eight other city is possible. -- another city as possible. >> the league of women voters and sfgovtv has partnered to give you statements from 14 people running for mayor. >> i am david chiu, president of the board of supervisors. my story is not differ from the hundreds of thousands of san francisco not born here. i was born in cleveland, raised in boston, the son of immigrant parents who sacrificed so my brothers and i could receive a grade education. in my mid-20s, like thousands of san franciscans, i came to our city for the reasons whole world loves us. our diversity, our commitment to social justice. by worked as a civil rights attorney and criminal prosecutor to protect these qualities of our city. i delved into another part of what makes our city special, our innovation, are entrepreneurialism, and i founded and ran a small business for nine years. i decided to run for board of supervisors because for much of last decade, city hall was not as functional as it should be. i am proud that during my three years as president of our board, we are in a different place. our board of

for cities. we are stronger individually when we are strong collectively, and that is precisely why your league of california cities exists. we are 482 separate cities, but the league's efforts for all california cities ensure that each city is stronger. it's our strength together that has been instrumental in the league's advocacy this year. last year, we successfully passed proposition 22 which provided strong protections for local revenues. did you know that this was our fourth, or depending on how you count, if you include 1998 and 1999 at one and two, fourth or fifth straight victory at the ballot box. your league has truly become a powerful force in the state political arena. [applause] but who would have guessed that just a few months later, in january of this year, our newly elected governor would announce his intention to eliminate redevelopment agencies throughout california in a way that clearly violates the new california constitution. in the process, his proposal would have killed 30

for future city employees, and prohibit the city from paying any employee contributions. proposition c and d, if voters approve of measures, only the one with the most votes will become law. >> i am here with the treasurer of the campaign and a former member -- why should voters vote for proposition d? >> it had its origin a year ago. the origin of proposition b started with a grand jury investigation of the retirement system in san francisco. i was a member and during those years, i worked with other members of the grand jury. we issued reports in 2010 and 2009 with the expectation that public officials to propose legislation. there is only one public official that approached us and was willing to work on crafting legislation. and that was a public defender. 115,000 voted yes last year. a very strong constituency. we hope they will be back. the difference between proposition c and d is basically cost savings. d will save over $400 million over the next 10 years. prop d was crafted with exempting lowest paid city workers from any increase in contribution, at the rates tha

the city needs to recommit ourselves to the values that our city was named after. st.ncis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling as o

the city can only use this bond money to pay for and repairs city streets. it will improve lighting, sidewalk extensions, trees, and landscaping. renovation programs to increase safety, and add this traffic signals to improve muni service. the mayor and the board of supervisors have to approve the final project. this measure requires the approval of two-thirds. is the right here with supervisors got leaner -- supervisor scott wiener. why should we vote for proposition b? supervisor wiener: this is a bond that will address some of our basic and critical infrastructure needs it. we've seen this across the country for the last few decades a bank it will help with quality of life. it will help put people back to work. it addresses the infrastructure funds for our roads. to resurface our roads. basic maintenance. it also provide significant funding for work on our city bridges and overpasses and other infrastructure that is deteriorating and needs capital work, and also provides for eda acceptability. >> opponents of this measure have argued that these bonds shou

the city office recused his office. >> the city administrator recused himself from the beginning. he is running for mayor himself, so he did not want to have any ideas of conflict of interest. santa clara county will be providing information to the board of supervisors on how they can proceed. the board met again on the clinic to revisit the issue. >> it is my understanding there are at least four authorities that could potentially govern the process we are talking about. it is incumbent upon us that we have a process that is consistent with all of those things. >> on the member 16, you saw the board of supervisors direct me as the clerk to create a process that the board could utilize to nominate, select, and appoint a successor mayor. >> usually, when the board rules are silent, the role of order is the controlling parliamentary authority. so my recommendation is that the sports that have a process, received a draft, and then make modifications to it as you see fit. >> how do you start the voting, when does a supervisor have to leave a room if he or she is nominated? at what pro

we talked with over six dozen cities around the world on what sustainable cities really focus on. they focus on three key areas -- strong communication systems which are data driven, strong mobility systems, and a focus on energy efficiency. when you have those three things together, and land use falls under the energy and mobility side, you have a sustainable city. what this means for us in san francisco and today is integrating our modes, practices, and policies. we have reams of data. we are not good at sharing that data. that is what we're going to be focusing on. part of that data analysis is looking if the city is going to grow with jobs and housing at the modest scenario, what is the best mode for us to focus on? we did a analysis of the carbon dioxide per mile of our system. we look at some of the infrastructure emission, the vehicle emission, and the top three are a bicycle and, walking, and public transit. this is the most efficient way to move people around. bicycling is more efficient than walking, which does not make sense to some people. but there is little connected

>> my wife and i have raised seven children in the city and is not a family friendly city. we have to change our attitude. what can i do? i would streamline the committee process to allow local small businesses to really get to work they implored the middle -- date employed the middle class. we have to reduce the red tape, unnecessary fees, and hidden costs associated with jump starting small businesses. in 2002, i came up with a program called hope, homes and surfaces go beyond the reach of middle-class workers that allows landlords to voluntarily sell their apartment as these units. people get a piece of the rock. they can invest in san francisco, the city gains through taxes, and the people abroad and with home ownership. it is a program that will keep the middle and blue class workers in san francisco, and that is what i was do as mayor is try to reinstitute it. thank you. >> the key to keeping families in san francisco revolves around three complimentary things -- jobs, housing, schools. 60,000 sent franciscans have moved here over the last decade, many of them young w

the city decreased by 1% when it allowed to expire.isco only gets a fraction of this 8.5% sales tax. 7.25% goes to this day, the city receiving about 1%. -- goes to the state, the city receiving about 1%. i'm here with -- thank you for being here. please tell us why you are in favor of proposition g. >> i believe the low income children, seniors, firefighters, and police officers are worth half a cent. it will restore funding that was cut from these programs. proposition g " restore $30 million so the children will have a better start in life and a better chance of succeeding in high school and college. >> san francisco has one of the highest sales tax rates. are you concerned that the passage will affect our tourism or adversely affect the economics? >> i am not concerned with that at all. tourism accounts for 40% of the revenue. it will still be lower than the sales tax prior to july 1 of this year. >> my understanding is that it will be eliminated if the state raise the sales tax within the next year. in light of that, palace of the

you know how valuable city parking spaces are, we have wars within city government around who's parking spaces those are. but to signal a big culture change, one that we felt was important to our future of the city in reducing cars, we made it our own goal to reduce our own city fleet and begin with that commitment first. so we did it, we did it with everybody's cooperation, m.t.a., city administrator as well as our purchaser to create that green car showcase. but we also realize there are many parts of the city as david mentioned that don't have ready access to public garages. so it was for us a challenge but one that we were very enthusiastic to try to pilot with city car share, and that is to get it into our most congested residential areas, like russian hill and the area. so this is one of at least five spots that are happening and in fact around this area we're going to begin here first because we have a lot of residential support for this as well. and i look forward to the other six spots that we have already identified, have been under planning discussions with our city administr

and most importantly, those that rely on city services. on this roller coaster during this last deadly -- sadecki, it is important that we end this decade with about the same size work force as we started with two we have grown enshrine fairly dramatically several times over the course of the decade. unfortunately, this chart also indicates that we're spending more as a city during this past decade. at moments in time where the demand for most of our services or less, because we tend to grow during times of economic prosperity and ensuring in harder economic times when demand and services for the city increases. we have errors alignment of expenses and demand. -- we have reversed alignment of expenses and a man. this is a challenge that the city has been working to improve in recent years. in 2009, the voters approved proposition a, which put a host of new planning procedures in place. a lot of us worked on that measure. my shop, president chiu, supervisor mirkarimi, supervisor avalos, several members of the prior board, and the prior mayo
