we have a tremendous problem not only in our city, probably many cities across the country, about economic mobility. people don't have the skills. we have lost a generation of folks who have heard trades are good careers. when it comes to making sure we have a workforce that can build the infrastructure that is supported by this legislation, we have a lot of work to do. which is why i applaud what cleveland has done. we did something similar with the american rescue plan act, recognizing so many lost their jobs, needed to be upscaled. we created a program called training for jobs that was a pilot that did exactly that. train people for trades, construction, manufacturing careers, but recognizing that where folks are, many of them needed support, financial support, childcare support, transportation to the apprenticeship. train for jobs became a model program in which we provided the social supports for people to stay in training to ultimately get that career. that knowledge we use to create a sales tax initiative called san antonio ready to work, which has now become the largest municipal i
