the city needs to recommit ourselves to the values that our city was named after. st.rancis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling as

the city. and finally, i was thrust upon with the obligation to make sure that i selected a police chief, not a temporary police chief. a chief that will carry forth what i consider to be one of the most important things in this city, to secure the public safety of the great city of san francisco. i think i have done that, with the selection and now the appointment of the chief. so many people have come up to me and clearly you expected a chief who had spent 30 years in his life, but i did not realize how many people he has really known in every part of this community. they come up and they thank us for making that wonderful decision. you will see right off the that, if he will be a great partner to make sure our police force and all the public agency facilities work together and we produce a higher level of public safety in the new year. i set out for a number of these objectives to perform those things in the most non-political way and to give it my full, 150% attention. that means to not be

welcome to city hall, your city hall. i wanted to make sure -- i know supervisor mirkarimi is here. supervisor jane kim is also here. they are both here because i know both have a strong commitment to our youth in san francisco. i want to welcome all of you here tonight for two reasons. one, i know we are going to give some awards out for our youth leaders, but the other reason i wanted to make sure you had a good invitation to come to city hall tonight was because we have been waiting for one of you to register, wondering if you are going to run for mayor or not. there is a vacant seat for youth to lead the city. i think you can take this job and run with it. this city needs to be more kid- friendly, more youth-oriented. i think you could have a big input to make sure that what we are doing will be there for you to raise families as well. i want to congratulate all the nominees tonight. all of you who have been participating in this competition for the fellowship have been doing great work. i have been reading through some of the accomplishments that you are a part of. i got to mee

city fund. the to over $225 million a year had to be set aside just to pay for the increase in cost of pensions, and the tensions had to do with both the pension costs as well as the health care costs, and none of the health care costs have any coverage at all in our current budget. so i had to go to work on that very hard. we knew that it was going to take months and months of discussions, but we approached it in a way learning from what had happened last year in proposition b, as you recall, it was a proposition that mr. adachi had proposed. it went to the november ballot and got defeated in a very sound way. as a city employee for 21 years, i observed very closely what happened, and he, of course, and bird so many san francisco employees -- angered so many send francisco employees. janitors, street cleaners, fire, police -- they all in very large voices resoundingly helped to defeat the proposal because they felt it was done in a way in which they were never included in that discussion. it wa

we need to look at what we do as a city and was services we offer. we have 26,000 city employees.ur payroll and fringe benefits for city employees accounts for over 60% of our budget. if we are not willing to look at that issue, i do not think we are going to solve -- i know we will not solve our long-term financial issues. that, to me, is the biggest deal. second, it is about job creation. jobs are not just putting people back to work, which i think is the highest priority, but it is all the ancillary benefits we received, whether it be payroll taxes, an increase in property taxes. people who live and work in san francisco also shop at local restaurants, so shop at the local retail stores. it is a huge economic impact in san francisco. in my opinion, it is getting our costs under control but also promoting economic development so we have a financial engine that will continue to promote us year after year. >> what are your ideas on dealing with the issue of homelessness in san francisco? >> i am one that thinks mayor newsom did a great job thinking proactively about what we need t

[applause] without his work, no question, from navigating the city bureaucracy, working with the city planner, public, this would not have happened without his efforts. from my department, his counterpart, nick ellser. from the mayor's office of workforce development, the mother of our communities in our town, lisa pegan. and the guy from the mta who gets all the difficult job of figuring out how all this all works, jerry robbins. those are the folks on the city side. there are a lot of other folks to thank, a lot of other work that went into this. but now, it is my pleasure -- this man was progressive before it was cool to be progressive, and he was innovating in the public rights of way before it was cool. as a public works director, he started addressing alleyways in chinatown, in the tenderloin, making them more attractive and welcoming, improving the public realm all over the city. he has since moved on to bigger and better things but has carried that affect on with him, forcing collaboration between city departments, the private sector, and this is the epitome of the kind of par

and just a wonderful history that we have made us a standout city where i think other cities, which they had some of that aspect we doff. we're also a cost prohibitive city. it's expensive to be here. i think it's extremely important we remain sensitive to strategy and implementation of making sure the city retains its class diversity. there's always a lot of discussion about diversity in terms of culture and race. class diversity is something that shouldn't be subordinate to that discussion. i want to make sure that san francisco has a working class population. i want to make sure we do not take for granted because we are seen as more cosmopolitan, that that excuses us from not tackling issues of poverty, which there are still substantial pockets of it in san francisco. just by what others may argue. that to me obligates our requirement to make sure this city, being in its reputation of being forward thinking and progressive, learn to -- learn to make sure that that translates into economics so that this isn't a city just for those who could afford it. >> what do you feel like are some

and that's what new york city did. they first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a year's supply -- over 580 billion gallons of water. almost all of the system is fed by gravity, without the use of energy-consuming pumps. valves open to regulate the flow into the 85-mile-long delaware aqueduct -- the longest tunnel in the world. at hillview reservoir... the water is partitioned into another giant tunnel system. where it travels deep below manhattan. the pressure built u

this is the inner city of amsterdam, and the rest of the city are the suburbs. the whole city, there are 2.2 million people, but the real city of amsterdam, there are less than 800,000, which i think is about the same as san francisco. i will also pass around a few sheets. the important thing is that amsterdam is one of the five major economic central's -- economic centers in europe, and we want to stay that way, and we are an attractive city for international business, like the american and asian companies that like to have business in amsterdam. it is a real nice place to stay. experts like to live in amsterdam, and is accessible from all parts of the world. it is also very important case of cycling. what irony said, 2.2 million and happens, but the last line may be the most important, about 120 kilometers per day traffic jams. that is qu7?) a lot. this distance is not more than 25k. we have a real problem. that is not good for business. for us, it is active transport, really important as a solution for being accessible. ok, does it work? yes. this is the city

working with the city of san francisco, we can do many things. you have noticed all of the vacant shop fronts along market street, i am sure. we can begin to change this. pardon me? anyway, we can change this by making it easier for artists to occupy. working with our sister organization, we can install public artworks. if you look behind you, you will see two of them freshly installed. we can also do what all of us are doing here today. it can mean celebrations. we certainly know how to do that. we can do more. everyone of you here can participate. let's broaden the scope and think about more than just market street. after all, cities have the capability of providing something for everybody when they are created by everybody. let's look beyond the central market corridor and the neighborhood, the community that already lives here. if you go down to the project office, you will see the gateway to the tenderloin. we do not mean to merely decorate our city's main street. that would be superficial. we want to help change lives. i guess we are calling it developing an aging-friendly city. we are also looking at how to support senior services and unique neighborhood by neighborhood programs called aging in place or village models that allow people who are older or seniors getting older to be able to support each other and to stay in their homes and communities longer so they can be contributed to the community as long as possible as opposed to institutionalizing them, which costs quite a bit more. so i'm looking with senior group's ideas of how to create more aging in place programs neighborhood by neighborhood as well, but i think those are the key issues. i am also, kind of as the father of a 10-year-old -- i have anxiety like other parents right now as we apply for a middle schools for my daughter. as a member of the school board for eight years, i know that a strong school system and strong schools in the richmond is key. but also, i serve on the first five commission. each county has a commission that oversees money that supports children, and toddlers, and infants

we also represent the whole city. any district supervisor that focuses on the district without addressing the citywide issues is not doing his or her job. every day, i make sure i am working on the major citywide issues and the district issues. i try to be disciplined about that. >> how will you approach the tough choices? >> i think we have to start by looking at the most critical city services that we cannot do without. what are the ones that if they deteriorated, we will pay the price on? public safety falls into that category as a basic critical service. transportation, making sure we have the functional muni is critical. core public health services like dealing with mental on this on our streets -- with mental illness on our streets. if we do not provide services, we will pay the price. it works out from there in terms of budget priorities. >> with your plans on dealing with homelessness? >> it is homelessness in general and behavior on the streets. we need to make sure people have access to services. i was a sup

they think it goes really really far into the city and out of the city. we can certainly tell that it's quite a larmg space in there. an amazing sort of labyrinth really of different little pods. there was a place that you could sleep. there was a place where gadhafi would sit and do his television broadcasts and record those. you could clearly see it was a television studio. there was a light and there was a whole library of tapes, professional videotapes. just a fascinating look into the life of a man who has been quite an interesting character, if you will. a lot of people wondering if he had built this to like a survival shelter. i think that's really what it was. if you look at the doors themselves, there are massive doors with these incredibly strong locks. nobody, you would think, would be able to breakthrough that. as we walked through the very beginning, we looked to the right and there was light coming in and we were trying to figure out what that was. it turned out, it was where nato had bombed the compound right near his tv studio. we remember

, our city that does invite millions of people to our city every year, but then, we are also a city of neighborhoods. neighborhood schools like peabody here, where we have to do even extra things to make sure that our kids are getting to school safely. just this morning, what i wanted to do to come out here immediately was to join bryan, who was out here this morning. he is a buy and hear from our fire department, happens to be a parent of kids who go to this school. spending the morning guiding the kids from the cars to the playground. and it is necessary for that because there's so much traffic going on here, but i got a firsthand from him that it is verified that the speed of the streets and routes around our schools are dangerous. that they need to be slowed down. it has been shown in study after study, and the last one we looked at was the study in london as well where if you slowed down even a fraction of the speed, you can get a high increase in the amount of safety and reduction in the fatal -- fatalities that result from car collisions. for us in san francisco, today, we'd pic

to city and local governments. we have the legislature's proposal to eliminate or condition the redevelopment agencies which is not directly addressed by this measure. there is an overlap. a lot of the economic activities have an impact on our economic climate in the city. within the current state budget, there are a number of figures in the budget and what the state did to balance this budget as i am sure you have heard is rather than actually does make all the cuts that it needed to get to balance, the state made an aggressive assumption about the revenue that will be coming in over the next year but essentially said that if that revenue does not command, there will be triggered some place said that if we don't see the revenue, these cuts will go into effect. despite the fact that the state has passed a budget, we are potentially going to see additional cuts to public safety, child care, other services in the city. i know that the issues of government service are certainly relevant to this body, i want to put thi

the city budget reflects so many values of our great city. whether it is departments or community-based agencies or whether it is neighborhood groups, we all had to put our focus on and make sure that this budget would be balanced in the right way. so i want to especially thank all of our labor unions in the city for coming together this year. they were fantastic, and they were obviously very forthright in the things that they represented. particularly, i want to think, especially, the police officers and the police officer association and the head of that. as well as tom o'connor and the local 798 and the firefighters. the public safety contributions from we have some $31 million of savings over the next two years. [applause] and that represents a huge sacrifice. [applause] the public safety officers were part of a larger group of all of the labor unions that we have worked well with in the city. i want to thank all the labor unions for coming together, not only on the budget, but also on our pension reform package as well. to the community-

i worked at city hall for a few years. then lightning struck and was appointed as a member of the board of supervisors in august of 2004. i have been here ever since. the choice to live in san francisco was made for my family about five generations ago. we have been here a very long time. i could never imagine leaving. this is home. this is where i am raising my son and hope that he raises his children. >> what motivated you to get into politics? >> i attribute a lot of it to the jesuit credo to be men and women for others. there is the idea that the best way to service through the political process. i have a love for the law. i found a way to combine that with service through the political process. i have always been intrigued by it and the opportunity to present themselves well. >> where do you place yourself on the local political spectrum? >> i do not like labels like left or right. most people would call me in moderate. >> what did you learn campaigning for supervisor? was there anything that surprised you? >> in my f
