulation and a soap in heat through

when you look at it city by city san francisco is leading that trend. in percentage terms. san francisco office sublease space has increased by 30 percent. this phenomenon is is particularly pronounced in san francisco. i don't think we know all the reasons why. san francisco has more tech workers in their office space than any other city. tech workers as i mentioned are powerful enough to work from home, privileged enough and their employees are listening to them. we're seeing in san francisco the biggest drops in asking rent. when you see more office space, it's not surprising that rents are dropping. it's pretty mild after the.com crash. we have an awful lot of vacancy. san francisco is already seeing 15 percent drops in rent. i don't think we've seen straiblization of that yet. the last point i will close on is to remind the committee that the tech sector doesn't just effect tech workers or finance. it effects industries because when they are downtown restaurants an other retailers can be a major source of customers. this is a source showing how sales tax have changed a

this applies city wide. it's a great example of city family coordination. four city agencies that touch this program. we'll really reviewing the water savings and providing technological support. making sure that a pipe carrying drinking water doesn't connect with a pipe connecting and caring gray water. here are examples of businesses that have implemented these systems. some really great projects that are reusing water. we have some proposed amendments brought forward with other supervisors. what these amendments are doing is further increasing water offsets from new buildings an development projects. it will result in a stream lined ordinance requirements and cost effective systems. the key pieces lowering the threshold from 250,000 to 100,000 square feet. for buildings that are 100% commercial they will have to reuse all water on site. if you increase, you have to increase all your waste water onsite, toilets, kitchen sinks you'll see bigger water savings. finally for clothes washing demands will be added to irrigation demands in terms of use. 100% affo

there is a rally at san jose city hall friday morning to show support for city employees who do not feelike they should have to get vaccinated as a condition of employment. outside san jose city hall, jesse gary ktvu, fox two news. the looming end of eviction moratoriums has san francisco city leaders looking for ways to help local businesses struggling to pay their rent. the state budget analyst estimates commercial businesses in san francisco have racked up a total of $600 million in unpaid back rent. due to the pandemic supervisor asha safe, i e. he says he is working with the mayor to set up a $25 million fund that would offer grants of up to $35,000. but for no fault of their own. because once in a generation. once in almost 100 years, pandemic forced them to shut their doors down. forced them to not have customers. but yet. they were still obligated under contract to pay rent. supporters also want to require landlords to offer businesses a mandatory three year extension on their lease and to provide some rent forgiveness. the commercial eviction moratorium ends next thursday. septe

can we confidently say that cities are back? >> i think cities are back. get to san francisco. it's proven to be the most resilient city in the world. this is the second time in two decades that new york city was counted for dead. the first was after the tragic attack on the twin towers, the second was in 2008 and, of course, now. i think the pundits got this wrong. as people have done going back to the plagues in europe, wealthier people and more advantaged people and people with families decamped cities temporarily. but i think the big effect, fareed, and you hinted at this in the question, is not where people are going to live. i think that looks pretty similar -- not the same, but similar to how it did pre-pandemic -- how they worked and where they work is going to change, and i think remote work is a much bigger deal than people thought. the best data we have says remote work is going to go from less than 5% of working days, and this is from nick bloom at stanford and his colleagues, to about 20% of working days. but that's a lot, and i think that wil
