tell us about it. >> today we have a summit on overturning citizens united. enator sanders and some of his colleagues, citizen activists around the country local legislatives around the country, tall coming together to really move forward on this movement to overturn citizens united and get corporate money out of politics. >> i think i know the answer. so all of our listeners and viewers understand why isn't important to overturn citizens united? >> anyone who has been watching the elections this season sees the role of super p.a.c.s is starting to dominate the process. the spending thus far is close to 250% greater from these outside groups than it was in the last election. >> that's only going to increase. there is this real frustration among the american people that the electoral prossays one dominated by special interests and they are starting to lose their voice. we are trying to return the democracy back to the people. >> i saw that the romney campaign said they want to raise 800 million by september which will round it off? a billion dollar campaign and

the blue line is where we see what happens after citizens united. so, the blue line is independent expend sures by pacs, grouches and individuals, so, a corporation that may have wanted to make an independent expenditure in 2008 was prohibited from doing so, but in 2010, it was perfectly legitimate thing for them to do. and we see a significant increase in the amount of spending. the numbers translate, in 2006 and 2008, there was approxima approximately $43 million, by all of these different types of outside groups. so, those first two bullets on the blue line. and then, that increased to $208 million, by 2010. that's a five -- that's five times the amount of money that was spent in 2008. so, there certainly was an increase in the amount of independent expenditures. and that's an aspect of the system that has shifted, as a result of some of these cases. prior to our most recent changes, parties and candidates really had the crux of the control over how the money was spent, how, when it was raised. and now that we have other groups that can take unli

we had a case called citizens united which is pretty well known. the supreme court of the united states decided that corporations and unions can make unlimited financial contributions. actually unlimited anonymous expenditures independent expenditures so-called. they left a narrow opening. congress could legislate or require disclosure so that at least you would know who was putting up the money and one of the -- for newt gingrich, for $10 million you at least know who is picking up the money. i think this overpaid for south carolina but that was his choice. 59 senators on one side of the aisle, myself included, voted for cloture. not one republican senator would stand up to provide the 60th vote. collins and snowe fell happened to arlen specter and they knew why there. you see the emergence of the giant super pacs, anonymous contributions. where is it coming from? where is the chamber of commerce getting that money? nobody knows. the law doesn't require disclosure. that sort of paints the picture as to how a gun shot -- how gun shy people are abou

one of the aspects of citizens united that doesn't get quite as much attention than the part where they said corporations could make this kind of -- engage in kind of spending was, they did uphld on an 8-1 basis the disclosure that goes along with making some of these expenditures. and they said that it -- disclosure serves an important governmental interest in making sure that those who are watching the messages can understand who is paying for them and assess them as they make their decisions about who they want to vote for in an election. so, even if some are reluctant or feel like they could -- this is some how a negative, the supreme court has told us this is something that voters are entitled to. and i agree with them on this point. part of my job as a commissioner is, the supreme court gets to decide what the law is, especially when it comes to deciding what is constitutional and my job is to follow it, regardless of whether i agree with them or not. i encourage how not disclosing could be harmful to have basic information about what a campaign is spending its money on. >> timoth
